About this file

This document is a Questions and Answers (Q&A) file for Solicitation W9142M25QA010, a 100% small business set-aside contract for 3ID MCAT Wi-Fi Services at Fort Stewart and Hunter Army Airfield. The solicitation requires setting up a Wi-Fi network in 87 barracks buildings to support the Mold Conditions Awareness Tool (MCAT) temperature and humidity monitoring system, with an estimated 4,221 sensors deployed across the buildings. Key details include a solicitation closing date of May 21, 2025, at 3:00 PM EDT, and a requirement for the contractor to procure and provision their own Internet Service Provider (ISP) services.

The Q&A clarifies that this is a new requirement with no existing wireless network infrastructure, and the contractor will need to establish a dedicated Wi-Fi network using a VLAN with a hidden SSID and password protection. The MCAT sensors currently operate on the 2.4 GHz frequency band but are expected to be compatible with 5 GHz. The 3ID units and tenant units will be responsible for onboarding the MCAT devices, which will transmit approximately 100 bits of data per hour per sensor. The contract will be awarded by the Department of the Army Materiel Command Mission and Installation Contracting Command as soon as the contracting office can identify the winning offer after the solicitation closes.

MCAT WiFi Services Questions KO: SFC Lance - shekera.r.lance.mil@army.mil KS: SFC Lindsey – joseph.e.lindsey18.mil@army.mil

Please answer the following questions from prospective contractors. Once we receive this document back, we will update the contractors.

· Can you confirm whether there is existing physical or fiber connectivity between the 87 buildings, or will the contractor be responsible for establishing inter-building network connectivity as part of this effort?

· There is existing physical or fiber connectivity between the 87 buildings, no requirement for establishing inter-building network connectivity.

· Is there an existing Internet Service Provider (ISP) in place that the contractor will be authorized to utilize for this effort, or does the government anticipate the contractor procuring and provisioning its own ISP services as part of the solution?

· There is not an existing Internet Service Provider (ISP) that the contractor will be authorized to utilize for this effort. The government anticipate the contractor procuring and provisioning its own ISP services as part of the solution.

· Are the MCAT devices/sensors compatible on both 5 GHz and 2.4 GHz frequency bands?

· MCAT sensors currently work on the 2.4 GHz but should be good to work on 5 GHz.

· What is the furthest distance between individual buildings?

· No requirement to run connectivity between the buildings.

· For network monitoring purposes, what OS is running on the MCAT sensors? Is ICMP enabled?

· The MCATs run on in-house software and send a very small data package of around 100bits per hour per sensor.

· What brand of network switching and wireless access points are being used in the barracks?

· The government anticipate the contractor procuring and provisioning its own ISP services as part of the solution.

· How many SSIDs/wireless networks are currently available for the soldiers?

· This is a new requirement and has no connection to existing wireless networks or services.

· How many total MCAT sensors are being deployed across all 87 buildings?

· There will be an estimated 4221 sensors across the 87 buildings.

· Who is administering the Base's wireless network currently? Will the winning offeror take over administration?

· This is a new requirement and has no connection to existing wireless networks or services. The winning offeror will not take over any kind of base wireless network administration as part of this solicitation.

· Who will be responsible for on-boarding the MCAT devices?

· 3ID units and tenant units across FSGA and HAAF will be responsible for onboarding the MCAT devices.

· What WiFi service is already connected in the Building?

· This is a new requirement and has no connection to existing wireless networks or services.

· The previous incumbent contract awardee?

· None

· When will this contract be awarded?

· The contract will be awarded as soon as the contracting office and supported unit can identify the winning offer after the close of the solicitation on May 21, 2025 at 03:00 pm EDT

· We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

· This is a new requirement and has no connection to existing wireless networks or services.

· Does the term “dedicated Wi-Fi network” refer to a logically separate network (e.g., a VLAN with a hidden SSID) or a physically separate infrastructure requiring new hardware?

· “Dedicated Wi-Fi network” refers to a VLAN with a hidden SSID and password protection. This does not necessarily mean physically separate infrastructure.

· Who is the current Wi-Fi provider for the 87 barracks buildings, and could you provide details of the existing Wi-Fi contract (e.g., provider name, contract number, or point of contact)?

· This is a new requirement and has no connection to existing wireless networks or services.

· What is the make, model, and configuration of the Wi-Fi hardware (e.g., access points, routers) currently installed in the barracks buildings? This will help us confirm compatibility with the proposed VLAN and hidden SSID configuration.

· This is a new requirement and has no connection to existing wireless networks or services. The government anticipate the contractor procuring and provisioning its own ISP services as part of the solution.

· Are there specific coverage or performance issues with the existing Wi-Fi infrastructure that the project aims to address.

· This is a new requirement and has no connection to existing wireless networks or services.
