SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0004

1. Please confirm if existing railings at top of non-overflow Spillway downstream elevation is getting removed and reinstalled as necessary to perform concrete repairs? Or should contractor assume that existing railing is not getting removed during concrete repairs?

Government Response: The horizontal supports of the fencing on top of the spillway are connected to the vertical posts using a bolted hub type system and thus can be removed and reinstalled. The contractor can temporarily remove the fence fabric and horizontals for construction. The vertical posts are not to be removed. Any damages incurred on the fences resulting from the construction activities shall be repaired to the satisfaction of and at no additional cost to the Government.

2. Amendment#002 – response to question#5 states – no water is available at site. Can you provide us following details:

a. Is there a fire-hydrant near dam structure? How far it is from equipment building?

Government Response: There is no hydrant in the vicinity.

b. If contractor gets water trucks for project – can it be driven to the upstream side of dam from parking lot side?

Government Response: Yes, the gate can be unlocked to allow the contractor access to the upstream side of the dam.

c. If contractor has to run hoses to get water to the upstream side of dam, can contractor assume that hoses can run through equipment building and pass through non overflow section of spillway and reach the upstream side?

Government Response: This is not feasible. There is no access through the equipment room unless the contractor intends to run hoses up a multi-turn staircase to the top of the structure then back down over the dam.

3. Can bid date be extended by one week?

Government Response: See Amendment 0004.

4. For building a water diversion system on upstream side of dam to perform work – contractor requires substantial quantity of water. Can contractor utilize/draw water from the upstream of Blackwater River?

Government Response: The Contractor can draw water from the Blackwater River upstream of Blackwater Dam. The amount of water a contractor can draw is dependent on the flow in the river at the time of draw. The Contractor is required to keep a minimum Aquatic Base Flow (ABF) flowing downstream depending on the time of year which is shown below:

If the inflow is greater than ABF, they can have inflow minus ABF in cfs. If the river inflow to the dam is less than the ABF, they can have 30% of the inflow in cfs.

a. If no, can authority provide us with another source of water in nearby area of work?

Government Response: There are no known source nearby.

5. To perform work at Bullnose repair location on upstream in phases – contractor will be required to relocate water filled cofferdam system on upstream side, resulting in discharge of water filled in cofferdam – can contractor assume that water can be discharged in Blackwater River System?

Government Response: Yes, the water can be discharged back into the river. Discharge of any kind into the waters of the U.S. will need to be controlled (i.e. no contaminate). Note: for example, if what is released from the inflated coffer dam develops a sheen on the water, it would be the contractor that is responsible for the containment and cleanup.

Prior to drawing any water from the stream for use in construction, the contractor shall submit, in writing to the Government for review and approval, the contractor’s proposed compliance with the requirements stipulated above. The submittal shall include, but not limited to, methods of drawing water from the stream, discharging water back to the stream, and for testing of water prior to and after discharging back into the stream. No water shall be drawn nor discharged until approval is received from the Government.

Note: Flow rate information is public and can be accessed from the following:

- www.reservoircontrol.com and click Merrimack River Basin > BWD and it lists the flow rates.
