QUESTIONS AND ANSWERS
QUESTIONS FOR LA MACARENA FUEL SYSTEM
1. Please indicate the existing tanks storage volume and their dimensions, also the tanks base support level. The above to estimate volumes of excavations and fillings.
A/ Tank capacity 5000 gallons each, approximate dimensions: diameter = 1.7m length = 4m. Excavation area 6.5 x 5.5, depth 2.5m
2. Could you send a photographic record of the project site where the state of the facilities can be identified?
A/ Yes
3. Within the submitted schemes, could you send estimated dimensions
A/ Autocad plan sent.
4. Is it possible to change the specifications of pumps and equipment indicated in the SOW? The above due to the specified they work for aviation fuel, which is denser and requires work with higher flow rates.
R/ The pumps and equipment are required for diesel fuel or ACPM and these elements are according to the hydraulic and mechanical design presented by the bidders.
5. Do electrical installations require a RETIE certification procedure?
A/ no, only statement of compliance signed by electrical professional
6. What would be the final disposition of the existing tanks and equipment to be replaced?
A/ The equipment removed, the contractor must give the final disposal accompanied by environmental certificates
7. The SOW mentions some national and international standards that are for the exclusive use of Jet-A1 fuel. Evaluate the appropriateness of these.
A/ It is clear that the fuel in the system is Diesel or ACPM, the standards and regulations for these must be used.
8. The project equipment (5.16.1 of SOW) mention an electronic dead man, this manual flow control valve is exclusively for Jet fuel installations, but not diesel fuel. Clarify if it is necessary to install this equipment.
A/ All elements and equipment must be for diesel fuel, it is not necessary to install these valves.
9. When the existing tanks are removed, who will be in charge of the environmental liabilities if we find contamination from the evacuated material, the contractor, or the Embassy?
R/ The contractor will be in charge of final disposition of all materials and equipment
10. The technical specifications of the project say that the operating flow of the filtration and pumping systems 100 GPM (1.1, 5.16.8 and 5.16.10 of the SOW) for diesel supply equipment is a flow too large, for this type of installations a maximum of 12GPM is recommended; this detail will reduce significantly the pipe diameter of the system. Evaluate the proposed change. Evaluate the proposed change.
A/ The flow of the filtration system is according to the design presented by the contractor, which will also determine the diameter of pipes and elements necessary for its correct operation.
11. The SOW in 5.16.9 section, says that the project requires the installation of a filter coalescer and separator that meets the specifications of the EI 1581 standard, these filters are used exclusively for aviation fuel systems. Review if it is appropriate to install this filter.
A/ The filters to be used must be suitable for a diesel fuel filtration system; so the specifications and standards that apply are for this type of fuel
12. Is the station considered a classified area, class 1, division 1 and class 1, division
2, and unclassified areas; Is there a plan for these areas to delimit classification areas and minimize the risks of the current location?
A/ It is a classified area class 1, division 2, there’s no plans
13. Are preliminary civil plans and designs available for 10,000-gallon tank locations, vehicle fill area and equipment?
A/ It has some basic designs that show the location of the equipment. This can be modified by the contractor according to the design presented by the same
14. Is there a preliminary canopy structural design required for the vehicle fill island?
A/ no need to build this structure already exists
15. Is there a soil study?
A/ it does not have this
16. Is there any specific requirement for the control, communication, automation, and telemetry of the station, is there an internet facility at the location?
A/ The implemented System must control the functioning and operation of the equipment. It must allow systems to be programmed and measurements taken. The facilities have an internet system.
17. Is there a current detailed single-line plan of the location, detailing the reserve power capacity for the installation of the new equipment?
A/ It does not have this plan.
18. Should low voltage distribution board and transformer be considered?
A/ Only one control panel needs to be installed for the new system.
19. What is the current voltage of the station?
A/ The voltage is 220/110 V
20. Is there a ground mesh, what is its designed capacity, can it be used?
A/ There is a grounding mesh but the capacity of this is unknown
21. What electrical equipment should be considered and which are supplied by the contractor?
R/ All the electrical system corresponding to the fuel system, including control panels, grounding and shielding.
22. Is there a one-line diagram of current lighting circuits?
R/ It does not have a diagram
23. Is the solar panel backup system designed for what use and what capacity?
R/ There are not a solar panel backup
24. What requirements are there for jobs during the health contingency is there a salary table for the area?
A/ The requirements for the contingency are in accordance with those decreed by the national government and there is no salary table.
25. Should the Contractor Personnel that will participate in the Project stay in camp in the base area or can they move to the nearest populated area?
A/ In the place where the works will be carried out, you cannot build a camp, you must look in the urban area.
26. General payment conditions?
A/ Payments will be 30 days after each work cut
27. Is a final disposal certificate required for the final disposal of materials and equipment to be removed?
A/ It is necessary to comply with all the environmental and final disposal certificates required by the Colombian government
28. Is there basic engineering study?
R/ It is published with the pre-solicitation
29. Is there a mechanical pre-design and list of materials, where pipe dimensions and its layout are defined?
A/ no, materials and equipment are based on the designs submitted by the contractor
30. Are there mechanical, civil, topographic and electrical plans for the current facility?
A/ There are some physical plans on site but they are not complete
31. Is there a piping and instrumentation diagram (DTI)?
A/ It does not have
32. Do you have a descriptive memory of the project?
A/ We have a photographic record and power point presentation
33. Is the quality of the fuel used to define the efficiency of the system the type of filtration proposed?
A/ Diesel class DS2
34. Should signage in general be considered?
A/ All equipment must be signage
35. Should the project be socialized with the communities in the area of influence?
A/ No
36. Do you have the permits from the territorial entities for the entry of machinery?
A/ No, only authorization to enter the military base
37. For the entry of machinery, are there social commitments with the communities?

