Number Question Answer

Section 1.6.5.5: To what extent is telecommuting authorized? Should key personnel expect to be at the Pentagon or TARC for most of the contract's duration?

While telecommuting is not prohibited, the primary place of performance will be the Pentagon or TARC in accordance with PWS paragraph 1.6.5.

Section 1.6.6: Could you provide any more information about the plan to issue three contract awards? For example, will each award support a key personnel position or is each award tied to specific technical performance allotment/tasks?

The Government anticipates the award of a single contract resulting from this RFQ.

Section 1.6.7: Are the proposed contractor key personnel required to have an active Secret clearance at the time of response submission, or only the ability to obtain such clearances within 2 months (or some other period) of contract award?

Personnel must possess a Secret clearance at the time they are assigned to perform services under the contract. Given the lead times for background investigations and adjusdication, it is strongly preferred that personnel possess the required clearance at the time of proposal submission. The contractor must possess the required faciltiy clearance at the time of proposal submission.

Section 1.6.8: Are all key personnel required to complete Information Assurance certification requirements?

All personnel performing services under the contract must complete the required Information Assurance training and all other training indicated in section 1 of the PWS.

Section 1.6.11: Can we suggest more than one person to meet the hours requirements of each of the Key Personnel positions, or does the NGB-HO prefer two FTEs be assigned?

This requirement is performance based, as such, though there are requirements for specific qualfications, the contractor's overall solution will not be dictated by the Government.

Section 5.1.2: Would the contractor need to complete/account for copyediting of a piece for publication, or will that be provided by NGB-HO?

Monographs and book length projects will have the final copy editing outsourced to Government Publishing Office. All other projects will require basic editing, which shall be accomplished by the contractor. Articles, information papers, emails, etc., shall be edited by the contractor and reviewed by history office staff.

7 Section 5.1.8: Will the NGB-HO provide transcription services?

Transcription will be provided by the Government or a third party and is not the responsibility of the contractor.

Section 5.1.8: Is there a specific oral history archive system that you have in place? No

Section 5.1.9: Will digitization work occur onsite at NGB-HO or offsite at contractor facility? If onsite, will the government provide the digitization equipment? If the government will provide the equipment, what are the technical specifications/capabilities of the provided equipment?

Digitization work will be onsite with equipment provided.

We have capabilities in exhibit design; would NGB-HO be interested in these services, or do those responsibilities fall to another directorate/program?

The Government does not require exhibit design capability.

Section 1.6.11 & Price Model - Does NGB seek two contractor personnel -one Applied Historian (Research & Reference) and one Applied Historian (Lineage & Honors), or an Applied Historian and an Archivist? The key personnel description on pages 4-5 of the PWS seems to indicate two Applied Historian positions (one with Archivist qualifications). But the price model seems to indicate History Support Services and Archivist Support Services as the two positions.

The assignment of tasks is at the discretion of the contractor and may be split as necessary between the FTEs. The RFQ has been amended to clarify.

Section 1.16.4 - Quote Submission Instructions - For submission of proposal into SAFE, we were told that a code to access the system as a "guest" will need to be provided. When can we expect this code to be provided to upload our submission?

The SAFE code is only good for 14 days, so it will be transmitted no sooner than 10 days prior the closing date.

For Key Personnel, will the Government consider waiving the master’s degree requirement to accept a bachelor’s degree plus experience?

See revised paragraph 1.6.11 for specifics.

Will the Government consider an individual who is graduating in September 2020 with a master’s degree in history or a related field as meeting the education requirement outlined in the Key Personnel Qualifications on page 70?

Yes. See revised paragraph 1.6.11 for specifics.

If resumes are required for proposed personnel, does PII need to be removed from the resumes and proposal narrative?

Resumes should not include PII such as Social Security Numbers or Birthdates. They should not be sanitized of personnel or company names.

25 Are some of the positions on this contract considered SCA?

As this requirement is performance based, the contractor is responsible for proposing an apprpriate labnor mix, which may include SCA covered positions. Given the nature of the requirements, most tasks are likely to be performed by SCA exempt professional labor.

Page 62 (section 1.1) of the RFQ states, “The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Applied History Support Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.” However, on page 75 (section 3.3) it states the Government will provide the basic necessary equipment. Please clarify if the Government will supply the equipment.

These statements are not in conflict. The contractor is responsible for all aspects of performance not sepcifically delinteated in section 3 of the PWS. Basic equipment is provided incidental to the place of performance. For example, computers, phones, office supplies, archival supplies. An example of an item that would not be provided is if the individual needed a standing desk in lieu of the desk provided.

If COVID-19 continues to require the Government to telework, where will be the place of performance for contractor staff?

In the event of continued facility closure due to COVID-19 or similar exigent cuircumstances, the physical place of performance is up to the company; the government provides computers and resources to allow work to continue remotely through government systems, which enables a digital presence at Temple Army Readiness Center.

If OCONUS travel is required, then DBA will also be required. How should we account for this in our pricing?

OCONUS travel will not be required.

On page 64 (section 1.6.5.2) it states that contractors are not compensated for unexpected closures or delays. Will the Government remove this clause as this is a FFP effort?

No. This language specifically refers to security related gate closures and back-ups. These are infrequent, but anticpatable, occurances outside of the control of the requiring activity and should be planned for accordingly.

Do all contractors that will be working on this contract need to hold a secret clearance at time of award?

All personnel performing services under the contract must posess a secret clearance at the time they are assigned to perform services.

Is there an incumbent currently performing this work? If so, can we obtain the contract number, company name and current key personnel contact information?
