About this file
This is Amendment 0002 to Solicitation W912WJ26QA149, issued by the U.S. Army Corps of Engineers, New England District on August 19, 2026. The amendment is effective immediately and does not extend the offer receipt deadline, which remains August 21, 2026 at 5:00 PM Eastern. Offerors must acknowledge receipt of this amendment prior to the deadline using one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer.
The amendment provides responses to five contractor questions regarding work on culverts 1 and 2. Key clarifications include: (1) no bypass route is required; road sections may be closed during work, but the contractor must coordinate with the Government regarding a private residence affected by culvert 2 work and maintain means to cover the work area to permit access during and after work hours; (2) materials from culvert 1 will be stored within the Knightville Recreation Area in close proximity to the work site; (3) all existing materials from culvert 2 must be disposed of off-site in accordance with local, state, and federal regulations; (4) trees in the outlet of culvert 1 may be removed; and (5) means to cover work areas are required for culvert 2 but not for culvert 1, which only requires barricades to prevent access.

The following changes have been made:
Miscellaneous text in this section has been modified to:
REQUEST FOR INFORMATION:
Question 1: Section 12. "Traffic Control" states that the Contractor shall maintain and protect traffic on all affected roads. Is the Contractor required to provide a bypass route for traffic and the public, or can access to these sections of roads be closed for the duration of work through the use of barricades?
Response 1: The Contractor is not required to create a bypass route. The sections of road may be closed while work is occurring. However, there is one private residence that is affected by the work on culvert 2, located along the entrance road to the Knightville Dam. The Contractor shall coordinate ahead of time with the Government for this work so that the Government can coordinate with the resident to attempt to minimize impacts to not only the Contractor's work, but the resident's access to their property. Therefore, the Contractor shall have on site the means to cover the work area to permit access while working on culvert 2 at all times. If work is not completed within one day, the Contractor shall also ensure that the work area is covered and passable while they are not on site.
Question 2: The solicitation requires for culvert 1 that the culvert stones and excavated materials will be set aside at a location designated by the TPOC. Can the location be provided to determine if it is in close proximity to the work area?
Response 2: The location will be within the Knightville Recreation Area, in close proximity to the work area.

Question 3: For culvert 2, is the Contractor required to dispose of all existing materials off site or is there a location to leave these on site as well? This would be applicable to the removed pavement, culvert, head walls, and bedding material.
Response 3: All existing materials from culvert 2 shall be disposed of off site in accordance with all local, state, and federal regulations.
Question 4: Is the Contractor permitted to remove the tree(s) that are in the outlet of culvert 1?
Response 4: Yes, the tree(s) in the outlet of culvert 1 can be removed.
Question 5: Is the Contractor required to have on site means to cover the culvert work areas in case of emergency or at the end of the work day?
Response 5: Please see response 1 above. Means to cover the work site to provide access is required for culvert 2. Barricades to prevent access to work site is required for culvert 1, however, means to cover the work site is not required.
