SECTION III- Standard Environmental Mitigation Requirements

Air Quality:

Request the proponent include the following statement in the SOW or contract language: The project, as described, requires coordination with the Air Quality program prior to construction. Fort Campbell was re-designated as an ozone attainment "maintenance" area in 2005. Section 176(c)(1) of the Clean Air Act (CAA) mandates the General Conformity Rule (GCR) analysis be completed by Fort Campbell to establish that any activity will not impede the continuation of the attainment status and ensure the action does not impede Kentucky or Tennessee air pollution control efforts in ozone “attainment maintenance areas”. The rule requires that an analysis and other procedures (if required as a result of the analysis) be completed prior to the commencement of any of the project activities. In order to make the determination, the contractor will need to acquire the General Conformity Rule Checklist from the Air Quality Program. The checklist concerns equipment types, hours of operation, number of personnel, etc. and is used to calculate estimated emissions. Please contact the Air Quality office at (270) 798-9598 for the checklist or with any questions.

Hazardous Materials:

No further action required as long as the following paragraphs are present in the Project Performance Work Statement (PWS):The Emergency Planning and Community Right-To-Know Act (EPCRA) require that site specific information concerning hazardous chemicals use and releases be provided. A hazardous material as per 29 CFR 1910.1200 is any substance which is a physical or health hazard. The Contractor is required to maintain an inventory of hazardous materials and associated MSDS sheets using the attached FTCKY Hazmat Inventory Form. This inventory shall be provided on a separate submittal sheet to the Contracting Officer at least 10 working days before the hazardous materials are brought on to the installation. Note: If no hazardous material IAW 29 CFR

1910.1200 is to be brought onto the installation note such on the inventory form and submit the form.

Questions in reference to the EPCRA can be directed to the Pollution Prevention Branch, Environmental Division, telephone 270-798-9771.

Hazardous Waste:

No further action required as long as the following paragraph is present in the Project Performance Work Statement (PWS): No liquids or hazardous waste created or used during construction of the facility shall be deposited in the landfill. Disposal of such waste shall be done in accordance with environmental regulations. Manifests for disposal must be coordinated through the DPW Environmental Division. If any fluorescent tubes or electrical ballasts are removed during renovation/demolition, they must be recycled by an approved facility. Any hazardous waste generated during renovation is the sole responsibility of the contractors in regard to regulatory storage and disposal requirements. All hazardous wastes generated during this contract must also be manifested off post. The manifest shall be submitted for review and signature prior to transporting any materials off the installation.

Solid Waste:

All Wastes & Recyclables generated from Construction and Demolition projects on Fort Campbell remains the property of the federal government until properly disposed of in an approved manner. The management of C&D waste/recyclables must be in compliance with the ACSIM policy “Sustainable Management of Waste in Military Construction, Renovation, and Demolition Activities”, dated Feb. 6, 2006 and Fort Campbell policy. A Construction and Demolition (C&D) Waste Management Plan is required. An approved C & D Waste Management Plan is required for all projects prior to beginning the projects. Contractors must have a Contracting Officer approved Waste Management Plan in hand prior to placing waste/recycling containers on the job site. NOTE: Waste Management guidance can be found in the Installation Technical Design Guide Sections: 02 41 00; 2.1.5 and Appendix A-7. No wastes or recyclables shall be disposed of at off-installation sites without prior approval of the Waste Management Plan by the contracting officer. No salvageable material. Waste must be taken to Woodlawn Landfill.
