DESCRIPTION OF REQUIREMENT

Description of Requirement

Deployable Onshore Dissolved Air Flotation (DAF) and Dewatering System

Background:

The research program objective is to develop and demonstrate a scalable capability to remove floating microalgae from large water bodies and develop resource recovery methods that enable efficient management of the resulting concentrated solids. A rapidly deployable dissolved air flotation (DAF) system is required to provide the government research team with greater flexibility and mobility for the treatment of HABs at larger scales. Previous trailer systems were tested with capacities of 150 gallons per minute (gpm). A larger capacity deployable system that can process up to 1500 gpm is now required to meet government scalability testing objectives. This contract seeks to fulfill the need of the Dissolved Air Flotation (DAF), algal slurry dewatering, and supporting equipment.

Requirements:

The Onshore DAF and Dewatering System must meet the following requirements:

The DAF system shall be capable of processing up to 1500 gallons per minute (gpm) of algae-laden water with suspended solids concentrations ranging from 30 to 1000 mg/L.

The DAF system shall be towable with a semi-tractor and be compliant with Department of Transportation requirements for interstate travel and not require special permits for transport. The system shall have essential transport support items (spare tire, road repair and safety kit). Protocols for preparing the system for road transport shall be provided. The system shall be easy to set up at a level gravel field site with minimal support equipment (i.e., telehandler).

The DAF system shall have a NEMA-4 control panel that provides power to all the system components and control for their operation. The control panel should also be capable of controlling influent and effluent pumps as well as supporting skid systems. The control panel shall have an intuitive interface that provides manual and automated operation modes as well as providing remote monitoring and control capabilities through a cellular network. The control panel settings shall be adjustable by the operator. The control panel shall also provide appropriate safety programming and settings for both the operator and the equipment and it shall prevent overflows of any materials. The control panel shall be suitably designed to be safely operated in outdoor environments over the range of (above-freezing) temperatures in the continental United States.

The DAF system shall be compatible with military power generators. Power shall be less than 50KW for the DAF portion of the system. Preferred power format is military specification (208V 3PH 60 Hz or 416V 3PH 60 Hz), though others may be acceptable (480V 3PH 60 Hz).

The DAF system shall have ANSI-compliant materials and components.

The DAF system shall have clearly marked and appropriately sized influent and effluent ports. The influent and effluent ports shall include attached sensors for key operational parameters such as flow rate, total suspended solids, pH, and (optionally) chlorophyll. The sensors shall be integrated with the control panel and provide remote monitoring and data logging capabilities.

The DAF system shall have an expected lifetime of 20 years, and maintenance protocols for meeting this lifetime objective shall be provided.

The DAF system shall have a mixing zone integrated with at least four dosing pumps and appropriate mixers to facilitate addition of acid, cationic coagulants, and cationic polymers to achieve coagulation and flocculation of the suspended solids to achieve flocs that are readily separated by flotation. Dosing pumps shall be individually controlled and suitable for the viscosity of the chemicals being added. The chemical dosing ports and mixers shall provide consistent chemical dosing and rapid mixing into the process stream.

A compact skid-mounted polymer makedown system shall be provided with capacity sufficient for 10 hours of continuous operation of the system, assuming a polymer dose of 0.5 ppm and a 1% polymer concentration in the feed tank.

The DAF system shall have an energy-efficient flotation chamber that promotes rapid mixing of microbubbles with the process water and rapid flotation of the flocs to generate a stable and readily-separable algal slurry on the surface. The algal slurry shall be collected automatically using scrapers and pushed into a hopper for temporary storage. From the hopper, it will be transferred with minimum shear pumping (stator pump or similar low shear pump). The DAF system shall have a whitewater pump or other microbubble generation system that is energy efficient and recirculates and aerates sufficient volumes of water to facilitate rapid flotation within the footprint of the system at the 1500 gpm process rate. All recirculation and air injection plumbing and components shall be provided, including flow meters for air and water. The flotation chamber shall have a channel drain and pump for removal of settled solids (grit) that does not float up with the slurry.

The system and components shall be comprised of or coated with a corrosive-resistant material to be suitable for outdoor (above-freezing) storage conditions year-round for at least 20 years when properly maintained.

All decks, bridges, platforms, and steps shall be outfitted with non-slip surfaces and accessible to perform the necessary operations/maintenance. Railings shall be provided for the sides of the decks/bridges/platforms.

A rugged tarp cover suitable for long term outdoor usage shall be provided.

Detailed instruction manuals, operation protocols with graphics showing or explaining key steps, maintenance protocols, parts and instrumentation diagram, bill of materials, and electrical diagrams shall be provided in printed and electronic formats.

Continuous Flow Dewatering System

A separate, skid-mounted, energy-efficient dewatering system (screw press or similar) that is capable of processing up to 100 pounds per hour (as 100% dry sludge) with a solids concentration of 2-3% solids. The dewatering system shall include chemical dosing pumps, low shear mixing controls and tanks, and user adjustable settings that facilitate automatic continuous sludge flocculation and thickening of fragile biological flocs, dewatering, and discharge of filtrate water. The dewatering system should target a solids concentration of 15% or greater and have been used previously for dewatering of microbial biomass (data should be provided).

Training & Support

Operational expert personnel shall be provided by the manufacturer to train government or contract operators with operation and optimization of treatment over a two-week period in May of 2022 at a site within 50 miles of Clewiston, Florida.

Operational support via remote monitoring and controls adjustments shall be provided for one day per week over a two-month demonstration period.

The physical system shall be delivered to site within 50 miles of Clewiston, Florida within 120 days of contract award. The training shall be completed in May of 2022.

Veterans Employment Emphasis for U.S. Army Corps of Engineers Contracts

In addition to complying with the requirements outlined in FAR Part 22.13, FAR Provision 52.222-38, FAR Clause 52.222-35, FAR Clause 52.222-37, DFARS 222.13 and Department of Labor regulations, U.S. Army Corps of Engineers (USACE) contractors and subcontractors at all tiers are encouraged to promote the training and employment of U.S. veterans while performing under a USACE contract.
