The density shall not be less than ninety-five percent (95%) of the maximum density in accordance with ASTM D 1557.

3. Wearing Course Pavement:

a. General -

i. The base course shall be prepared as specified herein prior to placement of any materials. No wearing course shall be placed on a surface of the base course that has been degraded due to weather. Do not apply wearing course materials if the base course material is frozen, wet, or damp.

ii. Cutting of existing pavement shall be done one (1') foot in all directions from the edge of the pothole and manhole covers. Each manhole cover is forty (40") inches in diameter.

iii. The asphalt paving equipment, weather limitations, job mix formula, mixing, construction methods, compaction, finishing, tolerance, and protection shall conform to the requirements of the appropriate sections of the VTrans Standard Specifications for the type of material specified.

iv. The surface of the completed pavement shall conform to the elevations, grades, and crowning of the existing parking lot and sidewalk with a tolerance of plus or minus one half inch (0.5"). Compacted depth is to be flush with existing pavement.

b. Placing Bituminous Concrete Pavement -

i. The base course shall be prepared and compacted to the density specified herein and that the grades and elevations of base course are correct.

ii. Unless otherwise directed, wearing course shall not be placed when the air temperature is below 40 degrees F.

iii. Bituminous concrete pavement shall be constructed in accordance with the specified construction methods of Section 406 of VTrans Standard Specifications.

iv. Prior to placing the wearing course, verify that the binder course is compacted to the specified thickness and density.

v. Place the binder course in one (1) two inch (2")-thick layer and wearing course in one (1) one and a half (1-1/2")-thick layer. The thicknesses shall not be less than indicated after compaction. The density of the completed pavement shall conform to the requirements stated herein.

vi. Prior to placing the wearing course, verify that the binder course is compacted to the specified thickness and density.

vii. Prior to placement of wearing course, a tack coat shall be applied to the surface of the new binder course. The tack coat shall be applied at a uniform rate of approximately 0.05 gallons per square yard.

The binder course shall be cleaned of all foreign matter and loose material and shall be dry prior to placing the tack coat. The temperature of the emulsion shall range between 75 degrees F and 130 degrees F at the time of application. The application shall be made just prior to placement of the wearing course and shall progress sufficiently ahead of the paving so that the surface of the binder course remains "tacky." Tack coat shall not be applied when weather conditions would prevent the proper application and curing of the tack coat. The tack coat shall be uniformly applied with an approved applicator. An emulsifier will be used.

c. Junction of Wearing Course with Existing Pavement -

i. The existing asphalt pavement at the start and end of work shall be saw cut to provide a near vertical surface and straight lines to the full depth of the existing asphalt pavement.

ii. The joint between the new and existing asphalt pavement shall be made to conform with Section 406.09(d) of the VTrans Standard Specifications.

iii. All edges of the existing pavement shall be coated with tack coat material prior to placement of any new wearing course.

d. Correcting Deficient Areas -

i. Mixtures that become contaminated or are defective shall be removed to the full thickness of the course.

ii. Edges of the area to be removed shall be cut so that sides are perpendicular and parallel to the direction of traffic and so that the edges are vertical.

iii. Edges shall be sprayed with tack coat. Fresh paving mixture shall be placed in the excavated areas in sufficient quantity so that the finished surface will conform to the lines and grade, and smoothness requirements.

iv. Asphalt paving mixture shall be compacted to the density specified herein. Skim patching of an area that has been rolled is not permitted.

4. Final Products -

a. Recreation Area Bathroom Walkway - The completed asphalt walkway shall feature:

i. A straight, rectangular section of asphalt walkway that runs from the handicap parking spaces located in the upper parking lot of the North Hartland Lake Recreation Area to the bathroom.

ii. Dimensions of new asphalt walkway shall be approximately eighty-four (84) feet long and five and a half (5.5) feet wide.

iii. New walkway will be void of any cracks, splits, gouges, humps, or depressions. Walkway will be graded in order to pitch water away from existing bathroom.

b. Ranger Station Manhole Covers -

i. Cutting of existing pavement shall be done one (1') foot in all directions from the edge of the manhole covers. Each manhole cover is forty (40") inches in diameter.

ii. The new pavement surrounding each manhole will be a half (0.5") inch proud following compaction.

No pavement should cover or otherwise prevent the manhole covers from being accessed.

c. Visitor Center Pothole Repair - The completed work at the Visitor Center will feature:

i. Cutting of existing pavement shall be done one (1') foot in all directions from the edge of the potholes.

ii. All potholes within the approximate pothole area of forty-four feet (44') long and three feet (3') wide shall be repaired. New asphalt shall match existing grades with existing parking lot.

d. Parking Lot Restriping - The complete work at the Visitor Center will feature:

i. All forty-two (42) parking lines shall be repainted using like color. All three (3) handicap parking symbols will be repainted using like color.

ii. All four (4) directional arrows will be repainted using like color and show traffic direction from West to East.

iii. All symbols and lines shall match the scale of the existing symbols and lines.

5. Final Clean-up -

a. Remove all debris, rubbish, and excess material from the work areas.

b. All excess gravel and earthen materials removed during excavation will be moved by the Contractor to a location offsite.
