PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Active Upper-Room Ultraviolet Germicidal Irradiation (UVGI) System Technology Demonstrations at US

Army Installations

1. INTRODUCTION: The Engineer Research and Development Center – Construction Engineering Research

Laboratory (ERDC-CERL) has been tasked by the Office of the Assistant Secretary of the Army for Installations, Energy and Environment [ASA (IE&E)] to demonstrate an active upper-room ultraviolet germicidal irradiation (UVGI) system technology at up to two (2) Army Active-Duty Continental United States (CONUS) installations with significant mold issues within built infrastructure, with Fort Moore, GA and Fort Liberty, NC as anticipated sites (Final locations will be determined by the time the kick-off meeting is scheduled). The COVID-19 pandemic has created and illustrated a vital need for effective disinfection methods to adequately kill viruses, bacteria, and fungus in the indoor occupied environment, that do not introduce harmful byproducts into the air or on settled surfaces. It has also illustrated the lack of understanding of disease transmission, whereby people gathering in their various everyday work or living environments, can be the main source of disease transmission. Additionally, organizations, such as the American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) and the Centers for Disease Control (CDC), have reported that unproven technologies that lack peer-reviewed research on their effectiveness have created additional confusion. Disease transmission and technology solution alignment needs to be focused on the people in the room, the transmissibility of the pathogen (bacteria, viruses, and fungi), and the numbers or loading of people and pathogens. The more people in the space, the more pathogens increase. The Army needs a ‘passive’ solution that does not depend on continuous adherence to masking requirements in high-occupancy settings, as well as automated occupancy sensors that can alert decision-makers when occupancy levels are above established Health Protection Condition (HPCON) levels. Additionally, the Army has struggled to control mold growth in occupied spaces and residential settings, in higher humidity climates. The technology is in the form of ultraviolet (UV)-based air and surface disinfection systems coupled with environmental sensors to improve occupant safety, reduce viruses, bacteria, and mold/fungus, and better manage occupied spaces in buildings.

2. OBJECTIVE: The objective of this effort is to evaluate and seek methods to improve the air quality and control mold growth within DoD military and operational facilities through the demonstration/evaluation of a novel active upper-room ultraviolet germicidal irradiation (UVGI) system. The Contractor shall install, collect, and synthesize data from multi-use occupancy sensors with UVGI irradiation in high-occupancy areas and provide data to the ERDC-CERL research team.

3. MAJOR REQUIREMENTS: In order to accomplish the above objective, the Contractor shall complete the following tasks:

a. Task 1. Selection of Representative Test Areas. For each installation, specific representative high-occupancy test areas (occupied spaces) within the installation shall be selected by the Contractor, based on suggestions/recommendations by each installation. Areas selected will represent occupied spaces where transmission is likely to occur such as workspaces, sleeping quarters, meeting rooms, training rooms, and restrooms. Potential room area sizes are 140-400 square feet for residential rooms and up to 1,000 square feet for common areas. Contractor shall have up to 5 weeks from the date of Army installation selection to identify occupancy test area. UV Air treatment system must be ceiling-mount regardless of ceiling configuration. Including hard/concrete surfaces, hanging and/or drop ceiling set up, and other ceiling types.

It should be separate from existing utility (lighting, heating, cooling), use existing electrical (varying from 110 to 277AC), include an integrated or connected occupancy sensor. The number of occupancy sensors should be estimated based on the potential room area sizes identified above. Technology must connect to commercial Wi-Fi and/or cellular service, provided by the Contractor. Installation test will last no longer than ninety (90) days after which all equipment will be removed.

b. Task 2. Installation, Pre-Mitigation, Field Testing, Data Collection, and Post-Mitigation of the UVGI

Technology at Each Army Installation. Based on the consensus selection of test areas from Task 1 for each installation, the Contractor shall (a) support the install and/or install the UVGI technology, (b) perform pre-mitigation, (c) conduct field testing, (d) connect, collect, and synthesize data from multi-use occupancy sensors, and (e) perform post-mitigation. Steps (b) through (e) shall be completed within a ninety (90) day window after step (a) is completed. Pre- and post-mitigation efforts at each installation shall require a minimum of two (2) days each. The Government and the Contractor shall conduct site visits to selected installation(s) throughout the course of the project.

c. Task 3. Incorporation and Test of Occupancy Sensors. The Contractor shall provide commercial Internet capability to connect occupancy sensors. They shall also select a variety of occupancy sensor capabilities that will be approved by ERDC and the Installation Directorate of Public Works (DPW) team.

These sensors shall be incorporated into their UVGI systems associated with Task 2 and coordinate with the subject matter experts at each installation to provide relevant occupancy and facility usage data.

d. Task 4. Proof-of-Concept Assessment Program Plan. Based on the results of the UVGI demonstrations described in Task 2, the Contractor shall provide a proof-of-concept detailed assessment program plan including (a) air and surface sampling test protocols, (b) installation plan for mitigation, and (c) plan for post testing after the mitigation plan has been operational during the field-testing period.

4. GOVERNMENT-FURNISHED SUPPORT/INFORMATION/PROPERTY: The Government will provide support to identify the selected and prioritized Installations for project implementation. The Government will also provide approval to define selected test area(s) identified in Task 1 to perform the Task 2 efforts. Given the request for the Contractor to provide commercial Internet connectivity for their sensors, no local or Installation Command Information Technology (IT) approvals will be needed. The Government will provide in person support to on-site Installation visits.

The Contractor may work with and possibly create Controlled Unclassified Information (CUI); therefore, DFARS Clauses 252.204-7012 and 252.204-7020 are applicable.

5. CONTRACTING OFFICER’S REPRESENTATIVE (COR): The ERDC CERL COR for this task order will be appointed in accordance with DFARS 252.201-7000, and a copy of the designation letter will be provided to the Contractor. Although other Government personnel may clarify technical points or supply relevant information to the Contractor regarding this task order, only a Contracting Officer has the authority to revise any requirements in these specifications, including those resulting from verbal clarification. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract, you shall not proceed with the change and shall immediately notify the Contracting Officer.

The Government and the Contractor understand and agree that the services to be delivered under this contract by the Contractor to the Government are non-personal services and the parties recognize and agree that no employer-employee or master-servant relationship exists or will exist under the contract between the Government and the Contractor’s employees.
