RESPONSES INDUSTRY QUESTIONS

INDUSTRY QUESTIONS & GOVERNMENT RESPONSES TO W91B4N-19-R-0006

1. Our company is woman owned company in Afghanistan can we submit our proposal for the subject requirement?

ANSWER: Yes

2. Our company is too interesting to bid with this project, could you please let me know can our company to participate with this Solicitation No, W91BRN-19-R-0006.? We are Afghan Contractor so our company have professional team Other Country Nationals (OCNs) workers with engineering team.

ANSWER: Yes, however, must follow the solicitation in the staffing requirements

4. Can relevant past performance from an Afghan License company in a JV with an American Company be considered and counted for relevant past performance?

ANSWER: Past Performance evaluation is dictated by the FAR. Refer to FAR 42.1501, 42.1502,

5. Is there an incumbent for this solicitation?

ANSWER: No

6. Will the Government be issuing a DD254 for this solicitation because of the SECRET requirement?

ANSWER: A DD254 will not be issued. Secret Clearances shall be verified through the Joint Personnel Adjudication System (JPAS).

7. Please reference PWS Section 1.5 Estimated Work Orders. The USG provided an estimate outlining the minimum Full Time Equivalents (FTEs) for this effort to assist offerors in taking account downtime, travel times, contingency events. However, the USG Plumbing estimate calls for only 2 FTEs, while the table anticipates 6600 trouble tickets for this specialty annually, with an average response time of 2.5 hours. With 16,500 annual hours of anticipated support for this specialization, it appears the plumbing FTE estimate to require approximately 3 more FTE’s (For a total of 5 Plumbers) to cover the required hours of support from the table, and this does not consider additional delays, downtime, contingency factors, travel time, ext.

Will the government please confirm that the numbers provided in the table from section 1.5, as well as the average 2.5-hour average time to complete is accurate?

ANSWER: Yes, the USG’s estimate of the minimum FTEs, anticipated number of trouble tickets and average response times are as set forth in PSW Section 1.5. Offeror are required to staff based on their own analysis of how to adequately staff the USG’s need as set forth in the PWS. Said staffing must result in the uninterrupted performance for all tasks as outlined in the PWS.

8. Please reference PWS Section 1.5 Estimated Work Orders. As noted in the previous question there are some minor discrepancies between the USG FTE estimate and the average number of work orders to be completed by specialty (e.g. The government FTE estimate for 2 plumbers cannot support 16,500 annual hours of plumbing support). We understand these are only estimates to assist and offerors are to provide their own labor mix, but to provide better understanding and help keep offerors on a more level playing field, can the government please confirm the following:

a. The Government estimate which provides the minimum FTE count to complete the provided workload considers working hours, preventive maintenance, travel times, leave, downtime, and other contingencies while the table solely focus on the data for number of tickets and average with a 2.5 hour average completion time.

ANSWER: This is a correct statement of the government’s estimates. Offerors are required to provide a proposal based on their own analysis of the government’s requirements that demonstrates that the offeror will “at all times maintain an adequate workforce for an uninterrupted performance of all tasks defined within the PWS”. Refer to the PWS for additional details.

b. To be considered technically acceptable, offerors need to provide a staffing plan that addresses the ability to provide a team of experts to complete the required trouble tickets outlined in the table by specialty.

ANSWER: To be considered technically acceptable, offerors need to provide both a staffing plan that addresses the ability to provide a team of experts to support the government provided estimates based off of historical data. The offeror must staff based on their own analysis of the Government’s needs. Said staffing must result in the uninterrupted performance for all tasks as outlined in the PWS.

c. To be considered technically acceptable, offerors staffing plans need to not only address the table, but account for working hours, preventive maintenance, travel times, leave, downtime, and other contingencies similar to the government’s minimum FTE breakdown.

ANSWER: This is a correct statement of what the offeror’s staffing plan must address. Offerors are required to provide a proposal based on their own analysis of the government’s requirements that demonstrates the offeror’s ability to meet the government’s requirement.

d. To be considered technically acceptable, offerors need to provide sufficient in country program management (Key Personnel) for both the North and South regions.

ANSWER: This is a correct statement of the requirement to provide sufficient in country program management (Key Personnel) for both the North and South regions. The offeror must provide a staffing plan based on their own analysis of the Government’s requirement to provide uninterrupted performance for all tasks and areas as outlined in the PWS. This is addressed in the PWS and should be made a part of the staffing plan provided to the USG for review and evaluation.

