Questions W9133L-19-R-0028

Air Traffic Control (ATC), Weather Observation Services, Air Traffic Control & Landing Systems (ATCALS) Maintenance

1. Line items 0002AD/1002AD/2002AD/3002AD/4002AD are listed as identical as line items 0001AE/1001AE/2001AE/3001AE/4001AE. Are these a different service requested or a typo?

Alpena, MI - Base

FFP

ATC & Weather Services FOB: Destination

PSC CD: R426

ANSWER: CONCUR. CLIN 0002AD/1002AD/2002AD/3002AD and 4002AD for Alpena is a holdover for additional FTE from last contract change and will be removed and not priced for the RFP (ATC/ATCALS COR).

2. Multiple CBAs list employer matching 401K pre-tax to IRS limit. I have found precedence of federal matching at 3%, and also full matching up to $19K annual per employee. What is the current matching limit established?

ANSWER: This is at the discretion of the contractor as long as the terms and conditions of the established CBAs are met.

3. A CBA was provided for Stanly County Electronic Maintenance Technicians yet doesn’t provide a WD or CBA for the Air Traffic portion. Is there a current CBA or is the WD based off county established precedent?

ANSWER: Stanly County is for ATCALS & METVAV Services Only and ATC will be removed on all CLINS through Option Year 4. No ATC for base and all option years. There is no CBA for ATC Operations; that function is performed by Government Personnel at Stanly County Airport. (ATC/ATCALS COR).

4. Page 62 of the solicitation states the minimum required staffing for ATC facilities, this also states the ANG is not looking for “minimum only” staffing. This doesn’t clarify what the ANG considers “adequate staffing” levels as there is a difference in “minimal staffing” and “emergency staffing” levels. May we know what the ANG considers “adequate” for staffing levels?

ANSWER: The intent of this note was for the Offerer to consider Safety and Job Accomplishment above the “minimal number to staff”. For the purposes of maintenance manning, the offerer’s must consider anticipated workload at each location and consider technician leave/time off as well as required safety practices for working on energized circuits or climbing or working at high locations (ATCT Roof with Radio Antennas, weather towers and ATC radio towers, TACAN and Glideslope Towers). For Burlington, VT, coverage is required for a regular workweek, and also consider the above leave/absence and safety issues when performing maintenance on the TACAN System.

For ATC Personnel, we can only refer to AFI 13-204v3, Paragraph 7.3

7.3. Facility Staffing Requirements. Staff each ATC facility with the following minimums: (T-2)

7.3.1. Control tower, GCA or RFC: One qualified watch supervisor/senior controller and one qualified controller.

7.3.1.1. When an additional qualified controller is not assigned or critical mission requirements do not allow the facility manager to schedule an additional qualified controller, a control tower, GCA or RFC may operate with only one qualified watch supervisor/senior controller during mid-shifts or other periods of low traffic density, for example: “Early dayshift, Wing down days, etc.”

Each Contract Locations hours of operation are identified in the solicitation. We expect a realistic staffing proposal the meets the required published hours of the facility. (ATC/ATCALS COR)

5. FBO Announcement lists address as: NGB-OPARC-AQ 111 South George Mason Drive AHS-2, Suite T419A Arlington, Virginia 22204-1382 Page 133 of the PWS states that proposal submissions should be sent to 3501 Fetchet Ave Joint Base Andrews, MD 20672. Please confirm the required delivery address.

Proposals should be delivered to:

3501 Fetchet Ave.

Joint Base Andrews, MD 20762

6. PWS 4.1.4: Can the government identify which locations have portable radios with ILS and TACAN equipment stations and which do not? Are portable radios provided by the government?

