PERFORMANCE WORK STATEMENT (PWS)
Boreal Plain Soil Shear Strength Sampling in Alberta
1. INTRODUCTION: The Engineer Research and Development Center – Construction Engineering Research
Laboratory (ERDC-CERL) has been tasked by the Cold Regions Research and Engineering Laboratory’s Defense Resiliency Against Extreme Cold Weather CPI to expand a model developed for Alaska to other boreal forest regions of North America. This model was developed using direct Army 6.2 funds in FY21-23 and was exclusive to interior Alaska boreal forests. Part of this effort is expand out of the Alaska boreal forest ecozones into Canadian boreal forest ecozones, one being the boreal plain, located primarily in northern Alberta.
2. OBJECTIVE: The objective of this effort is to identify multiple study sites across the boreal plain of Alberta that encompass a variety of forest sub-groups, soil types, and environmental conditions, and collect location, vegetation, and soil data that will be provided to ERDC-CERL.
3. MAJOR REQUIREMENTS: In order to accomplish the above objective, the Contractor shall complete the following tasks:
Task 1. Identify sampling locations across the boreal plain in Alberta. Contractors will identify suitable boreal forest sampling locations across Alberta in the boreal plain ecozone and be prepared to present their selected locations at the kickoff meeting for Government approval. These locations will be selected within an hour drive by public road of four to five “bases of operation” and consist of forested areas that are accessible and access for sampling is permitted and acquired by the Contractor and far enough apart to encompass as much soil and vegetation variation as can be included. Plots within these locations will be at the discretion of the sample collection team but will be no closer than 100 m from one another and such that forests and soils will be varied to encompass as much environmental variation as possible, particularly with respect to forest types (spruce, pine, and hardwood-dominated). Approximately 96 total plots will be sampled from an unknown number of locations surrounding the bases of operation, giving an estimated final total of 18-24 plots from around each of 4 bases of operation.
Task 2. Collect environmental data from identified sampling locations. At each sample plot, mark a random center point in a vegetated area and obtain an accurate GPS coordinate for the center point. From the center, measure 7.3 m (US FIA plot size, = 24 feet) in each cardinal direction using a compass and tape measure and place a flag in the soil or tie forestry tape to the nearest branch if thick cover. The 4 flags mark off plot quadrants. If dimensions of the plot areas must be altered, the following data will require alteration to ensure a proportional number of replicate samples are collected to maintain consistent sample number per unit area. Mark the data of data collection on a data sheet that is standardized with all of the following information. Contractor shall develop data sheet.
In each quadrant, collect 35 random shear vane samples to 10 cm depth using an H-4227 Field Shear Vane (Humboldt Manufacturing, Elgin, IL). The 25.4 x 50.8 mm tip works best in deep organic soil layers and the standard 20 x 40 or smaller tip will likely be required in mineral soils. To ensure proper tip selection, test a selected tip size first over several random locations. The shear vane values should change with different locations but not be close to the maximum. Record the selected tip size in each plot to ensure proper correction factor application during data analysis. Extra shear vane parts shall be provided by the Contractor to ensure no delays in data collection due to broken or malfunctioning equipment.
Record the number of deciduous and evergreen trees with DBH > /= 10 cm in each quadrant (and identify species if possible or at least deciduous or evergreen) and measure DBH either using a DBH tape or calculating DBH from circumference. All trees that have a portion of the trunk within the plot are counted as being in the plot. Document the dominant 2-3 understory species in each plot by visual inspection and record to provide a general site history. Using a 0.25 m2 quadrat, measure grass/graminoid (sedges, rushes, etc.), forb, shrub, lichen, and moss percent aerial cover to the nearest 5% across 5 random locations per quadrant. Measure depth to mineral soil at a single location in each quadrant using a trowel and measure soil moisture at a random location in each quadrant using a soil moisture probe. Determine soil texture using the ribbon method or from previously collected soil survey data if accuracy can be assured for each depth to mineral soil location within each quadrant. Take a single photo of each plot that encompasses the typical vegetation found within the plot and label it.
Task 3. Deliver data to ERDC-CERL. All data shall be provided to ERDC-CERL in an Excel spreadsheet with all required data included. Photos should be jpg files. Final data shall be delivered no later than July 31, 2024.
4. GOVERNMENT-FURNISHED SUPPORT/INFORMATION/PROPERTY: None. Regarding clauses
252.204-7012 & 252.204-7020 there is no aniticaption of CUI data being part of this effort.
5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): The ERDC CERL COR for this task order will be appointed in accordance with DFARS 252.201-7000, and a copy of the designation letter will be provided to the Contractor. Although other Government personnel may clarify technical points or supply relevant information to the Contractor regarding this task order, only a Contracting Officer has the authority to revise any requirements in these specifications, including those resulting from verbal clarification.
