About this file
This Performance Work Statement (PWS) details the Wi-Fi installation project for the 3rd Infantry Division Barracks at Fort Stewart and Hunter Army Airfield, focusing on implementing a Mold Conditions Awareness Tool (MCAT) network. The project requires the Wi-Fi provider to set up a hidden Wi-Fi network across 87 barracks buildings, supporting MCAT sensors that will transmit 256 bytes of data hourly to monitor temperature and humidity. The contract includes a base year with three option years, with the Wi-Fi provider responsible for network setup, configuration, and maintenance, including 24/7/365 network operations support with a 99.9% core systems and 99% edge networks availability service level agreement.
The Wi-Fi provider must deliver comprehensive services including technical support, field services, and multi-channel customer care, with a dedicated account director to coordinate project lifecycle requirements. The monthly service fee will cover network maintenance, labor, and equipment repair/replacement. Each MCAT sensor device will transmit minimal data to a cloud server, and pricing is based on a 48-month or longer commitment. The network will use a hidden SSID and password to enhance security, and the Wi-Fi infrastructure is designed to minimize costs by charging a flat fee per building instead of per-device connection charges.

Performance Work Statement
For The
3rd Infantry Division Barracks Wi-Fi Installation Project Date: 14 January 2025
1.1 Introduction and Background. MCAT, a network of sensors designed to enhance leaders’ ability to monitor and mitigate mold in the barracks, is a reliable solution. It is intended to work seamlessly with the current Wi-Fi infrastructure to send updates. The barracks Wi-Fi currently charges $5 per device per month to connect to the Wi-Fi that any soldier can connect to. MCAT is designed to use minimal data across thousands of sensors, ensuring a reliable solution. The Wi-Fi provider has agreed to charge a flat fee per building to further minimize the cost of networking the MCAT sensors, providing a secure and effective solution.
1.2 Description of Requirements. The current Wi-Fi infrastructure broadcasts the SSID, enabling unauthorized users to gain access more easily. MCAT is intended to be used on a hidden network, which will add an extra layer of security from unauthorized use and will not increase the cost or implementation timeline.
1.2.1 Period of Performance: The Wi-Fi provider will create and maintain a Hidden Wi-Fi Network for 1 Base year, with 3 option years.
1.2.2 Base Responsibilities:
a. Install, monitor, and manage all MCAT devices.
b. Use a web-based portal to report mold and schedule mediation.
c. Provide and install all MCAT devices in barracks rooms.
d. Conduct all MCAT network and device break/fix work.
1.2.3 Wi-Fi Provider Responsibilities and Performance Requirements
a. Set up a Wi-Fi Internet network at 87 barracks buildings on Fort Stewart and Hunter Army Airfield (FSGA and HAAF).
b. Provide required bandwidth to support the Mold Conditions Awareness Tool (MCAT) temperature and humidity monitoring system (estimated bandwidth per device is 256 bytes).
c. Create or utilize existing Wi-Fi network to support MCAT devices.
d. Configure the Wi-Fi network to connect MCAT sensors to the Internet.
e. Provide a hidden MCAT SSID and password.
1.2.3.1 Assumptions
a. Each MCAT sensor device transmits 256 bytes once an hour to a cloud server.
b. Pricing is based on a 48-month or longer commitment.
1.2.3.2 MCAT Building List: 87 barracks buildings at Fort Stewart and Hunter Army Airfield.
1.2.3.3 Service and Support Implementation Plan: The Wi-Fi provider will focus on effective communication between all partners, including the Wi-Fi provider, Fort Stewart, Hunter Army Airfield, and subcontractors. The dedicated Wi-Fi account director will coordinate and communicate project lifecycle requirements, including planning, construction, operations, design, maintenance, and change management. Account director will implement work control procedures to manage service delivery as scheduled and oversee all project phases: Development, Planning, Installation, Launch, and Operations.
1.2.3.4 Network Operations Support: The Wi-Fi provider will conduct 24/7/365 operations and management oversight through a centralized Network Operations Center (NOC) using industry-standard monitoring and ticketing systems. The NOC ensures continuous monitoring of the Wi-Fi network and processes alarms through an event management workflow. The Instillation network provider offers a service level agreement (SLA) guarantee of 99.9% availability of core systems and 99% availability of edge networks.
1.2.3.5 Monthly Service Fee: The Wi-Fi provider's monthly fee for service and support must include maintaining the network to the agreed-upon SLA, covering all labor and equipment repair/replacement during the initial contract term.
1.2.3.6 Technical Support: The provider must have Customer Care and NOC operate 24/7/365 to provide network monitoring, remote support, and field fix agents as necessary. The workflow includes verification, impact assessment, severity assignment, communication, triage, diagnostics, escalation, and fix agent engagement.
1.2.3.7 Field Services: The Wi-Fi provider must have field technicians skilled in assessing coverage needs, eliminating null zones, and removing RF interference. The provider must be able to work with on-site service providers to build and maintain global wireless access networks, adhering to required service levels.
1.2.3.8 Customer Care: The Wi-Fi provider must provide multi-level and multi-channel customer support, including telephone, live chat, email, and social media. Customer Care agents undergo thorough training and continuous evaluation to ensure high performance standards. The provider must have Tier 1 Support team is available 24/7/365, with escalation to Tier 2 and Tier 3 NOC support as needed.
