Performance Work Statement (PWS) Leadership Development Program

Phases I & II

1. BACKGROUND: The government intends to award single firm fixed-price purchase order for the facilitation of a Leadership Development Program (LDP) Phases I & II. The ERDC LDP is designed to develop results-oriented, agile leaders with broad perspectives who lead people and lead change successfully in complex environments. The leadership competencies that it builds include Leading Change, Leading People, Results Driven, Business Acumen, Building Coalitions and Enterprise-wide Perspective.

The LDP Phase I is geared toward self-reflection and team building; it provides opportunities to explore the potential of leadership. The LDP Phase II is aimed at second level LDP participants to help them better understand and build upon their personal strengths. This encourages participants to reach out and assume leadership roles within their teams and workgroups. The overall goal is to develop an understanding of the Army and Corps of Engineers leadership fundamentals and expand self-awareness. In addition, growing our future leaders and dedication to the ERDC goals helps to achieve ERDC’s vision.

2. PROJECT OBJECTIVES: Project objectives are to provide leadership training to the GRL staff to ensure talents are being fully utilized to successfully accomplish the mission of the US Army Corps of Engineers (USACE), Engineer Research Development Center (ERDC), and Geospatial Research Laboratory (GRL). The objective of the GRL Leadership Development Program (LDP) is to develop results oriented, agile leaders with broad perspectives who lead people and lead change successfully in complex environments as stated in the Engineer Regulation (ER) 690-1-1214.

3. SCOPE OF WORK: The GRL Senior Management Team (SMT) will review & rate submitted LDP

Phase I and II applications, then select which applicants will participate in the program. The LDP will be facilitated in-person at the GRL by the selected contractor. In unforeseen cases where the classes cannot be facilitated in-person the government will accept alternate means of providing classes virtually. The contractor will utilize a government approved virtual format. The plan for the virtual format and instruction shall be submitted to the government for approval before implementation of plan.

The contractor will align their leadership course competencies with the Department of Defense (DoD) Civilian Leader Development Framework (CLDF) which may be obtained at this website:

https://www.dcpas.osd.mil/sites/default/files/2021- 11/20211102_DoD%20Leader%20Competency%20Descriptions_v1.pdf. The GRL LDP Coordinator will develop the training schedule and the contractor will develop and conduct the training approach strategy.

The LDP Phases I & II are implemented over a nine to twelve-month period each, which includes the completion of various leadership and development training classes; reading assignments related to a variety of leadership and development topics; training sessions that will address leadership qualities and organizational topics. Participants will complete a group project and may be asked to brief at a staff meeting and/or Town Hall meeting. Special briefings, meetings, and events may be presented as additional opportunities. During the ERDC LDP week, LDP Phase II participants will travel to Vicksburg to visit the Commander or Deputy to the Commander, lab Directors or Deputy Directors, and ERDC Executive Office to learn about leadership styles and values involved in leading people.

Participants will be asked to provide feedback concerning their experiences in the program. The Geospatial Research Laboratory (GRL) offers LDP Phase I for one year and then offers LDP Phase II the next year.

Phase I – maximum twenty (20) participants (GS 9-13) Phase II – maximum six (6) participants (GS 9-13)

The GRL LDP Coordinator will develop the training schedule and the contractor will develop and conduct the training approach strategy.

3.1 LDP Phase I will have seven facilitated leadership courses that could include the following:

1. DiSC Assessment and/or Myers Briggs

2. Embracing Accountability

3. Presentation Skills

4. Communication Skills

5. Conflict Management

6. Emotional Intelligence

7. Problem Solving

3.2 LDP Phase II will have five facilitated leadership courses that could include the following:

1. Is Supervision For Me?

2. Confident Interviews

3. Seven Habits of Highly Effective People (or similar to this copyrighted class)

4. Building High Performing Teams

5. Unconscious Bias

4. SCHEDULE:

4.1 A post-award kick-off orientation meeting shall be held within three (3) weeks of contract award between the contractor and the GRL team. This meeting will be scheduled at a date and time mutually agreeable to both parties and is not anticipated to last more than one hour. This meeting may be held telephonically or in person, as mutually agreeable to both parties. The dates for the first training courses will be established at this meeting.