38. What gauge has the required steel for fuel tanks?
A/ Those must comply technical specifications UL142
39. What is the distance between the location of the tanks to the generators and the pump, in order to determine the route of the pipeline and thus estimate the cost?

40. What is the minimum diameter of the pipe that forms the fuel transport networks?
A/ This depends on the design submitted by the contractor
41. What is the purpose of the recirculation system?
A/ Prevent fuel contaminated particles or water excess from reaching electric generators
42. What is the scope to cover with the grounding system? the whole station or just the tank area? What would that minimum area be?
A/ Whole station
43. Currently, is there a grounding system to be complemented or should a totally new one be implemented?
A/ Currently there is a system but its status is unknown, the idea is to improve it and connect the entire station
44. What do you require regarding lightning protection?
A/ Everything determined according to standard 4552
45. Is a fire network to be implemented?
R/ Installation of fire extinguishers
46. Will the distribution pump for the tanks be submersible or external?
A/ All elements must be external for easy handling and maintenance
47. What is the design of the requested metal roof structure? If it does not exist, what are the minimum dimensions to comply with in order to estimate costs?
A/ the roof structure must cover the area of each tank and its circulation to the contour, the design must be proposed by the contractor
48. Can the containment dam requested for the tanks be metallic (sheet) integrated into the tank or must it be cast-in-place concrete?
A/ According to the regulations, the two options are viable
49. The ordered luminaires must be anti-explosion? Please clarify.
A/ yes
50. Due to the difficulty of equipment in the area to be able to move the storage tanks internally, they can be modified to 4 tanks of 5000 gallons each ?, since there is only one tire backhoe in the area and it is likely that this does not have the capacity to lift a 10,000 gallon tank, which would hinder the development of activities. Is it feasible this option?
A/ Depending on the contractor's proposal this may be feasible
51. The government is asked to study the possibility of extending the term indicated in the contract to present the offer until September 22 at 5pm to structure the commercial package.
A/ No
52. Considering the security issue, is it feasible to consider the air transport of materials and personnel to present in the proposal.?
A/ This is at the discretion of the contractor
53. To test the operation of the tanks, are the generators active? Or else do we have to bring a generator?
A/ Generators are available.

1.6.21 Licenses and Permits:
1.6.21.1 Contractor Licenses and Permits. The Contractor shall, at no additional cost to the U.S. Government, obtain all licenses and permits required for performance of work.
Contractor shall comply with all applicable national, regional, and local Local laws, rules, and regulations. The Contractor shall submit proper documentation and evidence satisfactory to the KO or the COR demonstrating compliance with this requirement when directed by the KO or COR.
