About this file

This is Amendment 0001 to a federal solicitation (W912WJ26QA162) issued by the U.S. Army Corps of Engineers, New England District, extending the response deadline from September 14, 2026 to September 21, 2026 at 5:00 PM Eastern. The amendment provides a site visit attendee list containing representatives from the U.S. Army Corps of Engineers and multiple painting contractors who participated in the pre-bid site visit, and adds bonding requirements and clauses to the contract.

The underlying solicitation requires painting services at four separate facilities in New Hampshire: the Hopkinton Lake Project Office (3,365 SF), Hopkinton Dam Gatehouse (2,364 SF), Elm Brook Park Ranger Station (1,192 SF), and Everett Lake Office (1,336 SF), totaling approximately 8,309 square feet. Work includes interior and exterior wall painting, trim painting, door and doorframe painting, ceiling painting (Everett Lake Office only), wallpaper removal with wall repair to Level 4 finish, and concrete floor preparation at the gatehouse. The contractor must perform standard surface preparation including scraping, sanding of peeling paint, spot priming, and patching of minor holes and cracks. Work hours are Monday through Friday, 7:00 AM to 3:30 PM, with no weekend or holiday work unless pre-approved. The period of performance is 90 days from contract award or notice to proceed. The Government will provide paint and remove moveable furniture and fixtures to the extent practicable. The amendment adds FAR clauses requiring contractors to submit payment protection (irrevocable letter of credit or payment bond) equal to 100 percent of contract price within 10 days of award, with protection extending through the full contract performance period plus one year. Contractors are subject to Davis-Bacon wage determinations for two counties: Merrimack County (Hopkinton locations and Elm Brook) and Hillsborough County (Everett Lake Office).
