9 5.1.10 Pg. 31 Technical What is meant by "Maintain GKO FTS Mobilization database?" Is the Mobilization Database a GKO application, or does the GKO application feed into a SQL database?
Erroneous GKO is not associated with FTSMCS in any way There is no such database, FTSMCS has no association with GKO. FTSMCS does have an FTS Mobilization module. This module tracks AGR and MilTech mobilizations for the National Guard. It is updated by the state AGR Managers, state MilTech manager, and state HROs. All mobilizations are approved and monitored by analysts in ARNG-HRM.

Microsoft SQL Server 2008 R2 Standard 15 5.6.25 Page 37 Technical The RFP states that "Contractor shall maintain an
ARNG Certificate of Net worthiness ATO and that the system meets DIACAP or RMF requirements." Does the current Counter Drug module have a separate requirement from FTSMCS, and does it already meet this requirement?
Not separate, and yes it is current.

This is a sequel designed database.
19 5.6.6 Pg. 35 Technical The RFP mentions a "CAB trouble ticketing management process." What is the current average monthly ticket count?

20 5.1.7 Pg. 31,
5.6.10 Pg. 35
Contract Does the existing documentation meet the current DoDAF standards of system compliance?
Unknown 21 5.6 Pg. 34 Contract This RFP item states that the tasks may exceed what is listed in the PWS. In a firm fixed price contract that requires a WBS, this cannot be properly planned for. Should this section be bid as a FFP for listed elements and a separate listing for time and material above the listed requirements?
It could be but we have not had a need to do so in the past.
22 5.a)(i) Pg. 82, 4.c) Pg. 80
Contract Section 4.c) in the RFP requires the offeror to put the offeror's Name on the coversheet for each volume, while section 5.a)(i) states that the offeror's name should be excluded from the coversheet for Volume I and to include, instead, the DUNS number.
Can the government confirm that the requirement in 5.a)(i) supersedes the requirement in 4.c) in this instance?
Section 5.a)(i) supersedes Section 4.c) in this instance.

23 4.d) 80 , 5.a)(iv)
Contract Section 4.d) in the RFP states that Volume IV has a 25 page limit, while section 5.a)(iv) states that there is no page limit on the price volume. Can the government confirm that there is, in fact, no page limit on Volume IV and that all submitted pages will be evaluated?
The limit has been removed.
24 5.a)(iii)(1) Pg. 86 Contract Section 5.a)(iii)(1) is addressing requirements for Section 1 – Key Personnel in Volume III – Management, but it states requirements referring to the "Sub factor 1 portion of the proposal". Sub factor 1 is found only in Volume I – Technical. Can the government confirm that these requirements will be evaluated in Volume III Section 1 and not in Volume I Sub factor 1?
Volume III Management has two sub factors: Key Personnel and Quality Control. Those three bullets under Section I Key Personnel only apply to the Key Personnel Sub factor.
25 8.0 & 8.1 Pg. 40 Technical Section 8.0 in the RFP states that the technical specifications that follow "are not directives on how the services are to be provided." Section 8.1 states that "the contractor shall" when referring to the following sections. Is this to be considered a requirement or an example?

They work for the contractor, we direct a need to the PM and he/she makes it happen by directing the contract employees.

26 RFP PWS
Section 1.3.4.4, Contract The RFP states that "At any time, the Government can accelerate the contract or the phased approach." Under FFP, if the Government wants to accelerate the contract or the phased approach, then a re-negotiation would be necessary that could result in an equitable price adjustment. Does the Government want to keep the above undefined requirements statement in the FFP PWS?
This is an FFP contract. The Government would have to re-negotiate an acceptable price adjustment prior to accelerating or phasing this contract.
27 RFP PWS
Section 1.4.12 , Contract The RFP states that "All materials supplied to the Government shall be the sole property of the Government and not be used for any other purpose." Under this wording, COTS products supplied to the Government on this contract would the sole property of the Government, which is not viable. Does the Government mean that "all materials" are specifically and only materials produced or developed under this contract and not COTS products?
If you buy a COTS product to complete a subsection of a task (mailing software), it (that which was purchased on behalf of the Government) becomes the property of the government. For example, the contractor proposes a COTS software license, the license would become Government property, not the intellectual property that was not sold.
28 RFP Section 1.4.14, Page 20 of 102
Technical Section 1.4.14 in the RFP refers to a 30 day phase-in period, while other sections refer to a 60 day period.
Is the phase-in transition period 30 or 60 days?
Currently, the transition is from Date of award through 31 January2016.

29 RFP Section 6.1.2, Page 37 of 102 & Technical Exhibit 1 PRS, Technical The RFP states that the contractor must "ensure that 100% of system certification and information assurance requirements are in compliance IAW DoD and NGB policies". This is not viable in the event that policy changes will automatically make the system noncompliant. Will the Government revise this to a more reasonable percentage?
100% on status quo and within a week if a change is made.
30 RFP Section 5 a)(i), Page 83 of
Contract The RFP states that the "section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor's technical competence and ability to comply with the contract task requirements specified in the Specifications". How does the Government define "technical competence"?
More important is orderly. Technically able to accomplish the goals.

Contract The RFP states that the "section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor's technical competence and ability to comply with the contract task requirements specified in the Specifications". Does the Government require only that the offeror comply with the contract task requirements specified in the Specifications (Section 8.0), or does it mean something else by "Specifications." Does the Government intend to limit compliance solely to the Specifications, or does it really mean compliance with the RFP PWS?
This refers to the PWS, but only as it pertains to the listed sub factors, which the Government will be evaluating.
33 RFP Section 5 a) (iv), Page 87 of
Contract There is no CLIN for the transition. Will the government please add one?
No
34 1.4.5.1 Pg. 13 Contract There is no mention of requirements to manage databases/servers to conduct data and server maintenance activities requiring elevated privileges, and the Government requirement of being Security+ certified before obtaining these elevated privileges.
Would these database users need the Security+ certification to be granted the elevated privileges that the NGB generally requires before access can be granted?
Servers used for the FTSMCS system are located at
NGB.

36 5.6 Pg. 34 Technical The Counter Drug support module references many instances when system changes might be required.
How many system change requests are expected each year, and how large will each system change be (i.e., 10 changes less than 20 hours, 5 changes between 20 and 40 hours)?
In 2012 there were and estimate of 6480 tickets - 2615hrs, in 2013 there were 8415 tickets - 2572hrs, and in 2014 there were 5220 tickets - 2572hrs; on average 6705 tickets - 2571hrs per year based on the past 3-years depending on the size or estimate development time required which is the unknown factor.
