The following additions/changes are made to FAR Clauses 52.212-1, which is incorporated by reference.

A. Instructions for Preparation and Submission of Quotes:

1. To ensure timely and equitable evaluation of quotes, offerors must follow the instructions contained herein.

Quotes must be complete, self-sufficient, and respond directly to the requirements of the solicitation. The response shall consist of two parts:

Part I: Price

Part II: Technical Factor

2. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists, no additional cost information will be requested.

B. Specific Instructions:

1. PART I – PRICE QUOTATION: Submit original (1) copy. Offers must be submitted in PDF format.

(a) Complete Blocks 17a, and 30a, b, and c of the SF1449. In doing so, the offer accedes to the contract terms and conditions as written in this SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.

(b) Insert the Total price for CLIN 0001

(c) Complete all necessary fill-ins and certifications in provisions.

(d) SF30 - Amendment of Solicitation (if necessary)

(e) Complete the Unit Price and Amount for each CLIN in the solicitation.

EXCHANGE RATE IS IDENTIFIED IN 252.232-7014

2. PART II – Technical Factor:

(a) The Technical Factor will consist of compliance with technical specifications for the generator identified in CLIN 0001.

(b) An offeror who fails to follow these instructions for the factor may be considered technically unacceptable and may be eliminated from award consideration.

C. General Information

1. SUBMITTED DOCUMENTS IN RESPONSE TO THIS SOLICITATION must be fully responsive to and consistent with the following:

(a) Requirements of the solicitation.

(b) Current and Active registration in the Joint Contingency Contracting System (JCCS) prior to the closing date of the solicitation.

(c) Complete all necessary fill-ins and certifications and provision as stated in DFARS 252.209- 7993 and DFARS 252.247-7022 in this solicitation.

2. INFORMATION REGARDING SUBMISSION OF QUOTE:

(a) Failure to provide any part of a quote identified in this addendum will result in the submission deemed as incomplete and therefore NON-RESPONSIVE.

(b) All quotes must include the solicitation number in the subject label and be submitted electronically to the following address: Contract Specialist: rose.m.rivera.ctr@mail.mil and centcom.bagram.usfor-a.mbx.rcc-a-construction@mail.mil. Submissions are due by the date and time (local Afghanistan time) specified in Block 8 on the front page.

(d) Only files in PDF format will be accepted.

(e) To be eligible for award, the offeror must be registered and approved in JCCS by the closing date of the award. In addition, all subcontractors at all tiers who will be contracted by the prime during the life of the contract will also be registered and approved in JCCS by the closing date of the award. The offeror is required to submit a listing of all proposed subcontractors, at all tiers, to the contracting officer by the award date.

If no subcontractors are expected to perform during the life of the contract, the prime must submit a negative response to the contracting officer before the award date. Failure to be registered and approved in JCCS at the prime and subcontractor levels and failure to inform the contracting officer of the names of all subcontractors (or provide a negative reply) shall deem the offeror non-responsive and ineligible for award.

A “subcontractor” means any supplier, distributor, vendor, or firm (company) that furnishes supplies or services to or for a prime contractor or for another subcontractor.

(f) Complete all necessary fill-ins and certifications and provisions as stated in FAR 52.212-

ADDENDUM TO 52.212-2

EVALUATION OF OFFERORS

a. The Government intends to award a contract resulting from this solicitation using the evaluation method of

“Lowest Price Technically Acceptable.” Award will be made to the single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR) Part 9, whose proposal conforms to the solicitation requirements, who is eligible, and whose proposal judged by an overall assessment of the evaluation criteria contained herein and other considerations specified in this solicitation represents the Lowest Price Technically Acceptable (LPTA) offer in accordance with FAR Subpart 15.101-2.

b. The Government reserves the right to award based on initial quotations received without opening discussions. However, the Government may open discussions, if the Contracting Officer finds discussions to be in the Government's best interests.

(1) All quotations will be reviewed for timeliness. If the quotation is received after the closing date and does not meet the criteria for “late submissions” in the solicitation, the quotation will not be opened.

(2) Timely quotations will be reviewed for responsiveness (compliance) to the solicitation. If the quotation is not responsive to the solicitation, it will not be evaluated and the offeror will be notified that the quotation is non-responsive.

(3) Timely and responsive offers will be ranked from lowest to highest price.

(4) A technical evaluation will be conducted. The lowest priced offeror’s technical quotation will be evaluated by a technical team. If the quotation is technically acceptable, no other quotations will be evaluated. If the technical quotation is unacceptable, the next lowest offeror’s technical quotation will be evaluated. This process will continue until a technical quotation is identified as technically acceptable.

c. Evaluation Method. The Government shall evaluate quotes in the following order: Factor 1: Price; Factor 2:

Technical. Failure to meet any requirement under any factor or associated subfactor may render the entire quotation unacceptable. Contractor proposal cost/prices must be based on quality. Any change or other items listed in Contractor’s proposal/price breakdown worksheet requires resubmission for approval by the COR and

KO.

d. Factor 1: Price. The TOTAL PRICE will be the only price the Government evaluates and will be evaluated for reasonableness.

e. Factor 2: Technical. The lowest priced quotation proceeding from Factor 1 shall then be evaluated under Factor

2. The Government’s technical evaluation team shall evaluate the quotations for acceptability, assigning one of the ratings described below for each subfactor. To be "Acceptable" under Factor 2, a quotation must be evaluated as "Acceptable" for all Factor 2 subfactors. Any Factor 2 subfactor evaluated as “Unacceptable” will render the Factor 2 "Unacceptable."

TECHNICAL RATINGS

Rating Description

Acceptable Quotation clearly meets the minimum requirements of the solicitation.

Unacceptable Quotation does not clearly meet the minimum requirements of the solicitation.

The quotations shall be evaluated against the following technical factor. The factor is clearly met when the offeror provides technical specification as follows:

Generator NEW diesel power rated at 475KVA/ 400KW PRIME POWER (at ISO conditions), 120 / 208 Volts, 3 – Phase, 60 Hertz, 0.8 Power Factor, sound attenuated and weather protective enclosure and all cables and connectors.

90-Day Push Pack considering 12 hrs operation per day for all OEM recommended preventative maintenance and a 12-month warranty