ANSWER: Gabreski, NY and Ellington Field, TX have modernized AN/GRN-29 (V)1 Instrument Landing Systems and AN/FRN-45C Tactical Air Navigation Systems. The Glideslopes at both NY and TX locations have a Park Air Flight Inspection Radio installed. No additional portable UHF/VHF/FM capable radios are provided. Maintenance locations that require vehicle access to the controlled flight-line areas will require vendor provided radios in vehicles or handheld configuration. Multi-Frequency radios that cover the assigned Ramp Net or utilized Ground Control Frequency at individual locations are required to be provided by the vendor. The Government recommends that any radio has the inherent capability to communicate on Flight Check Frequency VHF 135.85 MHz and assigned flight-line control frequencies which vary at individual locations. (ATC/ATCALS COR)

7. PWS 4.1.4: Can the government identify which locations have LMR net requirements? Are LMRs provided by the government?

ANSWER: Ellington has LMR used by Defense Forces and Fire Department. Contract ATCALS use VHF Ground Control frequency for access to the Controlled Movement Area (CMA). LMR interface at Ellington is via the console and is not required in vehicles. The Defense Forces and Fire Department frequencies are for their restricted use.

Stanly County has LMR used by drop zone personnel for drop zone operations. Contract ATCALS uses VHF Ground Control frequency for access to the CMA.

(ATC/QAE)

8. PWS 5.3.2.2.4: The dual coverage times for Sunday is listed twice and the times are conflicting. Can the government please clarify the dual coverage time for Sunday’s at Rickenbacker?

ANSWER: The corrected Hours are listed below and we anticipate that this change will be in the Final PWS upon Award.

Proposed change was submitted 11 Jun 19 as follows:

5.3.2.2.4 Rickenbacker International Airport, OH: All times are local; open for all Federal Holidays.

Monday through Sunday
24 Hrs
Dual Coverage: Mon – Fri 0700 – 2300

Dual Coverage Sat – Sun 1000-1800

“Weekday” Federal Holidays

Dual Coverage: 1000 – 1800, (e.g. Labor Day Monday dual coverage 1000 –1800.)

(ATC/QAE)

9. PWS 5.3.2.2.2: Can the government please identify how often RSD is? Is it once a month for 12 times a year? Or is it held more times throughout the year?

ANSWER: Regularly Scheduled Drill (RSD) is set by each Joint Forces Headquarters and Wing and is subject to change for mission needs. The vendor needs to be flexible to the changes of the RSD. Regular Scheduled Drill is held as indicated on the published RSD schedule. RSD is normally held once per month and twelve (12) times per year or it may be adjusted to combine more than one RSD’s in a month to coincide with Annual Field Training (AFT) or other priority operations requiring man-power. RSD is subject to alteration to suit the needs of the particular unit(s) in each state; however, this is usually the exception not the rule. (ATC/QAE)

10. PWS 3.4.11 and 5.3.2.16: We understand that the contractor is responsible for the replacement of all consumable parts coded XB3/XF3. Without working knowledge of the legacy systems on this program, we do not know how much historical cost has been associated with this expense. However, the current incumbent is required to provide the government a monthly report of all XB3/XF3 costs. Since that is a government record, can the government please provide the total of XB3/XF3 parts over the course of the previous contract?

ANSWER: Because we have an established Logistics Support Clause that covers costs of items $500.00 and above. For piece/parts for projects, the combined cost will normally be funded by ANG through the Cost reimbursement CLIN or Government purchased and shipped to the site. Any high cost XB3/XF3 item above the threshold shall be funded through the established cost CLIN. All items coded XD2 or designated as Non-Fly Depot Level Repairable Items are centrally funded through NGB upon receipt of proper funds request coordinated through each host Wing Budget Officer. The majority of repair parts for the current systems are limited to lower cost parts such as fuses and small components that are consumable. These items are not tracked directly by NGB. From experience, most locations under current contract have a small fund that covers this or individuals are reimbursed by a voucher with the company.

(ATC/ATCALS COR)

11. Page 114 Statement of Equivalent Rates: The government is suggesting for those non bargaining unit sites to use 30010, AIR TRAFFIC CONTROL SPECIALIST – CENTER. Shouldn’t the more accurate WD rate be 30012, AIR TRAFFIC CONTROL SPECIALIST – TERMINAL?

