SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

ADDENDUM TO FAR 52.212-1

1. General Eligibility.

In order to be eligible for award, all offerors, to include U.S. vendors, must be approved in Joint Contracting and

Contingency Services (JCCS). An offeror must be registered and can be pending at the time of proposal submission.

Offerors who are United States vendors shall be registered and current in the System for Award Management (SAM) database at the time of proposal submission. In addition, all subcontractors at all tiers, who the prime contractor will contract with during the life of the contract, shall be registered in JCCS at the time of proposal. A “subcontractor” means any supplier, distributor, vendor, or firm (company) that furnishes supplies or services to or for a prime contractor, or for another subcontractor. The offeror shall submit a listing of all proposed subcontractors, at all tiers, to the Contracting Officer at the time of proposal submission. If the offeror will not use subcontractors to perform during the life of the contract, the offeror shall submit a negative response to the Contracting Officer at the time of proposal submission. Failure of the offeror or the subcontractor to be registered in JCCS, failure to inform the Contracting Officer of the names of all subcontractors, or failure of the offeror to provide a negative reply may deem the offeror nonresponsive and ineligible for award. All offerors must be approved in JCCS in order to receive award. A status of “pending approval” in JCCS is not sufficient for award. Contractors are ultimately responsible for its status in JCCS and for rectifying issues, such as missing documentation, prior to proposal submission.

Offerors responding to this solicitation shall submit a valid and current Afghanistan Investment Support Agency

(AISA)(or equivalent) Business license and PSC license at the time of proposal submission including those of any subcontractor. If the name on the AISA (or equivalent) and PSC licenses does not match the name of the offeror or subcontractor exactly, the Offeror shall submit an affidavit indicating that the Offeror has the authority to use the AISA (or equivalent) and PSC (or equivalent ) licenses of the license holder. In addition, the Offeror shall demonstrate its relationship to the license holder and/or corporate relationship. The Government will not accept offers from offerors whose AISA license is in an industry classification unrelated to security contracting.

2. Proposal Instructions

a. All offerors shall submit its proposal electronically to anna.e.welker.civ@mail.mil. The subject line shall contain the solicitation number. Ensure your submission is no larger than 4 megabytes. If your file is larger than

4 megabytes break the email into smaller files and send them individually. Example: (INSERT COMPANY

NAME, Solicitation Number (W91B4N-18-R-8018 - EMAIL 1 of 3 etc.). The offeror is responsible to ensure that the Government receives the offeror’s proposal prior to the date and time specified in Block 8 of the

Standard Form 1449. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offerors shall submit proposals in the English language only. Offerors shall submit front and back pages of the AISA (or equivalent) and PSC licenses in the original Dari as well as an English translation.

b. Due to the austere environment of Afghanistan, offerors should anticipate delays in the delivery of electronic proposals. Late proposals shall be handled in accordance with (IAW) FAR Clause 52.212-1 (f) Late submissions, modifications, revisions, and withdrawals of offers.

c. Period for acceptance of offers. The offeror shall hold the prices in its offer firm for 90 calendar days from due date specified in the solicitation.

Time, 11 March 2018. Interested parties shall submit questions in writing via email. Answers to questions received will publically posted via a Solicitation Amendment. Questions submitted after this time may not be considered. All US Offerors shall submit its proposal in U.S. Dollars, and all non-US Offerors shall submit their proposal in Afghani. There will not be a site visit for this acquisition.

f. The Government intends to award a contract without discussions with offerors. Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price, technical and past performance standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In the event that Contracting Officer holds discussions, a competitive range determination will be made IAW FAR 15.306, Exchanges With Offerors After Receipt of Proposals.
