The following questions and answers are provided for informational purposes only:

Question 1: We are performing independent research on the Combined Synopsis/Solicitation (W913E526QA006). We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer 1: Yes, there is an incumbent. The Current Contract No. for CRREL Snow/Ice Removal and Spring Sand Clean-Up is W913E526CA001. Expiration date is 4/15/2026.

The previous Contract No. for the CRREL Grounds Maintenance Services was W913E520C0016.

Question 2: Could you confirm the total acreage for mowing and grounds maintenance within the project area?

Answer 2: See PWS Section 1.2. It is the Contractor’s responsibility to verify the size of areas.

Question 3: What is the approximate square footage or number of parking areas requiring snow plowing?

Answer 3: No, It is the Contractor’s responsibility to verify the size of areas.

Question 4: What is the snowfall trigger depth that requires plowing and clearing operations?

Answer 4: See PWS Section 1.4 Perform snow and Ice Removal.

Question 5: Is salt or sand application required, or is snow removal the only requirement?

Answer 5: See PWS Section 1.4 Perform snow and Ice Removal.

Question 6: Are there specific response time requirements for snow events (for example, within a certain number of hours after snowfall)?

Answer 6: See PWS Section 1.4 Perform snow and Ice Removal.

Question 7: Are contractors allowed to store equipment on site, or must all equipment be mobilized from offsite locations?

Answer 7: See PWS Section 3. Government Furnished Property and Services.

Question 8: Are there estimated service frequencies for mowing, edging, and flower bed maintenance?

Answer 8: See PWS Section 1.2 Maintain Grounds. It is the Contractor’s responsibility to verify quantities.

Question 9: Are there any safety or security requirements for personnel working on site that contractors should plan for?

Answer 9: Yes, See PWS.

Question 10: To ensure proper pricing alignment, could you please provide insight into the most recent award for this contract? Specifically, we are looking to understand the previous awarded amount or pricing range for this scope of work.

Answer 10: Please reference Question and Answer #1. The previous Contract No. for the CRREL Grounds Maintenance Services was W913E520C0016 and had a total contract value (base and all options value) of $897,107.14.

Question 11: To assist us in developing a competitive and informed bid, could you please provide the following information:

1. The name of the current incumbent contractor, if applicable.

2. The current contract number.

3. The total award amount and contract period of performance for the most recent award (including option years, if exercised).

Answer 11: The most recent award for the CRREL Grounds Maintenance Services was Contract No. W913E520C0016 awarded to Bergeron’s Lawn Service & Landscaping (Cage Code 1H8G3) which had a total contract value (base and all options value) of $897,107.14 with a period of performance (POP) from 21 Aug 2020 through 31 Aug 2025.

The Current Contract No. for the CRREL Snow/Ice Removal and Spring Sand Clean-Up is Contract No. W913E526CA001 awarded to Mark A Bergeron (Cage Code 1H8G3) in the total award amount of $101,000.00 with a period of performance (POP) from 03 Nov 2025 through 15 Apr 2026.

Question 12: Are grounds fertilized?

Answer 12: According to the solicitation, the grounds maintenance shall achieve healthy grass, trees, shrubs, and plants, and present a clean, neat, and professional appearance of the installation. The Government does not fertilize the grounds.

Question 13: Is there a compost pile on site to dump organic debris?

Answer 13: No. Section 1.2.1, grass clippings are removed or mulched. Section 1.2.4, The contractor shall dispose of all debris at an off-site location in accordance with existing local, state, and federal regulations. See also section 1.2.7 for mulching and removing of leaves and other debris.

Question 14: When was the last time a property cleanup was performed?

Answer 14: Spring 2025

Question 15: When was the last time trimming and pruning was performed?

Answer 15: Spring 2025

Question 16: The fence does not have 5' clearance at all points, specially behind buildings and back areas. can there be a one time perimeter cleanup item added to reflect the additional work that would be needed for the 1st time?

Answer 16: No.

Question 17: How much mulch is estimated to be needed on site?

Answer 17: All services shall be performed in accordance with this performance work statement and Drawings 1-3. The drawings are a general representation of the facility and do not detail every grounds maintenance area to be maintained, it is the contractor’s responsibility to verify actual service area that includes the entire lawn maintenance area, all trees, all shrubs, all flower bed areas, all sidewalks, and all roads.

Question 18: Would the CRRE team water annual flowers on a daily basis or is contractor responsible for daily watering?

Answer 18: See section 1.3.2 of solicitation

Question 19: Would the contractor be allowed to allow to install a camera to monitor weather conditions during the winter season?

Answer 19: No.

Question 20: Would removing snow off site be considered an out of scope item? truck and dumping fees ready add up depending on amounts?

Answer 20: No – please reference solicitation section 1.4.8

Question 21: Are legal permanent or temporal US residents allow into the property or only US citizens?

Answer 21: See – section 4.6. Security of solicitation

Question 22: The previous bid at this site was listed on SAM.gov but it only lasted for 6 months. The site contact advised it was only for 6 months. Can you confirm or deny if the contract was only 6 months or it was dropped for a reason.

Answer 22: Contract No. W913E525CA001 was awarded on 29 Aug 2025 from Solicitation No.

W913E525RA001 for the CRREL Grounds Maintenance, however it was cancelled on 23 Oct 2025.

The current Contract No. W913E526CA001 was put in place for CRREL Snow/Ice Removal and Spring Sand Clean-Up only with a period of performance (POP) from 03 Nov 2025 through 15 Apr 2026.

Question 23: Do we submit the bid directly to you or is there a way to submit on Sam.gov?

Answer 23: Please reference the solicitation, page 75, item d, which states “Quotes shall be submitted via email with the subject line reading CRREL Grounds Maintenance RFQ to:

Anna.Crawford@usace.army.mil”.

Question 24: Lastly, our Owner is a navy veteran, is there a way to add a dd214 to the sam.gov website?

Answer 24: We are not aware of a method to add a DD214 to the SAM.gov website.
