About this file
This is Amendment 0002 to Solicitation W912WJ27QA003, issued by the U.S. Army Corps of Engineers, New England District (W2SD ENDIST NEW ENGLAND KO CONTRACTING DIVISION) on October 27, 2026. The amendment addresses administrative and technical modifications to the original solicitation dated October 16, 2026, and does not extend the offer receipt deadline, which remains October 30, 2026 at 5:00 PM Eastern. Contractors must acknowledge receipt of this amendment prior to the deadline using one of three methods: completing items 8 and 15 and returning copies; acknowledging receipt on each offer copy; or submitting separate written communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in offer rejection.
The amendment modifies four key areas of the solicitation: it removes DFARS provisions 252.204-7019 and 252.204-7020 (Notice of NIST SP 800-171 DoD Assessment Requirements and NIST SP 800-171 DoD Assessment Requirements); updates DFARS clause 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting) to Deviation 2026-O0025 effective June 2026; and adds FAR clause 52.240-93 (Basic Safeguarding of Covered Contractor Information Systems) effective February 2026. Additionally, the amendment revises Response 5 to clarify that covered defense information is not included in the solicitation, only Federal Contract Information is required, and confirms that no assessment is required before award. The contracting officer is Jennifer Samela, reachable at jennifer.m.samela@usace.army.mil or 978-318-8324. All other terms and conditions of the original solicitation remain unchanged.

SUMMARY OF CHANGES
Section A - Solicitation/Contract Form
The following changes have been made:
Miscellaneous text in this section has been modified from:
REQUEST FOR INFORMATION:
Question 1: Section C I.5.d says the Contractor shall employ a Level 3 SSHO, and C I.6 requires the Contractor's Project Manager and QC personnel at the pre-construction conference. If we team with a local subcontractor under a signed teaming arrangement, may the subcontractor's on-site foreman be designated as the SSHO on ENG Form 6282 and serve as on-site QC, with our Project Manager attending the pre-construction conference? Or must the SSHO be on the prime contractor's payroll?
Response 1: Reference the Statement of Work. The Project Manager and Quality Control Personnel shall have the authority to act of behalf of the Contractor. A subcontractor would need to meet the requirements of these positions and accept the designation. The subcontractor would also have to have the authority to act on behalf of the prime Contractor. The prime Contractor is responsible for overseeing all work and coordination with the Government.
Question 2: Section I requires commencement within 21 days of notice to proceed, while Section C allows submission of preconstruction documents within 21 days, up to 21 days for government review, and prohibits fieldwork before acceptance and the preconstruction conference. Does submission/procurement activity satisfy commencement while fieldwork awaits approval?
Response 2: Provision of submittals is considered commencement of work. Submittals are required to be provided within 21 calendar days of Notice to Proceed. Fieldwork shall not commence prior to the acceptance/approval of submittals.
Question 3: Please confirm whether the specified 8-by-8 posts and 4-by-10 rails are nominal or actual dimensions, and whether a minimum post-hole diameter or approved installation detail applies beyond the stated 3-foot embedment, compacted dense-grade fill and 6-foot spacing.
W912WJ27QA0030002
Response 3: Dimensions are nominal. Minimum diameter of holes for posts shall be 24 inches.
Question 4: Figures 1-5 show retained stumps/rocks and a utility pole. If field verification identifies an obstruction at a required post location, may the alignment or post spacing be adjusted with written government approval, or is removal/drilling at the specified location required?
Response 4: Yes, if there are any obstructions that impact the viability of post installation at a required location, the Contractor can request to install the post in a different alignment/spacing to be approved by the Technical Point of Contact. Only alternations approved in writing by the Technical Point of Contact are considered. All other work shall be completed in accordance with the Statement of Work.
Question 5: The RFQ incorporates DFARS 252.204-7012 and 252.204-7020. Will performance require handling covered defense information or use of a covered contractor information system, and what assessment evidence, if any, is required before award for this specific work?
Response 5: Covered defense information is not included in this solicitation. Federal contract information is. A covered contractor information system is any computer or IT system owned or operated by a Government Contractor that processes, stores, or transmits Federal Contract Information. No assessment is required.
Question 6: Material Quantities: Could you please provide the estimated quantities of wooden posts, rails, and associated hardware required for the approximately 250 linear feet of guardrail installation?
Response 6: Material quantities will not be provided. The vendor/Contractor is responsible for determination of material quantities required and field verification of all measurements prior to commencement of work.
Question 7: Site Visit: Would it be possible to arrange a site visit to review the existing conditions and better understand the installation requirements?
Response 7: Instructions for requesting site visits are included in the solicitation.
