Approximately 1,600 cubic yards (yd3) of material shall be removed and transported by the Contractor to an upland location within the Black Rock Lake property, for storage on Government property.
This Statement of Work includes removal and relocation of sediment that deposited in the lake over time due to flood operations and surrounding development, removal of sediment from two box culverts, and the installation of erosion and sediment (E&S) control measures in accordance with DOT (Department of Transportation) standards.
Mobilization and staging of heavy equipment will be required to safely and effectively remove sediment in and around the specified areas. Heavy equipment will generally work from the lake and waterway embankments.
Sediment removed may require temporary offloading sites along the embankments to await transport to the designated final storage site on Government property. All temporary offloading sites and final storage sites will require proper erosion and sediment controls.
2. Location:
Black Rock Lake is located on Route 109 Thomaston, CT 06787 GPS coordinates: 41.6623088, -73.1210803
Site Visit:

All preconstruction submittals shall be submitted within 21 days of Notice to Proceed. The Government reserves up to 21 days for review and acceptance on each submittal/resubmittal from the date of receipt. If revisions are necessary to the submittals, the Contractor shall make such revisions and shall be resubmitted to the Government in an acceptable form within 14 days of the Government's response, unless additional time is granted by the Government in writing. No field work may proceed prior to the acceptance of preconstruction submittals.

Pw1, as stated in ASTM D6046-02(2006) (USACE 2014).
8. Storage Area:
The storage area for use by the Contractor, for work and storage of equipment, materials, and trailers during the life of this contract will be determined at the Pre-Construction Conference. The storage area will be located at Black Rock Lake, in the vicinity of the job site and above normal pool elevation. Black Rock Lake is a flood control project. Occasional retention of floodwaters may inundate the recreation area and access road.
The Contractor shall confine its storage area to the limits as designated or approved by the TPOC and shall be responsible for the security of the area. Upon completion of the contract, and at no additional cost to the Government, the Contractor shall remove all equipment and materials, except as otherwise specified, and restore the site to its original condition as approved by the
TPOC.
Trailers, equipment, or materials must not be open to public view, except for those items which are in support of ongoing work on any given day. Do not stockpile materials outside the storage area in preparation for the next day's work. Park mobile equipment, such as tractors, wheeled lifting equipment, cranes, trucks, and similar equipment within the storage area at the end of each workday.
9. Existing Conditions:
a. Black Rock Lake contains several areas where sedimentation has occurred due to upstream development activities and normal flood control operations. Please see attached photos for additional information.
b. Vehicle access to job sites are limited by access gates. Contractor must coordinate access with
TPOC.
c. Sediment storage area is located on Black Rock Lake Government property, a short distance from the lake area.
III. Execution:
1. General
a. It is the Contractor responsibility to furnish and supply personnel with the proper Personal Protective Equipment when and where necessary (for example: hardhats, gloves, eye protection, life jacket).
b. Black Rock Lake is a flood control project; thus work will be completed in coordination with the Contractor during normal pool inflows and lowered pool elevations.
c. The Government will coordinate any lake drawdown with Contractor in advance of sediment removal operations. After coordination occurs, the contractor must be ready to begin work within 2 days of lake drawdown.
2. Sediment Removal
The Contractor shall furnish all labor, equipment, trucking, and supervision needed to remove sediment from Black Rock Lake and transport approximately 1,600yd3 of material to the storage area on Government property, where it will be spread over a field area and seeded (see informational photos).
The operational days will be determined by the Government and agreed upon with the Contractor and are contingent upon any needed lake drawdown and weather.
The Contractor will provide adequate equipment and operators to continuously move sediment to the storage area.
Work shall be performed in a safe manner that protects both workers and the general public from hazards and prevents the release of any contaminants to the environment. All access points shall minimize disturbance to existing vegetation.
The Contractor shall maintain sufficient erosion controls to prevent the sediment from returning to the lake.
On site considerations include pedestrian safety, as Black Rock Lake is an active recreation area.
Pedestrians must be kept a safe distance from the work areas.
3. Storage Site Preparation
Prior to the placement of any material in the storage area, the Contractor shall install appropriate erosion and sediment controls. The erosion and sediment controls shall be removed by the contractor after completion of work and once the site is stabilized, unless biodegradable materials are used.
The Contractor shall conduct periodic inspections of the E&S controls to ensure function and integrity is maintained during the duration of the contract. If the controls are damaged or breached, the Contractor shall immediately repair, reinstall, or add additional controls as necessary.
Area will be seeded with a conservation seed mix containing native species. Mix shall be approved in advance by TPOC and shall not contain invasive species.
4. Clean Up:
Upon completion of work, the Contractor shall clean up the job site to the satisfaction of the Government.
Disturbed areas of fine lawn and other environmentally sensitive areas shall be repaired to the satisfaction of the TPOC.

Section H - Special Contract Requirements
SECURITY REQUIREMENTS:
General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor ("Contractor") and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (eg., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as "RAMs"), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures -this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clauses of this contract, should FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.