Clause FAR 52.222-42 has been updated to reflect WD rate 30012.

12. Page 138, L.2.K.2.b: Volume II Technical/Management outline indicates that you want the Exceptions/Assumptions listed in Vol II. However, that requirement is also listed in Vol I. Please clarify which volume you want the list of exceptions/assumptions.

This listing should be included in Volume I General, the requirement has been removed from the listing for Volume II Technical/ Management.

13. CLIN Item 0002AB: This CLIN infers that there are both ATC and ATCALS & METNAV Maint Services at Burlington IAP, VT. However, PWS 5.3.3 does not list ATC service for this location. Please clarify that we are to provide pricing for ATCALS & METNAV Maint Services only at this site. This same holds true for all option years too.

ANSWER: Burlington International Airport, VT is for Tactical Air Navigation System and associated support equipment maintenance. It is for ATCALS & METVAV Services Only. No ATC for base and all option years. (ATC/ATCALS COR)

14. CLIN Item 0002AC: This CLIN infers that there are both ATC and ATCALS & METNAV Maint Services at Stanly County, NC. However, PWS 5.3.3 does not list ATC service for this location. Please clarify that we are to provide pricing for ATCALS & METNAV Maint Services only at this site. This same holds true for all option years too.

ANSWER: Stanly County is for ATCALS & METVAV Services Only. No ATC for base and all option years. (ATC/ATCALS COR).

15. CLIN Item 0002AD - Alpena, MI - ATC/Weather Services. We believe this line item has been added in error since Alpena, MI is an ATC/Weather Services site and not a maintenance site. This CLIN has already by accounted for in Item 0001AE. Please clarify our belief that Item 0002AD should be removed and not priced. This same holds true for all option years too.

ANSWER: CONCUR. CLIN 0002AD is a holdover for additional FTE from last contract change and should be removed and not priced for the RFP (ATC/ATCALS COR).

16. PWS 1.4.15: During the Phase In/Phase Out period, will the Government ensure the incoming Contractor has access to the list of the outgoing Contractor’s personnel and contact information so they can be contacted for possible hire to ensure a smooth transition?

ANSWER: This will be coordinated after award by the Government with the outgoing/ incoming contractor.

17. PWS 1.4.7.1: Does the Alternate Manager need to have the same qualifications as the Site Manager? If not, what qualifications does he or she need to have?

ANSWER: Yes, the Alternate Site Manager must have the same qualifications as the Site Manager (1.4.7.1 ATC Site Managers and Alternates.) (ATC/QAE)

18. PWS 1.4.10.1: What is the missing reference (“required by_____”) for the personal protective equipment that the Contractor is required to provide?

ANSWER: Disregard the word “by”. Vendor is responsible for employee PPE described in OSHA Directives and any specific requirements in Technical Orders or Directives for maintenance of assigned equipment. In addition, specific requirements outlined in the AFMAN 91-203 11 DECEMBER 2018 shall be followed. Specifically the AFMAN mentions the following after 21.1. Scope: “When contractors are performing the servicing, maintenance or modification activity they will follow OSHA guidance for protection of their employees. Refer to paragraph 21.8 for additional information. (ATC/ATCALS COR)

19. PWS 4.1.5: The entry following should be numbered 4.1.6. FYI only.

ANSWER: CONCUR.

20. PWS 5.3.3.4: Will Contractor personnel be required to deploy in support of host unit OPLAN taskings? Is there a potential to deploy to hazardous duty areas?

ANSWER: No, there is no deployment, OPLAN reviews are applicable to the contract site location and the requirement is not to be construed with the authority or requirement to review non site-specific OPLANs. 5.3.3.4. …..The contractor shall coordinate with the Wing planning authority and maintain unclassified OPLAN extracts applicable to ATC operations. This is applicable to the location specified in the contract. The contractor shall be required to review classified documents in another government location on the same site. The contractor will review the documents at the originator’s office or classified storage facility. The requirement to review classified does not grant the storage of classified by the contractor. The same site means one of the site locations applicable to the contract.