4.2 The GRL LDP Phase I & II will typically have a training course and/or activity once a month. See section 8 for further information about the yearly schedule/requirements.

5. ROLES & RESPONSIBILITIES:

5.1 Government will review applications, select participants, attend out-brief meetings with the LDP Coordinator, and attend the annual kickoff meeting and graduation.

5.2 The LDP Coordinator, appointed by the GRL Deputy Director, will manage the program to include logistics, brief the SMT as necessary on the progress of the program, and maintain liaison with the contractor.

5.3 The contractor will develop the training approach, provide training workbooks, facilitate training classes, provide survey and performance/ survey reports on a monthly basis.

Task 1- The contractor shall utilize, assess, and develop the objectives and outcomes for each facilitated course.

Task 2- The contractor shall provide the COR and GRL LDP Coordinator with course materials at least four weeks before session to allow for review, comments and/or edits. All requested edits will be made and resubmitted to the COR and the GRL LDP Coordinator at least 1 week before the start of the scheduled course.

Task 3- The contractor will include and discuss relevant leadership case studies to support each facilitated session.

Task 4- The contractor will provide a strengths/constraints assessment (such as the DiSC or Myers Briggs) to include the explanation of results for the cohort and participants.

Task 5- The contractor will provide student workbooks, handouts, and follow-up assignments related to each LDP course

Task 6- The contractor shall create, distribute, collect, and evaluate surveys pertaining to the facilitated leadership courses. Each individual course shall conclude with a survey evaluation. The surveys and survey report shall be submitted to the COR and LDP Coordinator no later than one week after the course is facilitated.

6. CONTRACTOR QUALIFICATIONS: Offerors are required to have an active System for Award Management registration, no active exclusions, and BOTH FAR AND DFARS representations and certifications completed by the quote submission due date in order to receive a Department of Defense contract award. Ensure that all representations and certifications, required by this Request for Quote, are either included in the online FAR and DFARS report, and/or included with your quote submission.

As detailed in Sections L and M of the solicitation document, the experience/qualifications of the proposed instructors for the base year of this award will be one of the evaluation factors for determination of the lowest price technically acceptable awardee. Once award is made the instructors utilized for the option years and for any necessary replacements within that base year must be shown to have equivalent or higher experience/qualifications as those upon which the award decision has made. Experience documentation shall be submitted to the COR and LDP coordinator for review no later than thirty (30) days prior to any such replacement of introduction of any new instructor staff.

7. DELIVERABLES:

7.1 The contractor shall facilitate interactive leadership training classes.

7.2 The contractor shall provide a hard copy or soft copy student workbook for each training course/student.

7.3 The contractor shall submit a detailed monthly report upon completion of a monthly training class to the COR and LDP Coordinator. The detailed information should include the name of the course facilitated, time and date of course facilitated, number of participants present during the time of facilitation, the name of the course facilitator, status of upcoming courses, identification of issues and potential solutions shall be reported.

7.4 The contractor shall develop a survey instrument, distribute to participants after the facilitation of each course, and submit the survey results no later than seven (7) business days after each facilitated leadership course to the LDP Coordinator and COR.

7.5 The contractor shall submit a performance/survey report providing the following information: (1) how many participants were present (2) summary of course facilitated, (3) list of interactive activities completed, (4) name of facilitator, and (5) analysis of the survey responses.

8. PERIOD OF PERFORMANCE: Four-year ordering period. One base year. Three option years

9. EQUIPMENT: The GRL will provide one-two projector monitor screens, audio, and a wireless presentation clicker. All equipment and information shall remain the property of the government. The contractor can provide their own equipment (such as laptop and mouse) and connect to the stationary equipment or bring their training materials on a cd and utilize GRL’s equipment. The training location does not permit the use of USB devices on government laptops.

10. CONTACTING OFFICER’S REPRESENTATIVE (COR): The ERDC-CERL COR for this task order will be appointed in accordance with DFARS 252.201-7000, and a copy of the designation letter will be provided to the Contractor. Although other Government personnel may clarify technical points or supply relevant information to the Contractor regarding this task order, only a Contracting Officer has the authority to revise any requirements in these specifications, including those resulting from verbal clarification. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this task order. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this task order, you shall not proceed with the change and shall immediately notify the Contracting Officer.

