About this file

This is Amendment 0002 to Solicitation W912WJ26QA139, issued by the U.S. Army Corps of Engineers New England District on July 31, 2026. The amendment provides responses to twelve industry questions regarding playground and swing set installation at a government facility in Peterborough, New Hampshire. The solicitation closing date remains August 4, 2026 at 5:00 PM Eastern, and the amendment does not extend the receipt deadline for offers.

Key clarifications include: the Government will prepare a level graveled surface in a designated 40' x 60' playground use area; the Contractor is responsible for supplying borders and landscape fabric (not procured by the Government); excavated soil may be disposed of at a Government-designated location; playground equipment and swing set dimensions are detailed in the Statement of Work appendices; both structures will be installed within the same 40' x 60' area; Engineered Wood Fiber (EWF) shall be used as the playground safety surface per manufacturer specifications; subsurface conditions in the playground area are unknown, though nearby core samples indicate sandy silty till and silty clayey till; if subsurface conditions impede installation, the Contractor must notify the Government for potential contract modification; playground equipment parts have been delivered and inventoried as complete; and concrete footings must be installed at or below the 48-inch frost line per local building codes, with vertical posts set at appropriate heights to accommodate 12 inches of EWF.

SUMMARY OF CHANGES

Section A - Solicitation/Contract Form

The following changes have been made:

Miscellaneous text in this section has been modified to:

REQUEST FOR INFORMATION:

QUESTION 1: Solicitation documents show the project location area and I was wondering if the site will be pre marked?

RESPONSE 1: Please refer to Part 1 General, 4.b.ii. "The Government will General Conditions, prepare a level graveled surface in the area that is designated for the playground and swing set structures."

QUESTION 2: Would the awarded Contractor be allowed to dispose the removed grass/soil at site?

RESPONSE 2: Please refer to Part 4 Execution, 4.g. "The Playground and Swing Set Installation, Contractor shall coordinate with the TPOC to discuss potential placement of any excavated soil, that will not be utilized on Government property at a location designated by the TPOC." Any grass or soil generated and not re-used through the execution of this contract may be disposed of on Government property at a location determined by the TPOC.

QUESTION 3: What are the length and width dimensions of the playground area? We need this to calculate the borders.

RESPONSE 3: Please refer to Part 3.2.a. and Part 4.5.b. Playground Border and ADA Ramp , of the Statement of Work.Border and ADA Ramp Installation

QUESTION 4: Will the playground structure and swing set be in the same area or separated from each other?

RESPONSE 4: The playground structure and swing set shall both be installed within the designated 40' x 60' playground use area.

QUESTION 5: For the loose fill material would you like a quote for Engineered Wood Fiber (EWF) or Rubber Woodchips?

W912WJ26QA1390002

RESPONSE 5: Please refer to Part 3.2.b. and Part 5.b. Safety Surfacing Weed Blocking , of the Statement of Work. Landscape Fabric and Engineered Wood Fiber Installation

QUESTION 6: Please confirm whether any subsurface information is available for the play area --a geotechnical report, boring logs, test pit data, or knowledge of ledge encountered during prior work on or adjacent to the site.

RESPONSE 6: Based on original construction records, coring/test pits were not conducted in the area of the playground site. A core was drilled approximately 140 feet south of the area, on the edge of where the dam crest road currently is, and that core sample showed sandy silty till for the first ten feet followed by silty clayey till for 50 feet. However, the exact subsurface conditions of the playground area is unknown.

QUESTION 7: If ledge is present here, please confirm two things: (1) whether encountering it would be treated as a differing site condition addressed by change order, and (2) whether the drill-and-pin detail would be acceptable in lieu of the specified embedment depth, subject to written approval from the manufacturer and the engineer of record.

RESPONSE 7: (1) If subsurface conditions are found to impede proper installation of playground equipment, the Contractor is responsible for communicating such to the Technical Point of Contact and the Government will determine if a modification to the contract is an appropriate course of action. (2) If the manufacturer of the playground equipment provides written approval to include approval from the engineer of record, a drill and pin process would be acceptable.

QUESTION 8: Under general conditions the solicitation states, "level graveled surface". We do not want gravel in the area and request that the Government does not put gravel down. Please confirm if the Government will refrain from placing gravel?

RESPONSE 8: A level graveled surface has already been constructed as described in the Statement of Work. Please see the additional photos provided in Attachments 26QA139_Amendment 0002 for current conditions.

QUESTION 9: Please confirm if the correct number of playground parts were delivered?

RESPONSE 9: An inventory of the required parts for this model was conducted and all parts appear to be present.

QUESTION 10: Confirming you want the EWF loose fill and NOT compacted?

RESPONSE 10: Please refer to Part 4.6.b. of the Statement of Work Weed Blocking Landscape Fabric and Engineered Wood Fiber Installation. "The Engineered Wood Fiber (EWF) shall be used as the playground safety surface and installed in accordance with the EWF manufacturer's specifications."

QUESTION 11: Under general "b"- The playground equipment and swing set has already been ordered and received. Is this referencing the boarders/fabric only? If not, and the equipment does not fit within the area, how is this handled? We had no part in the design or procurement of the materials.

RESPONSE 11: Borders and Fabric were NOT purchased by the Government, and it is the responsibility of the Contractor to supply those products. The prepared gravel pad is slightly larger than the 40' x 60' dimensions described in this Statement of Work and will allow for proper installation of the border and fabric. The actual use zone of the playground and swing set will fit within the 40' x 60' area. See actual use zone diagrams in Appendix B; page 2 for the playground structure and page 53 for the swing set.

QUESTION 12: Under Playground and swing set installation "d"- digging 48" to install the vertical posts is not manufacturer instructions. The poles would not be tall enough to accommodate accessories/deck heights or the 12" of EWF if we went down that far.

RESPONSE 12: The manufacturer instructions indicate on Page 3 of Appendix B that "Listed footer sizes are general recommendations. Consult your local building codes for specifics for your locations." In Peterborough, NH, the estimated frost line in 48" and for playgrounds with concrete footings, the footings are required to be at or below the frost line. The footing can be 48" deep and the vertical posts can still be set into the concrete at the appropriate height above the existing gravel surface to also accommodate the 12" of EWF. The vertical posts would still be in the concrete footing, as the top of the concrete footing will still be 2" below the gravel grade no matter how deep the footing is. Appropriate bracing shall be used to ensure the vertical posts stay at their intended height while the concrete is curing as described in the Statement of Work and in the manufacturer instructions in Appendix B.
