About this file
This document is a Questions and Answers (Q&A) file for a Request for Quote (RFQ) W913E525Q0007 for a Riehle UTM Control System Upgrade at the Cold Regions Research and Engineering Laboratory (CRREL). The Q&A provides detailed clarifications about the technical requirements, including confirming the need for a complete servohydraulic control system with a new hydraulic pump, force/pressure transducer, and pendant jog control. Key specifications include a 300,000lbf capacity system with a 6-inch stroke, 2in/min speed, and compatibility with existing equipment like a crosshead positioning motor.
The document addresses specific details such as mounting features for load cells, console mobility (positioning within 5 ft of the loading frame), cable lengths (load transducer cables 20 ft, pendant control 15 ft), and calibration requirements per ASTM E4 and E2309 standards. CRREL will use an existing computer to operate the system, and the ideal delivery timeline is June-July, subject to equipment lead times. The site personnel will be able to position equipment prior to final installation, and the system must support various test methods, data downloading, and auxiliary strain input channels.

Questions and Answers:
1. Can you confirm that this RFQ is requesting a new hydraulic pump in addition to a new Control/Software System? It’s not entirely clear from the specs.
Answer: A complete servohydraulic control system including pump is required
2. If a new pump is being requested, are there any specific requirements for it other than allowing the system to operate at 300,000lbf capacity, with the full 6in stroke, and at least 2in/min speed?
Answer: No additional requirements beyond what will be necessary to meet specified performance
3. This RFQ mentions an existing crosshead positioning motor. Is it currently functional? Can more details be shared on that device? Is the request simply that a new pendant be provided for jog control?
Answer: Existing motor is functional, operates on 3 phase power, and is controlled by two buttons (up and down). Request is for same functionality on pendant control to aid in test setup
4. Is a new force/pressure transducer device being requested for the 300,000lbf force range?
Answer: Yes
5. For the secondary load measuring device, what are the available mounting features on the test frame to mount a load cell in line with testing?
Answer: Lower crosshead grips for round bar from 0.75-3 inches diameter, attachments may also bear on lower face of lower crosshead, retained by plate with threaded rod through upper surface of grip opening. Grip opening on lower crosshead surface has a width of 5 inches
6. Can you clarify what this statement means: “Movable console for control interface and hydraulic components”. What sort of mobility is required for the “control interface” and hydraulic components?
Answer: It should be possible to position the console perpendicular or parallel to long axis (width) of loading frame, with a clear distance of up to ~5 ft between them. Console will be stationary upon installation, however flexibility in location/orientation is desired.
7. Cable/Hose Lengths:
a. What hydraulic hose lengths are required to and from the test frame and pump?
Answer: Hose lengths as required to support answer 6
b. What cable lengths are needed for load transducers?
Answer: Load transducer cables 20 ft
c. What cable length is needed for the pendant jog control?
Answer: Pendant length 15 ft
8. For the ASTM C78 fixture, what are the available mounting features on the test frame?
Answer: See answer 5. Bottom of fixture for ASTM C78 may rest and bear on platen which has a 30”x30” square bearing area between posts.
9. Please define the calibration service requirements for this project.
Answer: After installation, calibration should be performed according to ASTM E4 – Compression, ASTM E2309 – Crosshead Displacement
10. Is there a required delivery timeline? If so, please indicate.
Answer: Delivery in June-July would be ideal, subject to equipment lead times
11. Can CRREL unpack and move any delivered test system components into place (i.e. the hydraulic pump) prior to contractor arrival for final installation and set up?
Answer: Personnel on site will be able to position equipment prior to installation
12. The solicitation doesn’t make direct reference to an operating computer for the control system.
My assumption is that CRREL can source a computer separately or use an existing computer to download the software that the controller upgrade package would come with. Is that correct? Or does CRREL require that a computer is included in this offering to operate the system?
Answer: CRREL will use an existing computer from inventory to operate the system
