SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
REQUEST FOR INFORMATION
QUESTION 1: Is there an incumbent?
RESPONSE 1: Previous contract was awarded to Germrip LLC in the total amount of $34,040, however, interested vendors are advised that scope may differ from the previous award.
QUESTION 2: Does the current employee have retention rights?
RESPONSE 2: The Government does not require retention rights for anyone currently performing the services.
QUESTION 3: What is the previous contract number?
RESPONSE 3: The only information provided is previously awarded Contractor name and previously awarded contract amount.
QUESTION 4: Can site visits be arranged?
REPSONSE 4: Please refer to the revised Performance Work Statement. Organized site visits are to be offered on the dates/times listed below. Vendors interested in attending one of these site visits shall contact the Technical Point of Contact, Mr. Jonathan Dumais, at jonathan.r.dumais@usace.army.mil or 978-318-8534 to indicate which date/time they will be attending.
No site visits outside of the listed dates/times will be permitted unless additional dates/times are published via amendment.
Site visit dates/times:

2. Tuesday, November 26, 2024 at 10:00 AM Eastern
3. Wednesday, November 27, 2024 at 11:00 AM Eastern
QUESTION 5: In reference to Section D of the solicitation, which specifies a Level 3 Site Safety and Health Officer (SSHO) requirement, could you please clarify why this certification is being requested for a janitorial services contract as this is usually reserved for construction services?
RESPONSE 5: All work shall adhere to the US Army Corps of Engineers Safety and Health Manual, latest revision, EM 385-1-1. EM 385-1-1, Chapter 2-3.b amd 2-4.b specify that a Safety and Health Officer shall be designated.
The level 3 SSHO is applicable to this type of work whereas a level 1 and/or level 2 SSHO is commonly required for construction. The requirement for a level 3 SSHO is mandatory.
QUESTION 6: In reference to Section E of the solicitation, which specifies that for shifts with multiple employees, at least two employees must be certified to administer First Aid and CPR. Can janitorial services meet this requirement through other safety measures, such as access to emergency medical services or on-site first-aid kits?
W912WJ25Q0008
RESPONSE 6: No, the use of access to emergency medical services or on-site first aid kits cannot replace the requirement for employees/workers to be certified in First Aid/CPR. EM 385-1-1 is the governing document and requires that the certifications as included in the solicitation be met.
