Section C - Descriptions and Specifications

PURCHASE DESCRIPTION

1. Background: The Air National Guard Air Force Reserve Command Test Center (AATC) in Tucson Arizona has a requirement for warranty services for government-owned Hitachi-Vantara Unified Storage (HUS) server systems. These systems are critical to daily flying operations. To maintain the availability of these systems, AATC needs to renew the periodic warranty. The warranty to keep these systems operational is mandatory and has been continuous since 2013.

2. Period of Performance: 1 July 2022 – 30 June 2023

3. Requirement: The contractor shall provide authorized help desk, troubleshooting, and warranty maintenance covering the detailed requirements list is found in Attachment 1, Equipment List.

3.1. The contractor shall assist with fault isolation, provide advice on update installation, configuration, and respond to “ad hoc” software information queries. Remote telephone support should be available during local business hours.

3.2. The contractor shall provide on-site maintenance services if the manufacturer deems necessary and at the request of authorized users. These services are to be performed at the manufacturer’s sole discretion and contingent upon the presence of a Hitachi-Vantara representative within a 50-mile radius. On-site intervention shall be provided where necessary to properly maintain the equipment, such as in the provision of required patches and fixes. The contractor may provide remedies such as substitute storage systems as needed.

3.3. The contractor shall provide software or firmware updates as they become available.

3.4. The contractor shall not seek to have failed disk drives returned to the manufacturer.

3.5. The contractor shall provide Return to Manufacturer (RMA) services and remote equipment maintenance as necessary, best effort for End-of-Service-Life (EOSL) components. The Government POC will inspect returned equipment upon receipt to ensure it meets the requirement needs of the Government.

3.6. The contractor shall ensure all employees possess all required training and authorization to perform technical service on data storage equipment manufactured by Hitachi-Vantara Federal.

3.7. Most services are anticipated to be accomplished through remote electronic communications. In the case of a significant equipment casualty, the contractor shall provide on-call or next business day services with approval of the manufacturer.

4. Access Requirements: On-site services, if required, will be at Morris Air National Guard Base or Davis-Monthan Air Force Base in Tucson, AZ.

4.1. The contractor will be required to provide information for background checks to meet installation access requirements, to be accomplished by the local installation Security Forces, Director of Emergency Services, or local security office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD Headquarters Air Force and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

4.2. During contract performance, the contractor shall be responsible for obtaining required temporary identification for assigned personnel, and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. The contractor shall remain in the presence of credentialed AATC personnel at all times.

4.3. Upon completion or termination of the contract or upon expiration of the identification passes, the contractor shall ensure all government-issued passes are returned to the issuing office.

5. Operations Security (OPSEC): An OPSEC plan is not required for this effort; however, the contractor shall perform the following only in the event of an anticipated on-site casualty repair or troubleshooting requirement.

5.1. All contractor employees, to include subcontractor employees, requiring access to U.S.. Government installation, facilities, controlled access areas, and government information shall receive OPSEC training within 5 calendar days after contract start date.

5.1.2. OPSEC training may be accomplished by the installation OPSEC Signature Management Officer (SMO), the OPSEC Planner, or an OPSEC Coordinator designated by the SMO.

5.1.3. OPSEC training can also be accomplished by the contract/subcontract employees via the OPSE-1301 CBT located on the IAD IOSS website.

5.2. Tracking for each contractor or subcontractor employee is the responsibility of the government POC.

6. The Government POC for this requirement is Mr. Donald Roberts, Senior Systems Administrator, AATC/DOOD, donald.roberts.16@us.af.mil.
