The following questions and answers are provided for informational purposes only:

Question 1: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer 1: Yes, there is an incumbent. The Current Contract No. is W913E520C0016.

Expiration date is 8/31/2025.

Question 2: We are performing independent research on the Combined Synopsis/Solicitation (W913E525RA001). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer 2: Please reference Question and Answer #1.

Question 3: I would like to inquire if there is currently an incumbent for this requirement, and if so, could you please provide the previous contract value?

Answer 3: Please reference Question and Answer #1. Contract No. W913E520C0016 had a total contract value (base and all options value) of $897,107.14

Question 4: Just checking if it’s still possible to schedule a site visit for the W913E525RA001 contract. Let me know if there’s a time that works.

Answer 4: Yes, we have provided an additional site visit for Thursday, July 24 as follows:

A site visit is scheduled to take place on Thursday, July 24, 2025, at 9:00 AM EST at the CRREL Laboratory 72 Lyme Rd Hanover, NH 03755 Main Lab building front lobby.

Contractors are required to meet at the Main Lab front lobby and check in with the South Gate Security Guard NLT 8:45 AM EST on Thursday, July 24, 2025. Visitors will present REAL ID or equivalent to obtain a visitor badge.

Offerors may not visit the Government site at their own convenience for site inspection. Also, during all site visits, offerors shall not solicit advice or assistance from any Government or Contractor employee pertaining to quote preparation. Questions pertaining to the requirement shall be submitted in writing to Anna Crawford via email at Anna.Crawford@usace.army.mil and LaShanda Areghan via email at lashanda.d.areghan@usace.army.mil once the site visit is complete. No questions will be answered during the site visit.

All vendors who want to attend the site visit are REQUIRED to submit the following information to Anna Crawford via email at Anna.Crawford@usace.army.mil and LaShanda Areghan via email at lashanda.d.areghan@usace.army.mil NO LATER THAN 12:00 pm EST on Wednesday, July 23, 2025, in order to be allowed on base and accompanied through the site:

1. Company Name and Address

2. First and last name, email, and phone number of all employees attending site visit

3. Total number of employees attending site visit

Question 5: I understand that the site visits were scheduled for July 14th, which have now passed. I wanted to inquire if it would be possible to schedule an additional site visit. Please let me know what options may be available. I appreciate your time and assistance.

Answer 5: The original site visit was held on July 16. Please reference above Question and Answer #4.

Question 6: I’m currently reviewing the solicitation for Grounds Maintenance Services at CRREL (Solicitation No. W913E525RA001), and I had a quick question regarding the winter service scope. Could you kindly confirm whether shoveling is included as part of the required winter maintenance?

Answer 6: YES, Shoveling will be required. Please reference the PWS, Section 1.4.1.

Question 7: Additionally, is the application of salt or sand on the parking lot, driveway, and walkways expected under this contract?

Answer 7: YES, Salt or Sand or a combination of both will be used on the parking lots, driveways, and walkways etc. Please reference the PWS, Section 1.4.

*The intent of both above is to provide a safe surface for both walking and driving before, during, and after winter weather events.

Question 8: We didn’t hear back in time regarding our RSVP for the July 24 site visit, so we didn’t attend. Just checking — is there any chance another site visit could be scheduled?

Answer 8: Yes, we have provided an additional site visit for Monday, July 28 as follows:

A site visit is scheduled to take place on Monday, July 28, 2025, at 9:00 AM EST at the CRREL Laboratory 72 Lyme Rd Hanover, NH 03755 Main Lab building front lobby.
