Definitions: “Service from Afghanistan” means a service including construction that is performed in Afghanistan predominantly by citizens or permanent resident aliens of Afghanistan.

Synopsis: The Regional Contracting Center – Afghanistan (RCC-A) has a potential requirement to use procedures other than competitive procedures to award a contract to a particular source or sources from Afghanistan. It may be necessary to award a contract to a company to perform laundry services for the Kabul Military Training Center (KMTC) located in Kabul, Afghanistan.

It is possible the U.S. Department of Defense may award a Firm-Fixed-Price contract to fulfill http://www.acq.osd.mil/dpap/policy/policyvault/USA006753-15-DPAP.pdf http://www.acq.osd.mil/dpap/policy/policyvault/USA006753-15-DPAP.pdf this requirement. RCC-A is issuing this presolicitation notice as a means of identifying potential sources that have the resources, capacity, and interest to support this requirement for the Afghanistan National Defense Security Forces (ANDSF).

The notional plan is to award a contract to one company that is capable of providing off-site laundry services to launder clothes, linen, blankets, towels, washcloths, etc. for up to 7,500 students weekly. The contractor shall pick up and launder a not-to-exceed 10 pound bag of laundry for each soldier once a week, and return the clean laundered bag back within 72 hours.

The contractor shall be available at the KMTC from 0700 – 1830 to conduct laundry pick-up and drop-off five days a week, on Saturdays through Wednesdays. The contractor shall provide a laundry bag, a customer ticket receipt, and a Customer Survey form to each soldier turning in laundry. All items shall be accounted for, quality laundered, folded, placed back neatly in the bag and returned to the soldier in a satisfactorily manner within 72 hours of receiving it. The inspection and acceptance of these services shall be in accordance with Federal Acquisition Regulation (FAR) Clause 52.212-4(a). Due to the unpredictable KMTC class sizes, at any given time, the contractor shall have the capacity to accommodate processing laundry for fewer than 7,500 soldiers or adjusting to up to 7,500 soldiers. The pricing and invoicing may be for a range from 1 – 500; 500 - 1,000; 1,000 – 1,500; 1,500 - 2,000; 2,000 – 2,500; 2,500 – 3,000; 3,000 – 3,500; 3,500 - 4,000; 4,000 – 4,500; 4,500 – 5,000; 5,000 – 5,500; 5,500 - 6,000; 6,000 - 6,500;

6,500 – 7,000; and 7,000 – 7,500 soldiers that will be priced on separate Contract Line Item Numbers (CLINs) in the contract or one CLIN with language that the contractor will only be paid for the actual amount of bags processed each week. Prices will need to be submitted for each laundry bag range of 500 personnel. The U.S. Government (USG) may base the price on a unit price per pound of serviced laundry or per bag that weighs no more than 10lbs each.

In order to accomplish this requirement, the USG presumes the contractor will require a laundry facility that consists of at least 118 Washers and Dryers and the manning and vehicles necessary to turn around and deliver quality clean laundry within 72 hours for up to 7,500 bags of laundry per week. The contractor shall provide all management, supervision, personnel, equipment, supplies, facilities, transportation, tools, materials, security, and all other items necessary to accomplish the laundry services.

The results of this presolicitation notice will contribute to determining the method of procurement for this requirement and there is a potential that no other notices will be made public. The USG intends to use the authority stated in this notice to procure to one source in Afghanistan that predominately uses Afghanistan citizens to perform these services. Potential offerors shall submit enough information and a quotation that allows the USG to advise offerors about their potential to be viable competitors. This presolicitation notice identifies the information that must be submitted and the criteria that will be used in making the initial evaluation to send a formal request for quotations/proposals. Information sought is a qualified statement that your company has a current business registration in Afghanistan; will predominately use Afghanistan citizens to perform these laundry services; has the capacity or is able to obtain the capacity before the anticipated contract award date of 1 September 2019;

submit proposed technical concept; past performance for similar type services; provide address and pictures of the laundry facility; provide limited pricing information for prices to accomplish laundering for a range from 1 – 500; 500 - 1,000; 1,000 – 1,500; 1,500 - 2,000; 2,000 – 2,500;

2,500 – 3,000; 3,000 – 3,500; 3,500 - 4,000; 4,000 – 4,500; 4,500 – 5,000; 5,000 – 5,500; 5,500 - 6,000; 6,000 – 6,500; 6,500 – 7,000; and 7,000 – 7,500 bags of laundry weighing no more than 10 pounds each. Pricing shall be for your most favored customer and the same or lower prices as charged to Afghanistan citizens for the same type of services. The USG encourages offerors to propose alternative means, terms and conditions to accomplish the laundry services’ objectives and satisfactory outcomes.

With your presolicitation submission, include the pre-solicitation number W91B4N-19-R C001 your company name, telephone number, current Joint Contingency Contracting System (JCCS) number, current valid Afghanistan business licenses, and any Subcontractor’s information. If you are a U.S. company, submit your current System for Award Management (SAM) information.

The USG shall evaluate all responses in accordance with the criteria stated above in this notice and shall evaluate offers based on the low offer. The USG shall advise each qualified respondent in writing either that it will be invited to participate in the resultant acquisition or, based on the information submitted, that it is unlikely to be a viable competitor and will advise respondents of the general basis for that opinion.
