REQUEST FOR INFORMATION (RFI) – 8(a) Vendors Only
Requirement: National Guard Bureau (NGB) Shuttle/Transportation Services
This is a Request for Information (RFI) for planning purposes only and does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. Response to this RFI is strictly voluntary. This notice does not commit the Government to contract for any supply or service. Further, the Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals/questions in response to this sources sought notice. The Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Respondents will not be notified of the results of the market analysis. Not responding to this notice does not preclude participation in any future RFQ, IFB or RFP, if any is issued. This RFI constitutes a market research tool for the collection and analysis of information to determine the capabilities and capacity of contractors for the Shuttle Transportation Services program. The Government is posting this RFI on FedBizOpps.gov to determine the most effective route for possible solicitation of this requirement.
The anticipated North American Industry Classification System (NAICS) code is 485113 (Bus and Other Motor Vehicle Transit Systems), Size Standard is $15.0M.

Background:
The National Guard Bureau provides shuttle services for its Military, Government, and Contractor employees working at the Herbert R. Temple, Jr., Army National Guard Readiness Center (TARC). The accompanying PWS provides the details on the routes and locations (TARC to/from Pentagon and TARC to/from Crystal City VRE).
The current services are provided under an 8(a) contract that runs through April 30, 2019. If a solicitation is released, the expected start date of full operations for a follow-on contract will be May 1, 2019. A 60 day limited transition-in period is forecasted prior to the May 1, 2019 start date with an expected award date no later than March 1, 2019.
Vendor Information Requests / Questions:
Provide the below information in response to this RFI:
1) Cover letter to include:
a. Name and address of the firm, DUNS number and Cage Code.
b. A point-of-contact to include phone number and email address.
c. A statement regarding the firms’ business size status. Note: Only those companies classified as 8(a) by the proposal due date shall be considered for evaluation purposes
2) Answers to the following questions or providing information noted
a. Does your firm currently hold a contract(s) for the type services outlined in the PWS? Please provide fleet information (amount of shuttles / vans, size of each, etc.) as well as the number of years’ experience in operating shuttle buses.
b. Describe the experience level of your drivers.
c. Please provide a brief description of your “motor pool” location and maintenance / repair process (ie. Shuttle breakdown repair / replace, service downtime, etc.).
d. How will your company go about screening drivers?
e. How would your company respond to a broken down bus during the middle of a route?
Responses shall not exceed eight (8) pages, excluding cover page and use an 8 1/2” X 11” format with a font size not smaller than 10.

Responses, in American English only, must include in the subject line “Request for Information: Shuttle Transportation Services”.
