QUESTIONS & ANWERS 19FEB21

Q&A Updated 19FEB21

Q1: On Menu “M16 Chicken Burgers” breaded chicken is listed. How many per 100 of chicken burger buns are needed?

A1: The description is wrong it should be Burger, Chicken unbreaded 4oz 40 to a case.

1 per person, 100 per 100 meals on the spreadsheet. Replaced Amorosa Roll with Kaiser Bun 1 per person, 100 per 100 meals.

Q2: On Menu M17, how many Vegetable Burgers per 100 and how many Kaiser Buns per 100 are required?

A2: This menu was hamburger/hot dog and changed to hamburger/veggie burger.

Vegetable burgers will be a “condiment” and ordered separately. 2 hamburgers per person 200 per 100 meals. Kaiser Bun 1 per person, 100 per 100 meals

Q3:Are there specific delivery time windows for the locations on the delivery days?

A3: Supplementing the SOW at para. 7, delivery times shall be 0800 – 1600. See SOW at para. 7.2.5.

Q4: Are there specific packaging or other receiving requirements or requests for each delivery?

A4: Supplementing the SOW at para. 7.3.3, items shall be in original packaging but may be bagged into smaller quantities as the order requires (e.g. margarine cups may come in a box of 500. Each cup is its own container. If only 200 cups are needed, 200 cups can be removed from the box of 500 and put into a clear plastic bag and the bag close with a twist tie, ends tied together, or some other method to keep the cups from coming out on their own). Different items may be placed in a container such as a cardboard box as long as there is not a potential for cross contamination (e.g. meat items in a box containing items that are ready to eat or require no cooking (e.g. lettuce heads). If more than one item is in a box the box shall be labeled with contents of the box (e.g. a cereal box ½ full of cereal bowls with boxes of coffee creamer could have a label with the item (cereal) and the count (48) and a label with coffee creamer 3 boxes). See SOW at 7.3.4.

Q5: Is the vendor required to be registered in WAWF prior to submitting an offer?

A5: No. A WAWF account is not required to submit an offer.

Q6: How does a vendor register for an account in Army Food Management System Access (AFMIS)?

A6: AFMIS access is not required to submit an offer. If a vendor is unable to access AFMIS, orders will be sent by Adobe PDF or Microsoft Excel.

Q7: Do the products have to match exactly the pack sizes in the ingredient list or can they vary as long as the total amount is the same per 100 personnel?

A7: Pack size from sources may vary but any deviation must meet the minimum amount per 100 or can be scaled down if headcount is less than 100. Example, if hamburger buns normally come in packs of 8 and only packs of 12 are available then however many packs of 12 will support the headcount is permissible.

Q8: Are the menu items rotated on a monthly or quarterly basis or can the locations order any item on the menu at any point throughout the year?

A8: All items may be ordered at any point throughout the year. Units are encouraged to follow the schedule but mission may determine items off-cycle.

Q9: Should ingredient list items and meal kits have the delivered cost factored into each price or should delivery be factored separately?

A9: Delivery will not be factored separately.

Q10: How many different locations receive products in a given month?

A10: See the attached “QA Monthly Roll Up” document uploaded to beta.SAM.

Q11: Are the sandwiches separate or part of the meal kit?

A11: Sandwiches are part of the meal kit. The meal kit is an individually contained meal with all required items. Multiple meal kits may be delivered in a box/case. However, the meal kit container shall not be smashed by other containers on top of it in the case.

Q12: Are substitutions permitted on products if a product outage occurs?

A12: Substitutions are permitted when approved in advance by the contracting officer

(KO).
