About this file

This document is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract for solicitation W912WJ26QA027, issued by the US Army Corps of Engineers New England District. The amendment extends the response due date from January 9, 2026 to January 12, 2026 at 2:00 PM Eastern and includes responses to two industry questions regarding rope access certification requirements.

The first question sought clarification on whether various safety and rigging certifications would qualify as Rope Access certification. The government response indicated that a formal Rope Access certification through an accredited IRATA or SPRAT provider is required, with specific levels (I, II, and III) having different training and experience requirements. The second question confirmed that subcontracting to a certified rope access firm is acceptable, provided all persons performing rope access work meet the specific requirements outlined in the EM 385-1-1 manual, including role-specific qualifications and additional work requirements such as having a NH Pesticide Applicator's License when applying herbicides.

REQUEST FOR INFORMATION

Question 1: The solicitation indicates that a Rope Access Cert is needed to conduct this work, specifically ANSI Z459.1,ISO 22846-2, or ASTM E2505. Would the following certifications qualify a person to be a Qualified Person/Competent Person:

Basic Rigging Awareness

Competent Rigger

Advanced Rigging

Qualified Persons

Fall Protections

Ladder Safety

Competent Climber/Rescuer

NWSA TT1

Response 1: Rope Access certification is required if the method of performing work requires the certification. During the solicitation phase, the Government cannot review potential Contractor qualifications and make a definitive determination on whether or not training meets criteria. However, interested vendors should review US Army Corps of Engineers Health and Safety Manual EM-385-1-1 Chapter 23 for personnel required qualification/training to meet Rope Access personnel roles. Becoming Rope Access certified is achieved through a formal training process, typically with an accredited IRATA or SPRAT provider. The various levels (I, II, and III) each have different requirements of training, or training and experience, or training, experience, and logged hours. Various certifications as those described above would not meet the Rope Access certification requirements as required by EM 385-1-1.

Question 2: Can you confirm that subcontracting to a certified rope access firm is acceptable provided all EM 385-1-1 requirements are met?

Response 2: Subcontracting to a certified rope access firm is acceptable, however, all persons performing rope access work shall meet the requirements as stated in EM 385-1-1 applicable to the job they are performing (Rope Access Supervisor/Qualified Person, Lead Technician /Competent Person, Technician/Authorized Technician). In addition, all other requirements for work remain in effect, including but not limited to, application of herbicides by personnel with a NH Pesticide Applicator's License.
