About this file

This document is Amendment 0002 to Solicitation W912WJ26QA161, issued by the U.S. Army Corps of Engineers (USACE) New England Division on 10 September 2026, with an effective date of 10 September 2026. The amendment provides responses to industry questions and revisions to the Statement of Work for a shelter roof replacement project at Buffumville Lake Park in Charlton, Massachusetts.

The project scope involves furnishing all materials, equipment, and labor to remove existing asphalt roofing shingles and install a new structural standing seam metal roof on one octagon picnic shelter. Key product requirements include: structural standing seam metal roof meeting ASTM E1592 and E1514 standards, wind uplift Class 90 per UL 580, minimum 24-gauge steel thickness, ice and water shield underlayment across the entire roof, forest green colored components with no exposed fasteners, and a manufacturer's 20-year no-dollar-limit warranty covering materials and workmanship. The roof panels must be either tapered/pie-shaped or straight panels cut at angles to fit the octagon configuration with unbroken-length hip caps. All metal accessories, clips, closures, and flashing must be from the same manufacturer in forest green color. The project has a 220-day period of performance from contract award, with actual on-site work commencing no earlier than 14 September 2026, performed Monday through Friday, 7:00 AM to 3:30 PM. Preconstruction submittals including safety documentation, product specifications, and fall protection plans must be submitted within 21 days of award and accepted before field work begins. The amendment clarifies that one qualified individual may fill multiple roles (Project Manager, Quality Control person, Level 3 SSHO, and Fall Protection Competent Person) if properly certified, and accepts straight standing seam panels with angled tops as an alternative to tapered panels, provided all technical and warranty requirements are met.

SUMMARY OF CHANGES

Section A - Solicitation/Contract Form

The following changes have been made:

Miscellaneous text in this section has been added to:

REQUEST FOR INFORMATION:

Question 1: Does the Government have any existing structural drawings, as-builts, or specifications for the Buffumville Lake Park shelter, including roof deck material, deck thickness, and rafter spacing, that could be made available to interested vendors?

Response 1: Refer to the additional file, "Attachments_Amendment 0001" for the manufacturers drawings of the structure roof decking material, deck thickness, and rafter spacing.

Question 2: If no such documentation exists, will the Government accept a contractor-prepared shop drawing of the substrate and panel assembly, developed from field verification and submitted during the preconstruction submittal phase, as the basis for the manufacturer to issue the required 20-year no dollar limit warranty?

Response 2: See response to question 1 above.

Question 3: The solicitation mentions a Project Manager, Quality Control person, Level 3 SSHO, and Fall Protection Competent Person. Can one qualified employee fill more than one of these roles, or does the Government require separate individuals?

Response 3: The solicitation does not require separate individuals to fill each role. More than one role may be filled by an individual that meets the requirements and holds the certifications/licenses as required by EM 385-1-1 and the solicitation.

Question 4: Is a full-time superintendent required onsite? If so, can the superintendent also serve as the SSHO, QC person, and Fall Protection Competent Person if properly qualified?

W912WJ26QA1610002

Response 4: Reference Revolutionary FAR Overhaul (RFO) Clause 52.236-6. During performance of this contract and until work is completed and accepted, the Contractor shall directly superintend the work or assign and have on site a competent superintendent who is satisfactory to the Contracting Officer and has the authority to act for the Contractor. The superintendent can fill other roles if properly qualified in accordance with the Statement of Work and EM 385-1-1.

Question 5: Is there a basis-of-design manufacturer or preferred roof system for the tapered standing-seam panels? If not, please confirm that any manufacturer meeting the specifications and warranty requirements is acceptable.

Response 5: There is no basis of design or preferred roof system. Any manufacturer meeting the specifications and warranty requirements is acceptable.

Question 6: Do you have any information on the existing roof decking, including the material, thickness, and current condition?

Response 6: Please refer to the additional attachments included with this amendment for roof decking material and thickness. The current condition is unknown.

Question 7: If damaged or deteriorated roof decking, fascia, blocking, or framing is found after removing the shingles, will that work be handled as an additional cost, or should bidders include an allowance? If an allowance is required, please provide the quantity and material to carry.