(ATC/QAE)

21. Reference Section L, Section K.1), Page 137 requires the inclusion of pricing data, specifically Section B in TAB C. Section K.4) a. requires "Pricing shall be submitted fully complete and error free in the offer schedule of the RFP." Please clarify, based on the requirement we are to include the Section B schedule in both Volume I and Volume IV. Is this correct?

Volume I should include the CLIN and subCLIN pricing while Volume IV should include the full breakout/ buildup for all CLINs and subCLINs.

22. 3.2 Materials: Government Furnished Computers and Software. The contractor is responsible for maintaining Host Wing provided Automated Data Processing Equipment (ADPE) IAW AFMAN 33-153, Information Technology (IT) Asset Management (ITAM) and local procedures. The Contractor will maintain a current inventory of assigned ADPE equipment, participate in any accountability inspections by the Host Wing and make available, upon request, the detailed ADPE list for QAE inspection.

Question: Will we be responsible to purchase the required replacement equipment?

ANSWER: No. The Vendor is required to be accountable for the GFP in their possession, including assigned ADPE or IT equipment, during the life of the contract. All ADPE is Host Wing (Government procured/furnished). The only cost would be the negligent use or loss of accounting for the equipment.

23. 3.4.13. Facilities Maintenance/Housekeeping. The contractor at each facility shall maintain the Government facilities.

Question: Does the contractor supply all of the material and equipment or is it GFE?

ANSWER: The Contractor is responsible for keeping all facilities under their control during the contract “in a neat and orderly condition”. Contractor must plan for operation and maintenance personnel to provide housekeeping commensurate with a professional looking facility. For general housekeeping, the Contractor would be responsible for toiletries and toilet cleaning supplies (unless under a base custodial contract), general purpose cleaners and paper towels and trash bags. The Host Wing will provide the trash or recycling containers for the contractor to place their refuse. Although it varies by location, many of the Host Wings have custodial and/or facility upkeep contracts (mowing/snow removal/window cleaning) so the ATC/ATCALS contracted locations would need to provide limited cleaning supplies to cover for the common areas of the parts of the facilities that they utilize and only if not covered by another established cleaning contract. For mowing around ATCALS it is important to protect the equipment in the field as the base mowers are not always careful around NAVAIDS and Weather Equipment. At a minimum, the vendor would need to be prepared keep the grass immediately around the equipment antennas and shelters mowed to Technical Order specification and if a mowing process is under base contract, work with the Host Wing Civil Engineering Unit to ensure that sites are properly cared for.

24. 5.3.2.1.2. Ellington Airport, Houston, Texas: The Contractor shall provide full time Site Manager and lead maintenance technician services Monday through Friday between the hours of 0800-1630. The provision for additional work hours in 5.3.2.2.3 below applies to air traffic control and maintenance as required and air traffic control and maintenance personnel shall respond accordingly

Question: For the other sites there is no reference to Full Time. Are we to assume that except for Houston all of the other sites do not have full time maintenance? At the other sites it does mention the hours of the day that a maintenance tech has to be available which indicates full time for the listed hours of the day.

ANSWER: The reference to the Full Time Site Manager (SM) at Ellington means that there is no requirement implied to perform Air Traffic Control Duties; although past experience has shown that the SM has performed ATC duties to keep proficient and cover for staffing irregularities. The Ellington SM is required to work the normal weekly shift as that is normal duty hours for the supported Wing at Ellington Field, TX. Staffing at all ATC locations shall be staffed commensurate with the published hours and dual controller requirement for each defined location. At each other ATC location there is a Site Manager who is required to perform a split duty usually 60/4060 % for Site manager versus Air Traffic Controller. APN has a Site manager but he/she is required to perform Controller duties when coverage is required and this ATC role is normally increased when APN goes into exercise coverage during the summer months (June through August). At ATCALS only maintenance locations there will be a Lead technician that is scheduled 0800-1630. The amount of maintenance staff at each location depends on the amount of equipment, anticipated workload, safety factors and planning for absences (Leave, Medical).

