Park mobile equipment, such as tractors, wheeled lifting equipment, cranes, trucks, and like equipment within the storage area at the end of each workday.

III. Execution:

a. General:

i. Provide all equipment, materials, labor, and transportation necessary to provide snow removal and sand/salt mix services. The snow removal services include four separate tasks at three project areas for four different storm events.

ii. The services include Snow Plowing, Shoveling, Sanding and Salting, and Maintenance Plowing. The services shall be performed at the Hop Brook Lake Project Office, Hop Brook Lake Off-Season Parking Lot, Hop Brook Lake Main Entrance Road and Fee Booth Parking Lot and the Naugatuck River Basin Office as shown in Maps 1-4. The services shall include storms that are "1-inch to 6-inches", "6-inches to 12- inches", "12-inches to 24-inches" and "Greater than 24-inches". Contractor's work and responsibility shall include, but not be limited to, all job planning, programming, scheduling, administration, inspection, personnel, equipment, vehicles, fuel, materials, supplies, supervision, and quality control necessary to perform the various services required herein.

b. Materials and Supplies:

The following materials shall be provided by Contractor:

i. Sand/Salt mix (for plowed areas). Note - Mixture will have a maximum salt content of 20%.

ii. Walkway salt (pet, concrete, and turf friendly).

iii. Warming device to thaw frozen locks (small hand torch recommended).

iv. The Contractor shall submit Safety Data Sheet for each chemical or product proposed for use. All products will be reviewed as a submittal and accepted by the Technical Point of Contact.

c. Equipment:

i. The Contractor is required to have equipment sufficient to plow snow and to sand. The equipment should be able to handle heavy snow loads from normal falling snow, ice, rain, and drifted snow. The equipment should be able to broadcast the snow to avoid encroaching snowbanks.

ii. The minimum equipment shall include

1. 3/4 ton minimum four-wheel drive truck.

2. Minimum 7-foot plow equipped with four-way angling capabilities.

3. A sander with a minimum one-yard capacity.

d. Site Access:

i. The Contractor will be provided a key for access to the Hop Brook Lake Project Office gates, Hop Brook Lake Off-Season Parking Lot gates, Hop Brook Lake Main Entrance gate and the Naugatuck River Basin Office gate.

ii. If the Contractor is required to unlock and open a gate to plow, then the Contractor will be required to secure the gate when the plowing is completed, unless project personnel are present.

iii. The Contractor may have to use a warming device (hand torch) to thaw frozen locks to gain access to areas in this contract.

iv. Upon the completion of this contract, the Contractor will return the keys to the project staff before final payment is made.

e. Snow Plowing

i. Snow plowing will be required after accumulation of two (2) inches or more of snow, or upon notification by project staff.

ii. Snow will be pushed and stored in the designated areas shown on Maps 1-4.

iii. The Contractor will make sure to safely push back all banks along roadways and entry points to maintain easy access. All access shall be a minimum of sixteen (16) feet in width.

iv. In addition to morning plowing, plowing will also be performed on weekends, holidays, and after normal working hours during the week to maintain access during storm events.

f. Shoveling

i. Snow shoveling will be required after accumulation of two (2) inches or more of snow, or upon notification by project staff.

ii. Snow shoveling will take place in front of all buildings and entry points (doors), all garage bays, all sidewalks/walkways and in front of all heating fuel fill points as shown on Maps 1 and 4.

iii. Areas to be shoveled shall be clear to the existing pavement, concrete, or wood decking surface. If the areas are icy upon completion of shoveling, walkway salt/ice melt shall be spread in an appropriate amount to melt existing ice and prevent additional icing or hazardous conditions.

iv. Snow may not be placed against any building.

v. The flagpole area of the Hop Brook Lake Project Office shall only be shoveled. Plow equipment may not be used on the concrete surround of the flagpole.

vi. In addition to morning shoveling, shoveling will also be performed on weekends, holidays, and after normal working hours during the week to maintain access during storm events.

g. Sanding and Salting

i. In the event that roadways and parking areas become icy or hazardous, the Contractor shall spread an appropriate and adequate amount of sand/salt mixture over plowed areas, upon confirmation from the Technical Point of Contact.

ii. In the event that any of the shoveled areas become icy or hazardous, the Contractor shall apply an appropriate and adequate amount of pet/concrete safe ice melt to all shoveled areas.

iii. The project staff may request additional sanding and salting as conditions require.

iv. Sanding and salting will also be performed on weekends, holidays, and after normal working hours during the week if necessary.

h. Maintenance Plowing and Shoveling:

i. "Maintenance Plowing and Shoveling" may occur every two inches as deemed necessary by Project Staff, to avoid hazardous conditions.

Maintenance Plowing and Shoveling is at the discretion of Project Staff, not the Contractor.

ii. "Maintenance Plowing and Shoveling" shall include all plowing and shoveling services at both the Hop Brook Lake Project Office, Hop Brook Lake Off-Season Parking Lot, Hop Brook Lake Main Entrance Road and Fee Booth Parking Lot and the Naugatuck River Basin Office.

i. Storm Events

i. 1 inch to 6-inches - Storm events total less than six (6) inches.

ii. 6-inches to 12-inches - Storm events of at least six (6) inches and up to (and including) twelve (12) inches.

iii. 12-inches to 24-inches - Storm events of at least twelve (12) inches and up to (and including) twenty-four (24) inches.

iv. Greater than 24-inches - Storm events in excess of twenty-four (24) inches.

* Snowfall Totals - The Hop Brook Lake staff will determine snowfall totals by measuring snowfall at the Hop Brook Lake Project Office. In the event of a large storm, the Contractor may need to plow several times during the storm event to keep service areas open and accessible. Payment for the storm event activities will be based on the snowfall totals.
