About this file

This document is a Standard Form 30 Amendment to Solicitation W912WJ25QA018 for a storage building construction project at Buffumville Lake in Charlton, Massachusetts. The amendment provides responses to eight industry questions and announces an additional site visit on May 5, 2025, at 9:00 AM Eastern. Key technical details include: the building will be an unheated, uninhabited storage space approximately 40' wide by 50' long, located in Climate Zone 5, requiring R-13 insulation for walls and ceiling. The project involves constructing a pre-engineered truss metal building with a single-phase 200A electrical feed, twelve outlets, and additional electrical conduit work to connect to the main distribution panel.

The solicitation is set aside for small businesses under NAICS code 236220 with a size standard of $45 million, with a construction value between $100,000 and $250,000. The contract requires an active SAM.gov registration, and vendors must comply with the National Electrical Code during installation. Two site visit attendee lists are included, featuring representatives from various construction companies and the U.S. Army Corps of Engineers. The solicitation closing remains May 13, 2025, at 5:00 PM Eastern, with all other terms and conditions remaining unchanged.

Section A - Solicitation/Contract Form

The following changes have been made:

Miscellaneous text in this section has been modified to:

REQUEST FOR INFORMATION

QUESTION 1: What is the purpose of the building, and will it be heated? Depending on those factors, the insulation values called out in the contract might contradict the Massachusetts State Building Code 780 CMR which is also called out.

RESPONSE 1: According to 780 CMR 25.210, combined with the allowances for metal building construction, the insulation values specifically called out for the walls and ceiling do not contradict Massachusetts State Building Code 780 CMR. The building will be an unheated space and uninhabited, intended solely for storage. Combined with being located in Climate Zone 5, the minimum R-value mandated by the state is R-13 for the walls and ceiling.

QUESTION 2: It was noted during the formal site visit that the existing electrical conduit which will be used to feed power to the storage building is not entirely connected to the main panel within the Buffumville office. How will this be addressed?

RESPONSE 2: The Statement of Work has been revised to include additional work to extend the existing 2" electric metallic tubing (EMT) conduit stub out to the main distribution panel in the project office.

Please refer to the revised Statement of Work and revised Attachments for additional information.

QUESTION 3: Would the Government be willing to provide photos & location of the existing main distribution panel?

RESPONSE 3: Please see the revised Attachments for additional photos.

QUESTION 4: Will an additional formal site visit be scheduled?

RESPONSE 4: Yes, an additional site visit has been scheduled for Monday, May 5, 2025 at 9:00 AM Eastern at 48 Old Oxford Road, Charlton, MA 01507.

QUESTION 5: Are there benchmark elevations on property?

RESPONSE 5: Please refer to the Statement of Work section 16.a.ii Execution, "The Contractor is responsible for all layout and field engineering required for the completion of this project. The Government will not provide any survey services."

QUESTION 6: Would you accept an engineered wood framed and wood trussed building?

RESPONSE 6: No, as specified in the Statement of Work, the building shall be a pre-engineered truss metal building.

W912WJ25QA0180003

QUESTION 7: The 200A feed to the new building, is this Single phase or Three Phase?

RESPONSE 7: The main distribution panel in the office is fed by Three phase power. From there, the 200A feed to the new building shall be Single phase.

QUESTION 8: The twelve (12) outlets in the new building. How many separate 20A circuits supplying them?

RESPONSE 8: Outlets located on the same wall may be tied to the same circuit, however it is the Contractor's responsibility to ensure that the number of circuits and amount of outlets tied to them comply with the National Electrical Code in service at the time of installation. This information must be provided during pre-approval of the outlet locations from the Technical Point of Contact.
