11. Existing Conditions:

a. Thomaston Dam Crest Road

The dam crest road measures approximately 2,000' in length and is divided into two sections, separated by a concrete spillway channel bridge. The average width of the road measures 18.5' and includes a small turnaround area measuring approximately 3,400ft2. The majority of the dam crest road has a wire guardrail, except for a steel guardrail section which measures approximately 100' in length in the roundabout on the northwest end. Refer to Informational Photos attachment for layout of the work area. Large cracks and voids have formed on the pavement. Some measure greater than 1" in separation. Approximately 1,000 linear feet of cracks exist on the dam crest road which will require repairs prior to seal coating. The dam crest road was last chip sealed approximately twelve years ago.

Dam crest road can be closed off for use starting at the gate (see Informational Photos), so some means of closure will be necessary between Hill Road and the dam crest road gate.

12. Products:

a. Hot Pour Crack Filler

i. Must conform to ASTM D6690 Type II, ASTM D3405, AASHTO M324 Type II & AASHTO M301 requirements.

ii. Hot applied oil jacketed crack filler

iii. Must be tested to withstand temperatures below 0(d) F after curing.

b. Asphalt Mortar

i. Epoxy-based asphalt overlay mortar

ii. Aggregate size: 1/4" and smaller

c. Asphalt Emulsion Sealer

i. Water-based asphalt emulsion sealant

ii. Color: Flat black

iii. Must be tested to withstand temperatures below 0(d) F after curing.

Note: The Contractor is responsible for ensuring that the sealant permanently bonds to the repair mortar. All products used must be compatible with each other to prevent material failure or delamination.

III. EXECUTION:

Installation of products and execution of work shall occur in accordance with the Statement of Work and all local, state, and federal requirements. The Contractor is responsible for ensuring that all surfaces are prepared according to manufacturer's specifications before all products are applied. No products shall be applied if site conditions including humidity, temperature, or other factors are not within the manufacturer's specified ranges.

1. Dam Crest Road

a. Clear and repair all cracks along Dam Crest Road.

i. The Contractor shall remove all old sealant from cracks and voids by means of mechanical crack routing.

ii. The Contractor shall clear all cracks and voids of all loose particulates, or to a depth of 3" in places where the pavement has entirely split, by means of either high-pressure water or high-pressure air to ensure adhesion of new material.

iii. The Contractor shall fill all cracks and voids measuring more than 1" in separation and/or 1" in depth with asphalt mortar and compact newly added material.

iv. After newly added asphalt mortar has completely cured, the Contractor shall use a hot air lance to remove moisture and melt residual sealant before applying asphalt sealer atop all cracks and voids that were filled with new material.

v. The work area is a common path for pedestrians and vehicles. Although the dam road vehicle access gate can be closed by staff, the Contractor will be required to post signage, traffic cones, or some other visual aid to alert visitors to the application. Signage is required to remain onsite until the sealer has fully cured, at which point the Contractor is required to remove the visual aid.

vi. Hot pour crack filler and asphalt mortar will not be applied if conditions do not meet the manufacturer's specifications including humidity, temperature, or other factors. Project staff may postpone application of hot pour crack filler if weather reports are not within manufacturer's required ranges.

b. Prepare the entire asphalt surface and apply an asphalt emulsion sealer. The sealant must be smooth and of uniform consistency after fully curing.

i. The Contractor is responsible for reclaiming the edge of the paved surface. Years of dirt and debris may have pushed the exposed edges inwards.

ii. During the application of asphalt emulsion sealer, the Contractor is responsible for deploying signage and traffic cones along the perimeter of the work area as a visual indicator to the public, particularly at the intersection of Hill Rd and the dam crest road and at the bottom of the pedestrian staircase from Vista parking area.

iii. All signage and traffic cones must remain in place for the entire cure time as listed in the manufacturer's specifications.

In addition to the changes otherwise authorized by the changes clauses of this contract, should FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

Suspicious Activity Reporting training (e.g. iWATCH, CorpsWatch, or See Something, Say Something): All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. Section I - Contract Clauses

UAI 5152.249-9000 Basis for Settlement of Proposals

Actual costs will be used to determine equipment costs for a settlement proposal submitted on the total cost basis under Federal Acquisition Regulation (FAR) 49.206-2(b). In evaluating a termination settlement proposal using total cost basis, the following principles will be applied to determine allowable equipment costs.

(a) Actual costs for each piece of equipment, or groups of similar serial or series equipment, need not be available in the contractor's accounting records to determine total actual equipment costs.

(b) If equipment costs have been allocated to a contract using predetermined rates, those charges will be adjusted to actual costs.

(c) Recorded job costs adjusted for unallowable expenses will be used to determine equipment operating expenses.

(d) Ownership costs (depreciation) will be determined using the contractor's depreciation schedule (subject to the provisions of Federal Acquisition Regulation (FAR) 31.205-11).

(e) License, taxes, storage and insurance costs are normally recovered as an indirect expense and unless the contractor charges these costs directly to contracts, they will be recovered through the indirect expense rate.
