About this file
This is an Amendment (Modification 0003) to Solicitation W912WJ25Q0055 for Janitorial Services issued by the U.S. Army Corps of Engineers New England District. The amendment provides responses to seven vendor questions regarding the solicitation, clarifying key details about the contract opportunity. Key clarifications include confirmation that the previous contract was awarded to Cerullo, Mary for $154,791.80, specification that emergency cleaning pricing must be included in the bid schedule, and affirmation that service frequencies are fixed (two days per week for locations under 3,000 sq. ft. and three days per week for locations over 3,000 sq. ft.).
The amendment reinforces that vendors must have an active SAM.gov registration, are responsible for reviewing all previous amendments, and should carefully review solicitation instructions for bid schedule completion. The closing date remains March 19, 2025 at 2:00 PM Eastern, and all other terms and conditions of the original solicitation remain unchanged. The procurement is set aside for small businesses under NAICS code 561720 with a $22 million size standard, covering janitorial services for 11 recruiting center locations in Massachusetts and Rhode Island.

SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
REQUEST FOR INFORMATION
QUESTION 1: Who was the previously awarded Contractor and what was the previous award amount?
RESPONSE 1: Previous contract was awarded to Cerullo, Mary in the amount of $154,791.80. Interested vendors are advised that scope may differ. No additional information is provided regarding previous award(s).
QUESTION 2: Is the price for the emergency cleaning to be factored into the total price? Should vendors include just one emergency cleaning?
RESPONSE 2: In order for a quote to be deemed responsive, unit pricing shall be included for all items on the Bid Schedule. This includes the one (1) emergency cleaning requested for all locations. When the unit price for emergency cleaning is included in the appropriate column of the Bid Schedule, the price factors into the total price.
Interested vendors are encouraged to review 17. Payment as included in the solicitation. Payment is for actual number of services performed at the contracted unit price. Payment is not based on the total value for a location divided by 12 months per a monthly rate. Therefore, if an emergency cleaning is performed, the awarded Contractor will be paid for such at the rate awarded in the Bid Schedule.
QUESTION 3: The solicitation specifies different service schedules (two days per week for some locations, three days per week for others). Can you confirm whether the service frequencies are flexible, or must they be strictly adhered to as outlined in the solicitation?
RESPONSE 3: The frequency as specified per location is fixed. Services are to be provided two (2) days a week for locations less than 3,000 sq. ft. and three (3) days per week for locations greater than 3,000 sq. ft. There shall be no changes to the service frequencies as specified in the solicitation.
QUESTION 4: It is noted that all vendors must have an active SAM.gov registration at the time of submission. Are there any other specific submission instructions or documents required beyond the standard proposal and the Bid Schedule?
RESPONSE 4: The requirements for submission of a quotation are included in the solicitation.
QUESTION 5: There were amendments to the solicitation (W912WJ25Q0055-0001 and W912WJ25Q0055-0002).
Are there any significant changes in these amendments that contractors need to be particularly aware of before submitting their proposals?
RESPONSE 5: Vendors are responsible for reviewing all amendments, acknowledging amendments, and compliance with any information included in amendments.
QUESTION 6: Regarding the revised Bid Schedule document, could you confirm if there are any special instructions for completing and submitting the form, apart from filling in the required details?
RESPONSE 6: Instructions for completing Bid Schedules are included in the Instructions to Vendors section of the solicitation as well as the “Bid Schedule” section of the solicitation. Interested vendors are responsible for reviewing this information and assuring their submissions comply with requirements.
W912WJ25Q0055
QUESTION 7: Are site visits or inspections required prior to submission, or is the information provided in the solicitation sufficient to assess the scope of work and submit a bid?
RESPONSE 7: Information on site visits is provided in the solicitation. Site visits are not required prior to submission of a quote, however, failure to conduct a site visit is not grounds for a modification to an awarded Purchase Order for failure to confirm all existing site conditions prior to quote submission. The Government will not provide a response as to whether information included in the solcitation is sufficient to assess scope of work.
Vendors should review FAR clause 52.237-1 as included in the solicitation.
