About this file
This is Amendment 0003 to Solicitation W912WJ26QA045, issued by the W2SD ENDIST New England KO Contracting Division on February 27, 2026. The amendment extends the solicitation closing date to March 3, 2026 at 2:00 PM Eastern and provides responses to four industry questions submitted during the pre-award phase.
The Government clarified that contractors are responsible for providing all water needed for the contract, as no potable or non-potable water access will be provided at the site. Treatment areas throughout the contract scope may restrict full-size vehicle access, with accessibility determined by vehicle capability and environmental conditions based on roads and trails outlined in provided maps. The Government confirmed that the knotweed treatment protocol is fixed as specified in the performance work statement using cut, spot, and foliar spray methods, and will not accept alternative treatment methodologies. Additionally, the Government will not provide GIS shapefile data to the awarded contractor. All other terms and conditions of the solicitation remain unchanged.

Miscellaneous text in this section has been added to:
QUESTION 1: It says there is no access to potable water at the contract site, but is there access to non-potable water to allow us to dilute the herbicide? I know we aren't allowed to pull water from waterbodies, but I wasn't sure if there was a spigot at the office that contractors could have access to?
RESPONSE 1: The Government will not be providing access to potable or non-potable water.
The Contractor is responsible for providing any water needed.
QUESTION 2: It says that there may be treatment areas that do not allow access by full-size vehicles, can you confirm if this only applies to the options or if this is relevant for the core 106 acres?
RESPONSE 2: Treatment areas that would not allow access to full size vehicles would be throughout all treatment areas. Roads and trails are outlined in the maps. Vehicle size, ability and environmental conditions will determine accessibility.
QUESTION 3: Is the knotweed protocol set? We've developed a method that uses less herbicide and has a more effective kill rate.
RESPONSE 3: The knotweed protocol is outlined in the performance work statement. We are not looking to change the scope to include other methods than what is specified as cut, then spot & foliar spray treatment method.
QUESTION 4: Will GIS shapefile data be provided to the awarded Contractor?
RESPONSE 4: No, the Government will not be providing any GIS shapefile data to the awarded Contractor.
