About this file
This is an Amendment (No. 0001) to a Request for Quote (RFQ) issued by the U.S. Army Corps of Engineers, Cold Regions Research and Engineering Laboratory (CRREL), located in Hanover, New Hampshire. The amendment extends the solicitation closing date from 7 April 2026 to 13 April 2026 at 12:00 PM CDT and adds Questions and Answers clarifications to Section L.
The RFQ solicits quotes for fume hood and biosafety cabinet inspection and certification services. Offerors must provide NSF-certified inspectors and complete annual certifications on 19 fume hoods and 4 biosafety cabinets, with a required start date of 15 April 2026. Quotes must include company information, entity identification (CAGE code/UEI), a technical approach describing work methodology, past experience demonstrating three years of similar work with at least five completed projects, NSF bio-safety cabinet certification, ability to meet the start date, and firm-fixed pricing completed on the provided Pricing Matrix. Offerors must maintain active SAM registration with no exclusions and complete all required FAR and DFARS representations and certifications. Optional escorted site visits may be requested by 31 March 2026. Q&A clarifications address certification expiration dates (all but six units past due, with all requiring completion by 10 July 2026), reinspection timelines (15 calendar days from Government notification of repair completion), notification methods (email preferred), and reinspection scope (complete inspection of failed units). Quotes shall be submitted via email to ERDC-CRREL-QUOTES@usace.army.mil.

Questions and Answers (Q&A)
Question: Current certification expiration dates for the 19 fume hoods and 4 biosafety cabinets are not provided, making it not possible to propose a synchronized inspection schedule as allowed in PWS 1.2.a.
Answer: All but six of the fume hoods / BSCs have already gone beyond the annual certification date. All those six are due 10 July. Amenable to almost any schedule that gets all fume hoods and BSCs done before 10 July.
Question: The reinspection timeline of "within 15 calendar days of notification of repairs" does not specify whether the clock starts on the date the Government sends notification or the date we receive it, nor does it address weekends or federal holidays.
Answer: The 15 days starts when the Government notifies the contractor that the repairs are complete.
Question: No method of notification is specified for reporting deficiencies (email, phone, written report) or for receiving notification that repairs are complete.
Answer: Email is the preferred method of notification.
Question: Reinspection scope is undefined: if a single unit fails and is repaired, must we reinspect only that unit or perform a full recertification (face velocity, smoke, alarms) on that unit?
Answer: Provided example, if a fume hood in room 160 were to fail inspection for any reason, after the vendor is informed that repairs are complete, the vendor would return and perform a complete inspection on that fume hood.
