83. What is the typical approval duration for personnel listed on the Entry Authorization list as described in Specification Section 010000 General Requirements?

ANSWER: The approval time to allow access on base (through DBID) is a minimum of 72 hours, and should not take much longer than that. Once approved they will have access as long as they are required to complete their work on the project. For instance the project superintendent will be approved for the duration of the project, where a subcontractor installing the temporary fencing may only be approved for a week or two. The duration is task specific.

Is this accurate (prices on explosion proof components are significantly higher than standard)? Does this apply to the electrical cable reel mounted at the top of the door but wired to the lower leaf?

ANSWER: Hanger door electrical equipment to remain. Refer to drawing E107 for new power connection to existing hangar door equipment. Remove Note 5 from drawings S700 and S701. Amendment 0005 has been issued to address this.

88. QUESTION: Section 08342 Hangar Door Repair, 1.03: Performance Requirements.

a. Existing sliding doors (two on each side of the vertical lift door) – Bottom rail: Facility personnel stated during the site visit that weather changes cause the bottom rail to curve up and makes door operation very difficult. There’s no mention of repairing or replacing of bottom rails in specifications. Do we provide repairing or replacement of bottom rails as an option?

ANSWER: No option will be provided for the repairing/replacement of bottom rail.

b. Existing sliding doors (two on each side of the vertical lift door) are manually operated. Ref. “a” (above) – Adding a manual drive/hand crank would ease operation of the doors. Can this be added as a line item option?

ANSWER: No option will be provided for a manual drive/ hand crank.

c. Vertical Lift Door – Section 1.03, A GENERAL: Door does not have a safety edge which would stop door when closing and made contact with foreign object (aircraft, equipment parked in clear opening, etc.). We recommend this be added to the hangar door scope of work and integrated into the existing door controls.

ANSWER: The safety edge integrated in the existing door controls will not be added to the scope of work.

89. QUESTION: It appears that power is to be disconnected to the building at the beginning of the project, and that the existing electrical gear, MV XFMR, and generator/enclosure are to be removed, so all civil work can begin and then the new service and generator enclosure reinstalled after all new concrete and asphalt is finished. Is temporary power required within Building 909 during construction, the electrical drawing E002 references two different sets of trailers requiring temporary power and where to obtain the power, but nothing is indicated for the building itself; if temporary power for Building 909 is required, what is the source for the temporary power and are there any other specific requirements or specifications?

ANSWER: The generator and enclosure will be removed and stored to complete the equipment and concrete pad. Temporary power is not required in building 909 for the government’s purpose. Only what is required by the Contactor. Contractor is to provide temporary power and power panel to distribute power to lights and other construction needs while electrical SWBD and primary feed is being demolished and replaced.

90. QUESTION: As mentioned above it appears that the existing generator/enclosure is to be removed and reinstalled per C002, yet E003 states the generator is to remain and not part of the scope of work, also electrical one-line on E701 references that the generator is to be by others at a later date,

a. Will the new generator be installed, after the project is finished?

ANSWER: Yes. Drawing C002, is correct. The generator shed needs to be removed to allow the pad to be replaced. The new generator is not part of this project and will be installed after this contact by others.

b. Please clarify the generator scope of work, is it the electrical contractor’s responsibility to remove the existing generator and enclosure, and then re-install the existing and perform all necessary startup & testing procedures?

ANSWER: The generator scope is to:

1) The electrical contractor is responsible for removing and re-installing the generator and enclosure.

2) Disconnect existing generator from existing ATS. Do not demolish.

3) Remove conductors and conduit between generator and existing ATS.

4) Install new ATS in existing generator enclosure as shown on drawings with feeds to SWBD and EP1 located in Bldg 909.

5) Reference drawing E003 for additional demolition scope for generator enclosure.

6) Reference drawing E100 and E200 for additional installation scope for generator enclosure.

Testing:

1) No testing is required to the existing generator.

2) The new ATS is to be tested before construction completion. To test ATS, a temporary generator is to be provided.

c. Is just the enclosure to be removed and reinstalled?

ANSWER: Yes, the enclosure and all contents is to be removed and reinstalled. With keeping in mind the additional scope for this enclosure.

ANSWER: The generator will not be used during the period of construction.

92. QUESTION: Both electrical drawings E007 & E110, Detail 4, reference Fire Pump XFMRs, but electrical one-line on E701 does not indicate any XFMRs associated to the Fire Pumps, are there any XFMRs to be installed for the pumps?

ANSWER: There are no XFMRs for the fire pumps. Just disconnects as shown on the one-line diagram E701. The feeder tag is incorrect. Instead of XFMR-FPCX, it should be DISC-FPCX (see amendment 0006).

93. QUESTION: Are the new feeders for the fire pumps to be routed overhead once they enter the building similar to the condensing unit feeds shown on E101, or is the intent for saw cutting of the existing slab and these new feeders be routed underneath?

96. QUESTION: The grounding riser schematic on E402, Detail #1 indicates new 4/0 bare copper to be installed from the main building ground bus in the basement under the first floor, is all of the existing 1st floor slab to be removed during construction allowing us to install the grounding cables this way? S009 indicates concrete saw cutting & removal of the slab to accommodate the new structural & plumbing work, but not any electrical, if the existing slab is to remain with minimal removal, should these new grounding cables be installed overhead and in conduit to protect from damage?

ANSWER: It is not the intent to install in floor slab. Install overhead in conduit to protect from damage and support.
