About this file
This document contains questions and answers regarding solicitation number W9132T21Q0048 issued by the U.S. Army Corps of Engineers for a deployable onshore dissolved air flotation and dewatering system. The system must be capable of treating 1,500 gallons per minute of water containing 30-1,000 milligrams per liter of algae. Key requirements include a 20-year lifespan, delivery to Florida by May 2022, maximum power usage of 50 kilowatts for the dissolved air flotation portion, and anticipated 90% or higher algae removal performance. Materials must be suitable for outdoor storage and withstand operating conditions. Responses to the solicitation are due by August 23, 2021. Award is planned prior to the end of the fiscal year, with a 120-day delivery period after award and contract performance extending through May 2022 for training and support.

QUESTION: Do you have a vendor that can do this as the spec is written? (This question included comments about the trailer approach and piping for a 1500 GPM system that are appropriate to share with other offerors)
ANSWER: The specifications written were based on government research needs for a specific project and our associated market research shows that there are multiple vendors capable of fulfilling the requirement as written.
We feel that there may be multiple approaches to meeting our overall requirements, but we are not amenable to altering the minimum stated specifications in any way. It is up to interested vendors to decide whether they are capable of meeting the specifications as written.
QUESTION: The power requirement is called to be 50 KW or less. It mentions that for the DAF only. Does that include all the pumps and aeration system too? If so it might be a bit shy? Would any of piping need to be heat traced? It calls to operate outside at temps above freezing, so I would assume no heat trace required, please confirm.
ANSWER: This power requirement relates to the DAF only (including scraper system, recirculation pumps, aeration system, and solids removal pumps) but does not include influent or effluent pumps. Heat trace is not required.
QUESTION: The spec calls for a 20-year lifespan and a maintenance plan to achieve that. I wanted to clarify if this the DAF tank or it is inclusive of the pumps, the trailer, the instrumentation, etc.? This is the life expectancy, but there is no mention of actual warranty? 12-month warranty on equipment and workmanship?
ANSWER: The lifespan requirements are specific to the system as a whole. Routine replacement of parts such as pumps in a manner consistent with industrial water treatment equipment is expected as part of the system maintenance.
QUESTION: There is no material spec other than it needs to operate outside and to maintain the 20-years life expectancy. There is mention of a coating? We assume stainless is acceptable for the DAF and PVC SCH 80 for the pipe?
ANSWER: The materials should be selected to meet the lifespan requirements, deployability requirements, and outdoor storage conditions.
QUESTION: The unit(s) needs to treat 1500 GPM at 30-1000 mg/L of algae. There is no expected removal efficiency listed. Is there a performance guarantee for the DAF system other than flow? I see 15% solids on the dewatering side.
ANSWER: Algae removal systems should be designed to maximize algae removal levels within the given footprint and residence times. Based on previous pilot tests and market research, the government estimates that 90% or more algae removal can be achieved with DAF. Per the solicitation, it is expected that data be provided, or theoretical analysis to support removal expectations. Data and technical claims will be reviewed carefully by the government research team.
QUESTION: The system needs to be constructed and delivered in 120 days from order? To be delivered to Florida in May 2022. That means an order will not be given this year?
ANSWER: We intend to make an award prior to the end of FY21. The delivery date will be 120 days from contract award and the contract as a whole will run through May 2022 to account for the training and support portion of the requirement.
QUESTION: There are several supporting documents on the RFQ. I wanted to make sure the Buy American in not required (it doesn’t seemed to be “X” off), but there is liquidated damages. Are there other points in there that we need to be aware of specifically?
ANSWER: The solicitation includes several Buy American related DFARS clauses (see page 12). All clauses and provisions included in the solicitation are applicable to the resultant award.
