This is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. The solicitation number assigned to this action is W91364-26-Q-0001. This acquisition is utilizing procedures in FAR Subpart 13, Simplified Procedures, and is issued as a Request for Quote (RFQ) from the Ohio Army National Guard - Purchasing & Contracting Office. The applicable North American Industry Classification System (NAICS) code is 332312, with a size standard of 500 Employees. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2025-06 dated 1 Oct 2025 and the Defense Acquisition Regulation (DFARS) Change Notice 10 Nov 2025.
The Ohio Air National Guard intends to issue a firm-fixed priced purchase order to procure complete M.I.C. BiB kits that are compatible with the M.I.C. Industries brand Ultimate Building Machines (UBM). These kits will be used with the UBM to rapidly construct K-Span structures which are vertical steel shelters.
The Government intends to place a single, Firm-Fixed Price contract without discussion. Therefore, offerors should submit their best offer up front. Do not assume you will be able to revise your offer.
This solicitation is subject to Service Contract Labor Standards and will utilize Service Contract Act WD # 2015- 4729 revision 28 Dated Dec, 23 2024.
Evaluation of Offers:
The Government will evaluate offers in accordance with FAR 13.106-2(b)(3) and 12.602. Offers will be evaluated based on the factors of price, technical capability, and past performance. These factors are listed in no particular order and no relative importance has been assigned.
Technical Capability: Offerors shall clearly show their product meets the requirements outlined in the PWS.
Past Performance: Offerors are not required to submit Past Performance information. The Government will review CPARS records alone for past performance considerations.
Price: Offerors shall submit a firm-fixed price for supplies described in the solicitation
The Government will evaluate quotes by performing a direct comparison of one offer with another in a uniform manner to determine which quote provides the Government with its needs, as identified in the PWS. The Government reserves the right to consider a response that offers more than the minimum and select that response if it provides a benefit to the Government. The Government has the discretion to accept other than the lowest priced offeror that provides additional benefits.

SUBMISSION GUIDELINES:
Submitted quotes must include the following: (1) the solicitation number; (2) the name, address and telephone number of the offeror; (3) the price and discount terms (quote FOB Destination); (4) completion of the provisions 52.204-24, and 52.212-3; (5) details of product to be provided for each requirement identified with pricing; (6) proposal should be submitted under company letterhead, with DUNS number, CAGE code, company Name, Address and POC included.
The solicitation closing date is 5:00 PM EST on 9 Feb 2026. Submit all offers in response to this synopsis/solicitation electronically to the Point of Contact Barry Beale at barry.b.beale.civ@army.mil. All QUESTIONS, requests for additional information or technical data must be submitted in writing by email to the aforementioned no later than 5 Feb 2026. Responses will be posted to Sam.gov.
INSTRUCTIONS:
(1) Insert proposed UNIT PRICE AND TOTAL PRICE in the Pricing Schedule provided below.
Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your price position.
(2) Complete the necessary fill-ins and certifications in provisions 52.204-24, and 52.212-3section (b) provided below and return along with your cost proposal.
(3) There is no additional requirement to submit a history of past performance on similar projects. Past Performance will be evaluated utilizing a combination of information obtained from the Supplier Performance Risk System (SPRS) located at www.sprs.disa.mil.
(4) The submitted Technical quote needs to meet the requirement for content and page limits set in Addendum to
FAR 52.212-1
(5) Prior to award, the vendor must be registered and have completed online representations and certifications in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.
