About this file

This is Amendment 0002 to Solicitation W912WJ26QA169, issued by the W2SD ENDIST New England KO Contracting Division (U.S. Army Corps of Engineers) on September 28, 2026. The amendment provides responses to seven industry questions (Questions 7-13) regarding a snow removal contract opportunity without extending the offer closing date, which remains October 1, 2026 at 2:00 PM Eastern.

Key clarifications provided include: storm/service quantities listed are estimates only with no minimum payment or standby compensation, and contractors are paid only for actual services performed; subcontractor relevant experience may be used in technical/past-performance evaluation per solicitation sections L and M; invoices must be submitted to the Technical Point of Contact with payment due net 30 days after receipt and acceptance (WAWF not required); site visits are optional but interested vendors should review the Performance Work Statement; snow removal activities are restricted to 3:30 PM to 8:00 AM daily with all locations accessible by 8:00 AM, with the contractor determining removal methodology within these service hours; and payments accrue only for actual storm events and services performed, not for periods without snowfall. All other terms and conditions of the original solicitation remain unchanged.

REQUEST FOR INFORMATION

Question 7: Are the listed storm/service quantities estimates only, with no minimum payment or standby compensation? How are additional plowing passes during one continuous storm counted?

Response 7: The listed storm/service quantities are estimates only, and are the maximum number of storms included in the solicitation and resultant Purchase Order. The Contractor shall only be paid for the actual number of services performed. There is no minimum payment guaranteed or standby compensation. Payment is per storm only, regardless of the number of passes completed.

Question 8: May a proposed local small-business subcontractor's relevant experience be used in the technical/past-performance evaluation, and what prime-performance documentation is required?

Response 8: Refer to the solicitation survey and sections L and M of the solicitation.

Question 9: The PWS permits invoices to the project contact, while Section G includes WAWF instructions with unfilled routing fields. What is the required invoice workflow, and is the payment due date 30 days after a proper invoice and acceptance, whichever is later?

Response 9: Invoices are to be submitted to the Technical Point of Contact. WAWF is not required. Payment is net 30 days after receipt and acceptance of a proper invoice.

Question 10: Are site visits still available, and is attendance optional?

W912WJ26QA1690002

Response 10: Follow the instructions provided in the solicitation for scheduling site visits. Attendance is optional, however, interested vendors shall review 3. Site Visits in the Performance Work Statement.

Question 11: What is the expected response time for snow removal following the onset of snowfall?

Response 11: Snow Removal activities shall only occur between the hours of 3:30 pm and 8:00 am; therefore there is no established response time. All locations shall be accessible by 8:00 am daily. Storm totals are the totals of snow that falls during the required service hours. The Government may perform snow removal functions during the period of 8:00 am to 3:30 pm.

Question 12: Is snow removal expected to be performed continuously while snowfall is ongoing, or is it acceptable to complete the removal once the snowfall has ended?

Response 12: The awarded Contractor is to determine how snow removal shall be completed between the service hours of 3:30 pm and 8:00 am. All locations and areas must be cleared of snow before 8:00am - 7 days a week. Payments are per storm event snow total.

Question 13: If there is no snowfall during a given period, will payouts still accrue, or are payouts only issued when snowfall occurs and snow removal services are required?

Response 13: Refer to response 7. Payment is only made for actual services performed.