The Government and the Contractor understand and agree that the services to be delivered under this task order by the Contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationship exists or will exist under the task order between the Government and the Contractor’s employees.

12. SECURITY REQUIREMENTS:

A. Overview: All contractor personnel are required to follow all security regulations as directed by the GRL Security Office, as written in this Performance Work Statement, and as otherwise specified at the post award orientation. The contractor is strictly responsible for the security of all products, materials, tools, and equipment used during the duration of each job.

B. United States Citizenship: All contractor employees entering the GRL site must be U.S. citizens.

C. Identification: All contractor employees must have a positive picture I.D. (such as a valid picture driver’s license) to enter the site and must be prepared to show it at any time. The Security Office may require each contractor employee to wear a badge issued by the Security Office and also to sign in and out when entering or leaving the work site. The contractor is responsible for all badges issued to his employees and shall ensure they are returned to the Security Office upon completion of the work, when leaving the site, or when otherwise directed.

D. Weapons: Weapons of any kind are prohibited on the GRL site.

E. AT Level I Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website: https://jko.jten.mil/; or it can be provided by the RA ATO in presentation form which will be documented via memorandum.

F. Access and General Protection/Security Policy and Procedures. All contractor and all associated sub-contractor employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.

G. For contractors who do not require CAC but require access to a DoD facility or installation. Proposed language: Contractor and all associated sub-contractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

H. iWATCH Training: The contractor and all associated subcontractors shall brief all employees entering a Government installation/facility on the USACE iWATCH program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 45 calendar days of contract award and within 45 days of new employees commencing performance on the contract. The contractor shall provide certification of completion to the COR within 10 days of training completion.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES (DEC 2022)

The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.

(a) Definitions. As used in this provision --

"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

"Forced or indentured child labor" means all work or service-

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

"Highest-level owner" means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

"Immediate owner" means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

"Inverted domestic corporation" means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

"Manufactured end product" means any end product in product and service codes (PSCs) 1000-9999, except--

(1) PSC 5510, Lumber and Related Basic Wood Materials;

(2) Product or Service Group (PSG) 87, Agricultural Supplies;

(3) PSG 88, Live Animals;

(4) PSG 89, Subsistence;

(5) PSC 9410, Crude Grades of Plant Materials;

(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;

(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

(8) PSC 9610, Ores;

(9) PSC 9620, Minerals, Natural and Synthetic; and

(10) PSC 9630, Additive Metal Materials.

"Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

"Predecessor" means an entity that is replaced by a successor and includes any predecessors of the predecessor.

"Reasonable inquiry" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--

(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

"Sensitive technology"--

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).

"Service-disabled veteran-owned small business concern"--

(1) Means a small business concern--

(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and

(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.

(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).

"Small business concern"--

(1) Means a concern, including its affiliates, that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria in 13 CFR part 121 and size standards in this solicitation.

(2) Affiliates, as used in this definition, means business concerns, one of whom directly or indirectly controls or has the power to control the others, or a third party or parties control or have the power to control the others. In determining whether affiliation exists, consideration is given to all appropriate factors including common ownership, common management, and contractual relationships. SBA determines affiliation based on the factors set forth at 13 CFR 121.103.

"Small disadvantaged business concern, consistent with 13 CFR 124.1002", means a small business concern under the size standard applicable to the acquisition, that--

(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--

(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and

(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and

(2) The management and daily business operations of which are controlled (as defined at 13 CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.

"Subsidiary" means an entity in which more than 50 percent of the entity is owned--

(1) Directly by a parent corporation; or

(2) Through another subsidiary of a parent corporation.

"Successor" means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term "successor" does not include new offices/divisions of the same company or a company that only changes its name. The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.

"Veteran-owned small business concern" means a small business concern--

(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and

(2) The management and daily business operations of which are controlled by one or more veterans.

"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

"Women-owned small business concern" means a small business concern--

(1) That is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

"Women-owned small business (WOSB) concern eligible under the WOSB Program" (in accordance with 13 CFR part 127), means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300.
