About this file

This document is a Standard Form 30 Amendment to Solicitation W912WJ25QA053, issued by the U.S. Army Corps of Engineers New England District, addressing an Intrusion Detection System (IDS) replacement project at Franklin Falls Dam and Blackwater Dam in New Hampshire. The amendment provides responses to two industry questions regarding the solicitation: first, clarifying that existing conduits can be reused if they are serviceable and meet code requirements, and second, confirming that combo panels are acceptable under specific regulatory guidelines (AR 190-51, UL standards, and NFPA 72) without requiring a separate waiver. The solicitation remains unchanged, with the closing date maintained as July 30, 2025 at 5:00 PM Eastern, and the project is set aside for small businesses with a NAICS code of 238210 and a size standard of $19 million.

REQUEST FOR INFORMATION:

Question 1: Would you consider clarifying the Request for Quotations by revising language to state that "existing conduits to be reused and pathways between buildings is sufficient for install and serviceable"?

Response 1: The Statement of Work states in "Products" and "Execution" that existing EMT or FMC may be re-used providing that all existing wire is removed, that it is serviceable, and it still meets all appropriate code requirement. It is the awarded Contractor's responsibility to ensure that any EMT or FMC that is reused can meet these conditions. If not, per the solicitation, these shall be removed and replaced.

Questions 2: Can you verify that the Corps of Engineers has a waiver on file for the use of combo panels? to meet current Federal code requirements and for future upgrades or extensions, it is recommended that each system have its own panel.

Response 2: A waiver is not required as these sites are classified as Civil Works and Lake Project Resources, which fall under the guidance of AR 190-51. AR 190-51 requires central monitoring to be in accordance with UFGS 28 20 02, Central Monitoring Services for Electronic Security Systems, which in turn requires UL 827, Central-Station Alarm Services, & UL 1981, Standard for Central-Station Automation Systems, compliance as well as UL 2050, National Industrial Security Systems.

Additionally, NFPA 72 provides a framework for integrating fire alarm systems with other building systems to enhance safety and operational efficiency, while also ensuring that the fire alarm system's critical functions are not compromised.

Therefore, there is no change to the requirements and the systems shall be installed as specified in the Statement of Work.