9. Please reference CLIN 0001 – Mobilization. Will the government please confirm mobilization costs for this CLIN only apply should only to the initial mobilization over the first 60 days of contract performance and all cost associated with replacement personnel (in processing/airfare/visa/medical/dental/ext.) over the life of the program will be the responsibility of the contractor?

ANSWER: This is correct, CLIN 0001 only applies to the initial mobilization. Please refer to 1.14 and 1.14.1 in the PWS which covers mobilization. Costs associated with replacement personnel are the responsibility of the contractor and may not be separately priced or invoiced.

10. Please reference PWS Section 1.11.1 {Qualifications for} Program Managers and Alternate Program Managers.

This section calls for both program managers and alternate program managers possess qualifications for the program manager position (e.g. Bachelor’s Degree and 5 years of construction/facilities management).

Our approach would support dedicated program managers (2 FTEs) in county supporting both the North and South Regions; Our alternate program managers would also be in country full time, but would be supporting another specially the majority of the time (e.g. Certified Electrician) and only supporting the alternate PM role during our program manager’s absence (i.e. less than 10% of the time).

The requirement to have the alternate PM meet the qualifications of their primary function (e.g. certified in their specialty and 5 years’ experience) while also having to meet the full qualification of the full time program manager (Secret Clearance / Bachelors / 5 years construction management) would have personnel below the PM level who must be “duel hatted” to meet the qualifications of two labor categories and potentially meet or exceed the qualifications of the primary PM. Since the alternate PM’s primary support will likely be in another specialty (e.g. certified journeyman electrician)- would the government considering modifying the minimum qualifications of alternate PM positions to focus on their primary support position, and have additional qualifications to support the limited alternate PM role (<10%) without having to meet the full qualifications of a full time PM. For example; The alternate PM will need to meet the qualifications of their primary support position, but also need to possess a Secret Clearance and 1-year management / leadership experience vs the full 5 years and bachelors currently required for the alternate PM.

ANSWER: Offeror shall determine how the workforce shall be utilized based on their own analysis of the government’s requirements that demonstrates the offeror’s ability to meet the government’s requirement. The APM role may be dual-hatted. If dual-hatted, the APM shall possess the qualifications of their primary support position, must possess a Secret Clearance and 1 year management/leadership experience.

11. Will the contract workers check into the military in Texas? Will we be responsible for flying them into Kabul or Bagram?

ANSWER: Refer to the PWS section 1.14.1, 4(b) All US personnel shall report to the Continental US (CONUS) Replacement Center (CRC) at Ft. Bliss, Texas (or a DoD-approved equivalent process), for processing.

12. Will the contract workers receive room and board at the military bases?

ANSWER: Yes, life support (meals and billeting) will be provided at the military bases.

13. Where will the tools be warehoused? Will they be turning the tools/equipment in at the end of each job or at the end of each day?

ANSWER: Tools will be warehoused at a government furnished location to be determined upon contract award. All government furnished tools will be warehoused and shall be returned at the end of the work day.

14. Will the 36 workers be separated into two teams, divided between the two program managers?

ANSWER: Offeror shall determine how the workforce/program managers shall be utilized based on their own analysis of the government’s requirements that demonstrates the offeror’s ability to meet the government’s requirement.

15. Will the teams travel from base to base as needed or will they be split up and constantly moving between bases.

ANSWER: The workforce will be primarily located on BAF/KAF but will be moved as necessary. Offeror shall determine how the workforce shall be utilized based on their own analysis of the government’s requirements that demonstrates the offeror’s ability to meet the government’s requirement.

16. What will the method of transportation be between bases (important for the DBA insurance quote)

ANSWER: Refer to the solicitation, PWS 1.13 “Contractor Travel”.

17. Please Reference 52.212-1 INSTRUCTIONS TO OFFERORS Section B. (7) which states font shall be Times New Roman or Arial Size 12. May offerors used a reduced size font for graphics and tables in the technical volume? (e.g. size 8 font for these items).

ANSWER: Yes. A smaller size font may be used for graphics and tables.

18. Please reference page 53, section 52.21.2-1 Instructions, paragraph B (7). Font shall be Times New Roman or Arial size 12 font. Will the Government permit use of a smaller font such as font size 10 in graphics such as illustrations and tables? This would enable a more concise display of graphic concepts. Would the Government permit 10 point font in headers and footers?

ANSWER: Yes. A smaller size font may be used for graphics, illustrations, tables, headers and footers.

19. Please reference page 53, section 52.21.2-1 Instructions, paragraph B (6) and C (2) – (4). The table specifies that Volume I Price is “Restricted to all pages of Section B (SF1449).” However, paragraph C. Pricing Volume

(p. 54), of this same section, gives instructions to include content that is in addition to the SF 1449.
