About this file

This document is Standard Form 30 (SF 30), Amendment 0002 to a federal solicitation issued by the U.S. Army Corps of Engineers (USACE), New England District, Concord, Massachusetts office. The amendment, effective July 28, 2026, provides responses to ten industry questions regarding solicitation W912WJ26QA138, dated July 20, 2026. The solicitation closing date remains July 30, 2026 at 2:00 PM Eastern. Contracting Officer Alicia Lacrosse issued the amendment and can be reached at 978-318-8902 or alicia.n.lacrosse@usace.army.mil.

The amendment addresses clarifications regarding tree removal and debris disposal work at Tully Lake and Birch Hill Dam projects in Massachusetts. Key modifications include: removal of forestry mowing requirements from the scope; clarification that tree quantities are based on a minimum 4-inch diameter at breast height (DBH) rather than 2 inches, with note that a site visit is highly recommended; permission for equipment to deviate from the required 25-foot buffer from fences with prior approval by the Technical Point of Contact; confirmation that burning of brush is not permitted and debris must be chipped or removed offsite; access restrictions noting the exterior gates close for snowmobile season beginning the third Monday in December with access to be coordinated after December 21, 2026; restriction on adding gravel in the Birch Hill Dam Weir inundation area; and limitations on landing areas in the Outlet Fence Area field to maintain it as a fire-managed habitat and Massachusetts Pheasant Stocking Site, with pheasant season running October 16 through December 31, 2026 and deer season closure beginning November 30, 2026. All other terms and conditions of the original solicitation remain unchanged.

SUMMARY OF CHANGES

Solicitation/Contract Form Continuation

The following changes have been made:

Miscellaneous text in this section has been modified to:

REQUEST FOR INFORMATION:

QUESTION 1: While about 5% to 15% of the trees are large and will require traditional felling, much of the site appears suitable for a forestry mulcher. However, the solicitation indicates an offsite disposal requirement at Birch Hill. Could you clarify if using a forestry mulcher to process the wood would allow the material to remain on-site, or if all debris must be removed?

RESPONSE 1: Please refer to Part 2.5.f. of the Performance Work Statement, which states, "At Tully Lake wood chips may be broadcasted into the adjacent wooded areas where possible or brought off site. At Birch Hill Dam all debris shall be taken offsite including logs, chips, and brush."

If a Contractor chooses to use a forestry mulcher at Birch Hill Dam to process the wood, all woody material, including chips, are still required to be removed off site.

QUESTION 2: Forestry mowing scope: the PWS's opening Scope paragraph (I.1) states the contractor must "perform forestry mowing at the Birch Hill Dam Project," but no acreage, frequency, equipment specification, or separate priced line item appears anywhere else in the solicitation. Please confirm whether this work is included within CLIN 0001's lump-sum price, and provide the specific scope/acreage/frequency for this task.

RESPONSE 2: This requirement has been removed. Please see the revised Performance Work Statement.

QUESTION 3: Minimum DBH scope: the PWS's general Part II execution clause states trees "from two (2") inches DBH and above" are in scope, while every site-specific area description states ranges beginning at 4" DBH. Please confirm whether the ~1,410-tree total already includes 2"-4" DBH stems, or whether additional smaller-diameter material is implied beyond that count.

RESPONSE 3: The estimated quantities are based on a minimum DBH of 4 inches. The Performance Work Statement has been revised to remove the 2 inch minimum. Vendors should note that tree quantities are approximate, and a site visit is highly recommended to gauge the full scope of work.

QUESTION 4: Can equipment mobilize outside of the 25' buffer from the fence and take paths further away from the fence to avoid bedrock and unsafe working conditions?

W912WJ26QA1380002

RESPONSE 4: Deviations in the 25' buffer from the fence may be permitted with prior approval by the Technical Point of Contact to improve safety and efficiency including around the bedrock outcrop on the south side of the Tully Lake Spillway area. An additional access point from the south end of the Birch Hill Dam Outflow fence from the existing access road in the field may also be permitted. One path of access may be permitted from the Tully Lake project office parking lot through the already cleared area to the north end of the northern spillway fence buffer area through the disc golf course. All equipment pathways and access points must be approved by the Technical Point of Contact prior to equipment mobilization.

QUESTION 5: Are there alternative access points to the Birch Hill Dam Spillway Weir Clearing Area?

RESPONSE 5: Access to the Spillway Weir Clearing Area is via River Road to Swamp Road in Royalston. Due to a lease with MassDCR and the snowmobile use, access via the Denison Day Use area is not permitted.

QUESTION 6: Is the Disc Golf Course active during the Period of Performance?

RESPONSE 6: Yes, USACE will work with the course volunteers to remove the disc golf baskets from the holes along the work area and advertise the scheduled tree work times to discourage use, but the area is heavily utilized by the public.

QUESTION 7: Can brush be burned on site?

RESPONSE 7: No, burning is not permitted. Per the solicitation, "Tree Debris shall be chipped or removed off site".

QUESTION 8: Are there access limitations to the sites?

RESPONSE 8: At Birch Hill Dam, the exterior gates are closed the 3rd Monday in December and the area is opened to snowmobile access. Access through the gates will be permitted and coordinated with the TPOC after 21 DEC 2026. Roads are not plowed beyond the exterior gate.

Contractors shall be prepared to move snow to access clearing sites should conditions require.

Additionally, at Birch Hill Dam, the Spillway Weir Clearing Area (map 4) is in the inundation area.

Access may be restricted due to high water events due to weather and flooding issues outside USACE control.

QUESTION 9: Is it permissible to add structural gravel to support the equipment?

RESPONSE 9: Adding structural gravel in the outlet fence area at Birch Hill Dam or Tully Lake spillway areas is permissible as long as there are no wetlands impacted and best management practices are followed. Grading of the existing on-site materials is also permitted. At the Birch Hill Dam Weir Area, adding gravel material is NOT permitted as this is a flood inundation area.

Grading existing soils from within the cut area to establish a landing and support operation is permissible as long as there are no wetlands impacted and best management practices and industry standards are followed.

QUESTION 10: In the Birch Hill Dam Outlet Fence Area, can the cleared area by the access road be used as a landing for processing?

RESPONSE 10: The wooded cart/spillway access road, can be used for access and trees can be cleared, if needed to permit access, however that road needs to be restored to current conditions once tree work is completed. The east end of the field at the bottom of the hill along the access road can be used as a landing for processing in as small a footprint as reasonably practicable.

Trees can be removed around the edge of the field if needed to expand the area. The bulk of the field west of the access road needs to be maintained as an open field. Any potential landing areas in the field need to be restored to their prework condition as this is a fire managed habitat area.

Chips and debris cannot be left on site. Birch Hill Dam is a Massachusetts Pheasant Stocking Site for hunting and that field is one of the stocking sites. Pheasant season begins 16 Oct 2026 and continues through 31 DEC 2026; stocking activities end the week before Thanksgiving and is closed for the shotgun deer season which starts 30 NOV 2026.
