About this file
This is Amendment 0002 to Solicitation W912WJ26QA170, issued by the U.S. Army Corps of Engineers (USACE) New England District on 7 October 2026 for snow removal and salting services at East Brimfield Lake in Fiskdale, Massachusetts. The solicitation closing date remains 13 October 2026 at 2:00 PM Eastern. The amendment provides responses to industry questions and a revised Performance Work Statement. Offerors must acknowledge receipt of this amendment prior to the solicitation closing time using one of three methods: completing and returning amendment copies, acknowledging receipt on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.
The Performance Work Statement requires contractors to provide snow plowing, shoveling, salting, and snow removal services from contract award through 30 April 2027 at multiple project locations totaling approximately 61,120 square feet. Snow plowing triggers at two inches or greater accumulation and must be completed by 7:00 AM daily. Salting and snow removal occur only upon request by the Technical Point of Contact. The contract includes four snowfall accumulation thresholds (0-6 inches, 6-12 inches, 12-24 inches, and greater than 24 inches) with estimated quantities of 8, 5, 3, and 1 events respectively, plus on-call salting (6 instances) and on-call snow removal (1 instance). Contractors must submit pre-work submittals including Accident Prevention Plan (ENG Form 6293), Activity Hazard Analysis, Site Safety and Health Officer designation (ENG Form 6282), First Aid/CPR certifications, and product safety data sheets within 14 days of award. The contractor shall employ a Level 3 Site Safety and Health Officer and ensure the Project Manager and Quality Control Personnel attend an in-person pre-work conference in Fiskdale. Snowfall measurements will be determined by the National Weather Service East Brimfield Lake Project Office, and payment is based on snowfall accumulation per storm event regardless of duration or multiple plowing passes required.

REQUEST FOR INFORMATION:
QUESTION 1: Would the Government accept the Project Manager attending the Pre-Work Conference virtually (phone/video), with the subcontractor's on-site supervisor attending in person as the Contractor's designated Quality Control representative?
RESPONSE 1: Attendance at the pre-work conference shall be in person only. Reference the Performance Work Statement. The Project Manager and Quality Control Personnel shall have the authority to act on behalf of the Contractor. A subcontractor would need to meet the requirements of these positions and accept the designation. The subcontractor would also have to have the authority to act on behalf of the prime Contractor. The prime Contractor is responsible for overseeing all work and coordination with the Government.
QUESTION 2: Section L (Bid Schedules, Item 2) instructs offerors to enter "$0.00" or "NSP" (Not Separately Priced) for items where pricing is included elsewhere. However, Section M (Action/Step- 3, Paragraph iv) states that quotes indicating "$0" or "NSP" will be rejected as non-conforming.
Could the Government clarify whether entering "$0" or "NSP" is permissible for sub-items included within primary tasks, or if a positive dollar value must be entered for every single line item on the Bid Schedule?
RESPONSE 2: Section L (Bid Schedules, Item 2) states, "Vendors shall enter $0.00 on Bid Schedules in which items are Not Separately Priced (NSP) when Bid Schedules are required to be submitted in excel format. For Bid Schedules that are not required to be submitted in excel format, either $0 or NSP shall be entered. Blank entries will not be considered and will result in quotes being deemed non-responsive." Since this bid schedule is not required to be submitted in excel format, Contractors are permitted to enter $0 or NSP for bid schedule line items.
QUESTION 3: PWS Section B.7.e.v states that payment for storm event activities is based on total NWS storm snowfall depth, even if multiple plowing passes are required during a prolonged storm event. Could the Government clarify what specific NWS weather station or reporting mechanism
W912WJ26QA1700002
defines the official start and conclusion of a single "storm event," and whether separate billing applies if a storm spans multiple calendar days or requires distinct dispatches to maintain the mandatory 7:00 AM site clearance standard?
RESPONSE 3: Please refer to the revised Performance Work Statement. Snowfall totals will be determined based on measurements at the East Brimfield Lake Project Office, Fiskdale, MA.
Billing shall be based on snowfall accumulation for each event, even if the event expands over multiple calendar days.
QUESTION 4: PWS Section B.7.b states that salting is performed on an "on-call" basis upon request by the TPOC. Please clarify whether automatic salting is authorized/required concurrently whenever a contractor mobilizes for a plowing event (Tasks 1-4), or if a separate, explicit callout from the TPOC is required prior to applying salt under Task 5.
RESPONSE 4: As stated in Section B.7.b.i. "Salting will only occur at the request of the TPOC or his designee." Therefore, automatic salting is not permitted.
QUESTION 5: Task 6 is listed on the Bid Schedule as a quantity of 1 "EA" for Snow Removal (On Call). To ensure consistent pricing among offerors, could the Government define what constitutes "1 EA" for Task 6 (e.g., a 24-hour equipment/crew operational day, a specific cubic yardage /truckload volume, or a single site-wide snow bank relocation event regardless of duration)?
RESPONSE 5: Task 6 is a single site-wide snow bank relocation event regardless of duration. As stated in Section B.7.d.iii. "Snow removal may occur when accumulated storm totals exceed 24 inches, or as deemed necessary by TPOC or his designee, to avoid hazardous conditions which restrict parking, reduce travel lanes, and prevent plowing of future snowfalls. Snow removal will require push back and/or removal of snow to completely reopen travel lanes, by pushing/lifting snow over guard rails."
QUESTION 6: PWS Section B.5 notes that contractors may need warming devices to thaw frozen gate padlocks. Is government-furnished electrical power accessible at the project entry points (e.
g., Dam Office or Storage Shed), or must contractors provide fully self-contained, portable heating equipment?
RESPONSE 6: There is no access to electrical power. The Contractor is responsible for providing a warming device that does not require the use of government-furnished electrical power.
QUESTION 7: PWS Section A.4 specifies a 14-day post-award window for submitting pre-work safety plans (APP, AHA, SSHO designation) and reserves up to 7 days for USACE review, during which no field work may proceed. In the event of a significant snowfall occurring during this administrative review window prior to formal APP acceptance, how will USACE handle site access and emergency snow removal?
RESPONSE 7: No onsite work shall be performed before the pre-work submittals are approved and accepted by the Technical Point of Contact. The Contractor will not be responsible for snowfall removal during the submittal review period.
QUESTION 8: PWS Section A.6 requires the physical presence of the Prime Contractor's Project Manager and Quality Control Personnel at the Pre-Work Conference in Fiskdale, MA. For prime contractors operating with an executed subcontractor teaming arrangement, does USACE permit a designated on-site Subcontractor Representative to serve as the authorized Quality Control Personnel / Project Superintendent at this conference?
RESPONSE 8: The Project Manager and Quality Control Personnel shall have the authority to act on behalf of the Contractor. A subcontractor would need to meet the requirements of these positions and accept the designation. The subcontractor would also have to have the authority to act on behalf of the prime Contractor. The prime Contractor is responsible for overseeing all work and coordination with the Government.
QUESTION 9: Please confirm whether the required Level 3 SSHO may be an employee of a named subcontractor performing the field services, provided the prime contractor remains responsible for contract performance, safety compliance, supervision, and oversight of the subcontractor. Alternatively, must the Level 3 SSHO be a direct employee of the prime contractor?
RESPONSE 9: The Prime Contractor may designate a subcontractor employee as the Level 3 SSHO, if the individual meets the requirements of a Level 3 SSHO.
