About this file

This document contains questions and responses regarding a solicitation for active upper-room ultraviolet germicidal irradiation (UVGI) system technology demonstrations at U.S. Army installations. The solicitation seeks proposals for ceiling-mounted UVGI units that can treat viruses, bacteria, and molds through both air and surface disinfection capabilities. Respondents must propose systems that include internet of things features to communicate treatment alerts, length of treatment, number of cycles completed, and required maintenance. Rooms to be treated range in size from 140 to 1,000 square feet. Evaluation criteria are outlined in Sections L and M of the solicitation document. The government expresses a willingness to consider alternatives that meet minimum specifications but requires ceiling-mounted and IoT-enabled systems for this demonstration.

Solicitation Number: W9132T24Q0002 Requirement Title: Active Upper-Room Ultraviolet Germicidal Irradiation (UVGI) System Technology Demonstrations at US Army Installations

QUESTION AND RESPONSES

NOTE: Contractor fielded questions are in BOLDED and the Government’s responses are in italicized font.

1. The RFQ focused on upper air disinfection. However, in places it mentions surfaces as well.

These are two different needs with potentially different equipment/technologies. Can you confirm that we should be prepared to address surface disinfection as well?

a. We would like both Air and Surface. Background: When we first created this project scope, we were focused (logically) on mitigation of COVID-19 and other respiratory illnesses. However, as we have studied these technologies in further detail; we became aware that they also offer great promise in controlling mold growth, including on surfaces. That’s why you see some of the materials refer to surfaces. The need to control or reduce mold growth has become much more urgent over the past year. The Government’s PWS has been updated to include the requirement for “Air and Surface” disinfection technology.

2. On the solicitation is states that final locations will be determined before kickoff meeting.

There are no dimensions or rooms provided at this point, just Fort Moore and Fort Liberty.

a. The potential size range/dimensions for rooms and common areas are: 140-400 square feet for residential rooms and up to 1,000 square feet for common areas.

3. Could you provide more details on the specific environmental data types you want to collect through IoT capabilities, similar to the data collected by UV Angel Clean Air™ units? For example, are you interested in data on how long the unit has treated the environment, the number of treatment cycles completed, maintenance requirements such as bulb replacements, or system alerts for operation errors?

a. The data types we are interested in receiving from IOT capabilities would include:

i. Communication of virus/bacteria presence and treatment alerts,

ii. Length of time to treat any found virus/bacteria/mold,

iii. Number of cycles completed; and,

iv. Required maintenance or just ‘error notification’ would be important to include.

4. Would the government be open to considering an alternative upper air UVGI unit for evaluation, given that it has undergone third-party testing with results showing a greater than 99.9% reduction of various bacteria, molds, and viruses, including SARS-CoV-2, the pathogen responsible for COVID-19?

a. The Government requires a ceiling-mounted UVGI type of unit for this study, but is willing to consider any such type that meets the minimum stated specifications. Future iterations may be opened to even further alternative technology.

5. Does the government require IoT capabilities and real-time data recording for the selected UVGI technology to meet research objectives, or would they be open to evaluating a proven upper-air UVGI system focusing on pathogen reduction, even if it doesn't have IoT features?

a. IoT features are needed so that communication of data can be centralized and communicated to decrease manpower requirements. At this time, we cannot consider technology that does not have IoT Features.

6. Is there flexibility to assess an upper air unit that provides 360-degree UV irradiation with an integrated fan and is certified and tested safe for occupied spaces according to ETL (UL Standards) safety standards?

a. Yes, the Government would consider this technology as long as it can treat virus, bacteria and mold as well as connect as through IoT Features.

7. Could the government clarify if they are open to exploring alternative UVGI solutions that may not align with the current UV Partner, Inc. technology but have demonstrated efficacy in reducing pathogens and enhancing indoor air quality?

a. The Government requires a ceiling-mounted UVGI type of unit for this study, but is willing to consider any such type that meets the minimum stated specifications. Future iterations may be opened to even further alternative technology.

8. Are there specific evaluation criteria or prerequisites that the government requires for considering alternative UVGI technologies, and can these criteria be shared for transparency?

a. Sections L and M of the solicitation document provide Instruction to the Offeror and an explanation of how each offer will be evaluated. Reference page 43 and 45 of the solicitation.