Response 7: If deteriorated conditions are found upon removal of the shingles, the Contractor shall promptly notify the Technical Point of Contact. The Government may elect to issue a Request for Proposal for repairs. See revised Statement of Work.

Question 8: Has the existing roofing, underlayment, flashing, coatings, or sealants been tested for asbestos, lead, or other hazardous materials? If testing has been completed, please provide the results.

Response 8: The existing roofing, underlayment, flashing, coatings, and sealants have not been tested for asbestos, lead, or other hazardous materials. The shelter was constructed and installed in 2000. Therefore, it is not anticipated that any hazardous materials were used in the products or construction.

Question 9: The specifications call for forest green roofing and accessories. Is there a required color or manufacturer color code, or will the final color be selected from the approved manufacturer's standard colors?

Response 9: The TPOC will select the color from the approved manufacturer's standard colors.

Forest green is a reference to the shade of green color that is desired.

Question 10: Will there be a designated area near the shelter for material deliveries, storage, a dumpster, lifts, and other equipment? Please also confirm how close trucks and equipment may be positioned to the shelter.

Response 10: Vehicles and lifts may be driven directly to and around the shelter. There is a parking lot approximately 200ft away from the shelter which may be used to store larger amounts of materials, equipment, and dumpsters. See additional attachments, "Attachments-Amendment 0001" for photo of access/storage location.

Question 11: Will the shelter and surrounding work area be closed to the public during construction, or should we include temporary fencing, barricades, and pedestrian protection in our price?

Response 11: The Buffumville Lake Park closes for the season on September 14, 2026. However, hikers may still access trails within the park. The Contractor shall restrict access to the work site.

Measures for the restriction and diversion of access, including the erection of barricades or temporary fencing, shall be as required as necessary to protect the public from damage to person and property. Please see the revised Statement of Work.

Question 12: Will electrical power or water be available for contractor use, or should temporary power and water be included?

Response 12: Refer to the solicitation Statement of Work, II. Technical, 3. Government Resources.

The Government will not provide any resources, including power and water. If the Contractor requires these resources, then supply is their responsibility. The Contractor may utilize the vault toilet facilities at the Buffumville Boat Launch. If the Contractor elects not to use these facilities, then they may supply their own portable toilet at the site.

Question 13: Section I.5.d states that the Level 3 SSHO "shall be present at the project site and be responsible for overseeing the implementation of the Prime Contractor's SOH program." Section I.

6.c separately requires a Competent Person in fall protection to be on site at all times while work at heights is being performed. Please confirm whether the Level 3 SSHO must be physically present on site for the full duration of field work, or whether periodic SSHO presence is acceptable provided a designated Competent Person in fall protection is on site continuously during all work at heights. Additionally, please confirm whether one individual holding both qualifications may serve in both roles concurrently.

Response 13: The designated Level 3 SSHO shall be present at all times while work on site is being performed. One individual may serve in both roles if they meet the certification and qualification requirements for both positions.

Question 14: SSHO qualifications. Section I.5.d requires a Level 3 SSHO. Does a Level 3 SSHO need OSHA 30-hour training and 24 hours of documented SOH competency training, or do those apply only to Levels 1 and 2?

Response 14: Level 3 SSHOs shall have "training, knowledge, and/or experience identifying hazards and implementing controls for the work performed" as stated in the solicitation.

Contractors shall reference EM 385-1-1, Chapter 2-3.b and 2-4.b for additional information. While OSHA 30 and 24 hours of documented training are not required for Level 3 SSHOs, a summary of required safety experience is required to be submitted on the mandatory ENG Form 6282 designating an individual as the SSHO.

Question 15: Would the Government accept properly installed and sealed 10-foot hip-cap sections in lieu of a single continuous unbroken length, provided the installation meets the manufacturer's requirements and maintains a watertight system?

Response 15: No, the hip cap sections shall be unbroken lengths in accordance with the Statement of Work.

Question 16: The revised SOW states that the roof panels must be tapered or pie-shaped to properly fit the octagon roof. Would the Government accept straight standing-seam panels, provided the completed roof meets all other technical, structural, wind-uplift, watertightness, and warranty requirements?

Response 16: Yes, straight standing seam panels that are cut at an angle at the top to match the triangular configuration of each roof sections are acceptable. See revised SOW.