25. 3.4.15 Grounds Maintenance:

Question: Is the ground maintenance equipment furnished by the Government?

ANSWER: No. The government does not provide the grounds keeping equipment. The government (Host Wing) normally provides grass cutting around the flight line but the contractor must be aware of what they cut, as some do not go near the NAVAIDS/Weather Gear and the 20 foot radius must be maintained. Major snow removal is accomplished by the Host Wing; however, sidewalks to facility entrance are usually not covered. Contractor must be prepared to shovel snow and spread salt to ensure the safety of personnel.

26. 4.1.5. Test Equipment. The Contractor shall provide all test equipment except Government furnished test equipment cited in paragraph 3.3. or added by the Government in the performance of the contract; necessary to perform maintenance functions on all Government provided equipment. All test equipment shall meet minimum requirements for each item maintained and shall be calibrated according to TO 33-K-1-100 (or its replacement) requirements. All calibrations shall be directly traceable to the National Institute of Specifications and Tolerances (NIST) and have records from the calibration lab proving the standards. The Contractor is responsible for ensuring calibration and/or repair of all test equipment, whether Contractor owned or GFP in IAW applicable TO standards. All test equipment shall be kept in a ready state (serviceable condition) for maintenance operations. Test equipment shall be calibrated and available during scheduled QAE evaluations. NOTE: Some system specific test equipment is provided with

Question: Are we to assume that the test equipment furnished at each site is adequate for maintenance of all of the equipment at the site? If we have to purchase additional test equipment will you supply a list?

ANSWER Question 1 (PART 1). (This will be changed to 4.1.6) Test Equipment peculiar to the installed equipment is provided. The contractor is required to provide general purpose test equipment needed to maintain the equipment and that is not on hand and owned by the Government. The PWS is self-explanatory in this regard. (PART 2) No. The Technical Orders provide the Test Equipment Required so a Quick comparison with the GFP list will provide the contractor what is required. (Contractor required Test Equipment will vary at each location based on fielded equipment).

Do you have a contract with a calibration lab or will we have to secure one?

ANSWER: No. Contractor is required to establish a Test Equipment Calibration Process with a company that meets requirements in TO 33-K-1-100 (or its replacement) and is traceable to NIST. All test equipment, GFP and Contractor owned is required to be calibrated IAW the 33K-1-100 calibration cycle at a minimum.

27. 3.4.11. Supply Requisition. The Government (local host Wing) will establish an account and fund (through NGB) for all ATCALS systems parts coded (XD2 or Budget Code 8) requiring Non-Fly Depot Level Repairable (DLR) funds. The Government local host Wing is responsible for ensuring NGB allocated Non-Fly DLR funds are properly utilized in supporting the repair of ATCALS. The contractor is responsible for the replacement of all establish a letter of credit through each host Wing for the parts procurement. The Contractor then pays the invoice directly to DFAS. The Contractor shall then submit completed invoices for parts requisitioned over the established consumable parts coded XB3/XF3 or Budget Code 9 up to an amount of $500.00 per individual item. Items of this nature over the threshold shall still be procured by the contractor through an established supply account (so the Contractor can order necessary parts through the Wing supply system at Contractor expense). The Contractor shall threshold to the QAE for

Question: Are we to assume that all parts are GFE?

ANSWER: All parts procured and installed in assigned Government Equipment must meet the MILSPEC requirements for that particular part. That is one reason that the PWS has requirements top establish a credit account through the Wing. This enable Vendor to requisition parts through the USAF Supply System then reimburse the Government through payments of invoices to the Defense Accounting and Finance System (DFAS). If the parts can be purchased on the local economy (Local vendor Fund) they must be able to cross to the required part number for that application. If the part purchase meets/exceeds the threshold for the Logistics CLIN ($500 and above) then the vendor submits the paid invoices to NGB (COR) for reimbursement.

