Section C - Descriptions and Specifications
DESCRIPTION OF REQUIREMENT
Riehle UTM Control System Retrofit
I. Description of Requirements. The Engineering Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) requires one (1) upgraded control system for the CRREL’s Riehle 300kip Universal Testing Machine (UTM).
Specifications. Relevant details of the frame to be upgraded as well as the requirements for the upgrade are as follows:
1. Existing Frame Specifications Riehle FH-300 300,000lb design load capacity 11.2-inch piston diameter 6-inch piston stroke 208VAC 3-phase power required for crosshead positioning motor (1.5 HP 4.8A)
2. Unit requirements:
Automatic servo-hydraulic system Dual Load Ranges o 300,000lb (± 0.5% accuracy of reading) o 25,000lb (± 0.5% accuracy of reading) via auxiliary load cell or secondary pressure transducer Maximum piston movement rate of at least 2 inches per minute Real time display of load and strain/position measurements Minimum of 6 preprogrammed and password protected test methods Load, position, and strain rate control capability Servo control profiles must include – ramp to break, sawtooth, ramp and hold Ability to download data to PC for analysis Minimum of two (2) auxiliary simultaneous strain input channels compatible with Epsilon concrete axial and circumferential extensometers Pendant control for crosshead positioning and platen jog Movable console for control interface and hydraulic components, including flexible hoses for attachment to frame Fixture for testing concrete beams up to 6”x6”x20” according to ASTM C78 Control system must accept either 208VAC 3 Phase power or 120VAC single phase power Equipment shipped to CRREL, and on-site installation, setup, and calibration services shall be included
3. Other requirements Hard and digital copies of site preparation, Installation, Operating and Maintenance manuals in English. Electrical and program schematics should be included in these materials.
Delivery Timeline: CRREL request that all bids include an estimated delivery time: number of days to ship the item after receipt of Purchase Order (PO).
4. Equipment Warranty:
The vendor shall include a 1-year warranty covering all new hardware (defects in material and workmanship) and software (provide software updates and patches to fix errors). The vendor shall provide information explaining their equipment warranty and support policies to cover system problems or malfunctions inherent to the system (i.e. not caused by customer use). Equipment that fails to perform as expected may need to be returned to the vendor for trouble shooting; the government expects the vendor will address equipment malfunctions inherent to any components of the system procured under this contract (i.e. not caused by CRREL use).
II. Deliverables. One (1) upgraded control system for the CRREL’s Riehle 300kip Universal Testing Machine
(UTM).
III. Delivery Instructions.
1. All supplies shall be delivered FOB Destination to Hanover, NH at the address below:

2. The day the equipment is shipped, the Vendor shall email the shipment tracking number to the CRREL

INVOICING INSTRUCTIONS
A proper invoice must include the below listed items. Invoices missing any of these elements will be rejected.

If this is a supply contract delivering supply items to CRREL as contract deliverables, Contractors shall only submit invoices once the shipment has been received by CRREL as verified by shipment tracking numbers. Invoices submitted prior to receipt of the shipment at CRREL will be rejected.
The Contractor shall submit each invoice via email to the following POCs. Failure to include these POCs may result in payment delays.

The Contractor should receive CRREL’s confirmation of invoice acceptance or rejection within 7 days of submission. If this has not occurred, please ‘reply all’ to the original invoice email sent to CRREL to obtain a status update. It is important to always include CRREL-Contractor-Invoices@usace.army.mil on invoice related emails.
If more than one invoice is required, the Contractor’s final invoice shall be submitted within 45 days after the final period of performance date specified in the contract. The invoice must be clearly marked “final” and submitted as outlined above.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services-- Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services. (a) Definitions. As used in this provision-
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to--
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L.
115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to--

Quotes that are ambiguous or are missing required information may be disqualified.
A signed copy of this Request For Quote (RFQ) shall be included with your quote. The quote shall also address the following items:
1. Provide the Point of Contact (POC) and alternate POC, including phone numbers and emails, who has authority to make decisions for the company.
2. Provide the company’s CAGE Code and/or Unique Entity Identifier (UEI) number.
3. Please refer to Section C, DOR, ensuring to include all items requested with your quote submission.
4. Total quoted price to include shipping cost FOB Destination to Hanover, NH.
5. Proposed delivery schedule and installation date.
Offerors are required to have an active System for Award Management registration, no active exclusions, and BOTH FAR AND DFARS representations and certifications completed in order to receive a Department of Defense contract award. Representations and certifications should be completed by the RFQ closing to avoid any unnecessary delays in contract award. Ensure that all representations and certifications required by this RFQ, are either included in the online FAR and DFARS report, and/or included with your quote submission.

52.204-22 ALTERNATIVE LINE ITEM PROPOSAL (JAN 2017)
(a) The Government recognizes that the line items established in this solicitation may not conform to the Offeror's practices. Failure to correct these issues can result in difficulties in acceptance of deliverables and processing payments. Therefore, the Offeror is invited to propose alternative line items for which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract is economically and administratively advantageous to the Government and the Offeror.
(b) The Offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government. Offers that do not comply with the line items specified in this solicitation may be determined to be nonresponsive or unacceptable.

Section M - Evaluation Factors for Award
52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical capability to fulfill the Government’s requirement in its entirety.
2. Proposed delivery schedule (lead time) and installation date.
3. Total quoted price (including shipping FOB Destination to Hanover, NH 03755-1920).
Award will be made to the responsible offeror whose quote represents the lowest priced technically acceptable (LPTA) offer.
A technically acceptable proposal is one that clearly represents the ability to satisfy the minimum specified requirements outlined in Section C, Description of Requirements (DOR).
Proposals are intended to be evaluated, and award made, without discussions with the offerors (other than discussions conducted for the purpose of minor clarification) unless discussions are determined to be necessary.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
