Question 1: The SOW states that existing cracks and voids are up to 1" wide and 1" deep, but the execution section specifies filling only cracks and voids greater than 1-1/2" wide or 1-1/2" deep. Were the estimated crack lengths in the SOW based on 1" wide x 1" deep, or 1-1/2" wide x 1-1/2" deep?

Response 1: In accordance with the SOW, all cracks and voids measuring greater than 1-1/2" wide or 1-1 /2" deep must be filled prior to seal coating. Cracks and voids of smaller dimensions do not require filling prior to seal coating. The estimated crack lengths in the SOW were based off the total measurements of all cracks small and large in dimension. Measurements may be self-performed on the site as the areas are open to the public. Interested vendors are responsible for confirming measurements.

Question 2: For seal coating, is the requirement one coat or two coats?

Response 2: The Contractor is responsible for delivering a final product that will withstand traffic flow for each service location. The Contractor shall determine their application of seal coating dependent on their product. Refer to the Products section for product requirements.

W912WJ26QA0170003

Question 3: Is mastic asphalt an acceptable product for filling cracks and voids?

Response 3: The Contractor can use any product so long as it meets the requirements included in the SOW. Refer to the Products section for product requirements.

Question 4: Some site visit attendees noted a discrepancy in their measurements of linear feet and those stated in the SOW.

Response 4: The measurements provided for existing conditions in the SOW are approximations based on USACE's measurements of existing site conditions. Vendors are responsible for any final measurements necessary for providing a quote.

Question 5: The scope states 218 parking spots but there are 228. Is the number to change?

Response 5: The Statement of Work will be revised to correct the number of parking spots to 228.

Question 6: Is every job supposed to be under $35,000 value or is everything in totality supposed to be under $35,000?

Response 6: Section I has been revised into include UAI 5152.249-9000 Basis of Settlement of Proposals and 52.003-4015 Magnitude of Construction. The anticipated magnitude of construction is between $100,000 and $250,000. The information in the Instructions to Vendors which references the bonding threshold of $35,000 is included for information purposes only on the types of bonding required. Bond requirements are based on the total awarded value of the Purchase Order.

Question 7: The Statement of Work mentions an aggregate stone for filling cracks that are 1/4" in dimension, for sealing cracks, typically that stone wouldn't be used. Is the Contractor required to adhere to this requirement?

Response 7: The Contractor shall execute work in full accordance with the requirements of the Statement of Work.

Question 8: At the lake office, will any striping be required parallel to the office or is it just the visitor lot?

Response 8: The Contractor is responsible only for striping in the Visitor Lot section of the Buffumville Lake Office Parking Lot. Refer to Figure 5 of the attachments. The Contractor is not required to repaint the existing striping found under the solar carport, located directly across from the office building.

Question 9: Can you please confirm whether the posted magnitude range of $100,000-$250,000 is the standard range assigned for this requirement, and whether proposals may be submitted outside of that range?

Response 9: The magnitude of construction for this specific project is between $100,000 and $250,000. Quotes may be submitted outside of this range.
