About this file

This document is an Amendment (Number 0006) to Solicitation Number W912WJ25BA005 for Environmental Dredging Services at the Callahan Mine Superfund Site in Brooksville, Maine. The amendment provides detailed government responses to 16 contractor questions regarding project specifications, including clarifications on dredging requirements, operational constraints, and technical details. Key responses address issues such as handling underlying hard materials, rock and debris management, working hours (7:00 AM to 7:00 PM daily), turbidity curtain requirements for hydraulic dredging, and public access prevention for the discharge pipeline.

The government responses cover technical specifics like tremie placement location, daily dredging volume expectations, and site-specific constraints. Notably, the amendment allows contractors flexibility in certain areas, such as leaving underlying hard materials above design grade if properly documented, moving rocks encountered during dredging, and removing compacted gravel fill from the hydraulic discharge pipeline. The responses reference multiple previous amendments and request for information (RFI) documents, indicating an iterative process of clarifying project requirements with potential contractors.

Section C - Description/Specifications/Statement of Work

The Requirements text has been modified to:

1. Based on the discussion at the site visit, it is our understanding that the goal of the project is to remove soft sediment and leave hard native material and/or debris, obstructions (commonly called high subgrade), such as rock, in place within the dredge area. Please confirm that high subgrade material can be left above design grade within the dredge area provided the contractor demonstrates/ documents the extent of the high subgrade material.

GOVERNMENT RESPONSE: Underlying hard material, as defined in specification Section 35 20 23 DREDGING AND DREDGED MATERIAL PLACEMENT, Subpart 1.2.4 Underlying Hard Material, may be left above design grade within the dredge area, provided that the contractor both demonstrates that material of that character exists at a given location and documents its extents.

Moorings shall be handled in accordance with specification Section 35 20 23 DREDGING AND DREDGED MATERIAL PLACEMENT, Subpart 1.10 Moorings. Debris and other types of obstructions shall be handled in accordance with specification Section 35 20 23 DREDGING AND DREDGED MATERIA PLACEMENT, Subpart 1.8.1.2 Debris in Material and Subpart 1.8.1.3 Debris Management.

2. Can unpumpable material i.e. rocks and boulders be side cast back into Goose Cove? If rocks and or boulders are removed from the water and are not allowed to be side cast, where should they be placed?

GOVERNMENT RESPONSE: Rock encountered during dredging that are not associated with a mooring or dock may be moved aside and left in place.

Moorings shall be handled in accordance with specification Section 35 20 23 DREDGING AND DREDGED MATERIAL PLACEMENT, Subpart 1.10 Moorings. Debris and other types of obstructions shall be handled in accordance with specification Section 35 20 23 DREDGING AND DREDGED MATERIAL PLACEMENT, Subpart 1.8.1.2 Debris in Material and Subpart 1.8.1.3 Debris Management.

3. Dredging is a lump sum bid item; will quantity adjustments for overrun and underrun be made after dredging based off of pre vs post dredge survey?

GOVERNMENT RESPONSE: See Amendment 0005, RFI #3.

4. Will the contractor be allowed to work 24 hours per day 7 days per week?

GOVERNMENT RESPONSE: Per specification Section 01 11 00 SUMMARY OF WORK, Subpart

1.10.1 Hours of Operations: Operational Hours: The Contractor will be allowed to perform work from 7:

00 AM to 7:00 PM each day, 7 days per week, including holidays, for the entire performance period of this contract.

5. Does stone debris encountered during dredging require removal and offsite disposal or can it be moved aside and be left in place?

GOVERNMENT RESPONSE: See response to #2 above.

6. Can the stone used in the road crossing for the pipe be removed and left on site for future EPA /USACE activities?

W912WJ25BA0050006

GOVERNMENT RESPONSE: The compacted gravel fill used as part of the hydraulic discharge pipeline protection, as shown on Detail K1 on Sheet C-501, may be removed and stockpiled within the contractor staging, storage, and water access area shown on Sheet G-002 and Sheet C-103. Compacted gravel fill may be left onsite.

7. Are the follow-up meetings (coordination and mutual understanding, H and S specific, QC specific) virtual/remote meetings?

GOVERNMENT RESPONSE: Meetings may be either in-person or virtual. The chosen medium will depend upon the nature of the topic(s) to be covered and will be left to the discretion of the Contracting Officer.

8. Please clarify the daily allowable volumes to be placed by the tremie.

GOVERNMENT RESPONSE: See Amendment 0004, RFI #12.

9. Please clarify if the contractor must stay between the minimum and maximums as it states cubic yards per hour.

GOVERNMENT RESPONSE: See Amendment 0004, RFI #12.

10. Please consider providing the contractors a maximum volume to be placed with the tremie per day.

Based on historical experience in contaminated, precision dredging and the conditions at the site, maintaining the minimum average per hour is not feasible.

GOVERNMENT RESPONSE: See Amendment 0004, RFI #12.

11. Please confirm how the Government envisions the contractor to measure real-time production as to not exceed daily established thresholds.

GOVERNMENT RESPONSE: See Amendment 0005, RFI #5.

12. If utilizing a hydraulic dredge, a turbidity curtain moon-pool around the dredge will be extremely prohibitive to production and movement. Please consider removing the turbidity curtain moon-pool for hydraulic dredges as the positive suction by nature generates far less turbidity than mechanical means.

GOVERNMENT RESPONSE: A turbidity curtain moonpool encompassing both the dredge plant and the current work area will not be required if the contractor elects to complete dredging hydraulically.

13. Is there an allowable tolerance for the elevation of the tremie pipe discharge which is currently called out a -30.5 MLLW?

GOVERNMENT RESPONSE: See Amendment 0003, RFI #3.

14. Is the contractor responsible for preventing public access to the discharge end of the hydraulic pipe on a continuous basis (24/7) or only when dredging and discharge operations are active?

GOVERNMENT RESPONSE: The contractor is responsible for preventing public access to the discharge end of the hydraulic pipeline on a continuous basis. Utilization of simple, reasonable means such as warning signage in the immediate area, will be considered acceptable.

15. The Tremie Placement Location as shown on Plan Sheet C-103 is called out with a specific coordinate location. At the site walk it was mentioned that the intent was to limit the placement to the bottom of the mine pit and prevent placement on the shallower sidewalls. Could you please clarify and provide a tolerance range for the location of the tremie pipe discharge end?

GOVERNMENT RESPONSE: See Amendment 0003, RFI #1.

16. Please clarify how the deduction for excess dredging will be applied given that the bid item for dredging is lump sum.

GOVERNMENT RESPONSE: See Amendment 0005, RFI #3.