28. Flight Check:

Question: Is the charge for the FAA Flight check aircraft paid for by the National Guard?

ANSWER: The Federal Aviation Flight Inspection costs are programed for DoD and are not vendor responsibility other than the requirements for requesting and the results of performance during and after Flight Inspection.

29. 1.4.7 Key Person quals given and quals for maintenance persons. No other quals are stated. Nor is a LOE given.

Question: Will the requirement be for on-call support or for on-site support can the government provide the number of staff currently performing this effort by site; by position; and whether they are full-time of part-time?

ANSWER: (1) Could be both. If technician is on-site (during normal duty day) it would be on-site support and response would be 30 minutes and also determined by the established restoral priority. If it is after hours, then it would be on-call support IAW PWS 5.3.2.15 set at two hours. (2) No. Current staffing levels of existing contract are proprietary to the selected contractor. Requirements for determining the acceptable staffing for the new solicitation are up to the bidder based on provided data.

30. 3.4.13 Please note that Statement of Work requires 'Janitorial Services' as well.

Question: Who will be providing those services? Is so, then how many at each site?

ANSWER: There is no janitorial service provided by this contract. Most facilities have contracts for at least trash removal (empty dumpsters or central refuse point) and some provide minimal facility housecleaning; however, that separate contracted action would be relegated to government owned Air Traffic Control Towers. It is the intention of this contract that all other facilities such as communication shelters, TACAN Buildings, Instrument Landing System shelters and arrays and all airfield installed weather sensing equipment is the responsibility of the vendor to at least the 20 foot requirement listed under 3.4.15 Grounds Maintenance. The vendor is responsible for the cleaning and upkeep of all contractor inhabited spaces as well as the unmanned equipment areas. The PWS is clear in the responsibilities for upkeep and appearance. Facility repair of the common areas would be through the Base Civil Engineering Squadron through the assigned facility manager, contracted or otherwise.

31. 4.1.2 Contractor SHALL provide all furniture necessary to perform all services.

Question: Will prime include furniture for subs, if required?

ANSWER: The PWS is the responsibility of the Prime to manage. Refer to PWS 4.1.2 for responsibilities.

Question: Can an estimate of the required furniture be provided by the Government?

ANSWER: No. The Vendor selected will need to determine the minimum furniture requirements for their assigned workforce. The winning vendor, if not the incumbent, would normally have the opportunity to come to an agreement with existing vendor during the contract transition of existing furniture as long as the remaining furniture transferred is maintained in a serviceable condition.

32. 5.1.4 ATC Liability Insurance Question: Will a subcontractor be required to carry ATC Insurance? Will additional information be provided to bidders such as the number of operations at each airport so that the Insurance coverage can be properly quoted by the Insurance Carriers?

ANSWER: The Prime Vendor is responsible for the allocation of ATC Liability Insurance. Any other insurance requirements would be between the Prime and any sub-contractor. The key is that all required insurance, general and ATC Liability need to have the proper applicability to all employees working under the solicitation. Air Carrier operations or individual location Flight Count is readily available with definitive numbers from the Government Tracking Program can be provided upon request through the Air Traffic Activity Reports (ATARS). 33. 5.3.2.15 Need to have techs available to respond w/I 30 minutes during normal duty and 2 hours off-duty Question: Are all technicians required to be on-call or are some on-site?

ANSWER: All technicians are to be on-call qualified but only one needs identified to cover a duty day to the operational control authority for the purposes of response. This would be part of the provided duty schedule.

34. There isn’t a Collective Bargaining Agreement for either the Michigan or Vermont site. Will the Government be providing information as to the Occupational Codes to be used for pricing purposes for each of these two sites?

If a CBA was not provided then refer to the Wage Determinations for that particular location. Occupational Codes have been provided in FAR 52.222.42

35. Will the Due date of the Proposal be extended?

The closing date is being extended to Friday, 02 August 2019.
