Amendment 0001 - Requests for Information Small Business General Design A-E IDIQ New England

(W912WJ24R0006)

Q1 Can other resumes be included in the submission? (ex. environmental engineer, geotechnical engineer, etc.)

A1 Yes. However, resumes for non-key personnel or other labor categories within the submission page limit will not be evaluated against the Professional Qualifications criterion, but will be reviewed as part of the overall submission. Additional resumes for key disciplines within the submission page limit will be evaluated.

Q2 If a small business is a subconsultant on the CENAE unrestricted general design A-E

IDIQ MATOC, can they submit as prime on this SB solicitation?

A2 Yes.

Q3 Is a firm eligible to submit a Section F Project if the design phase has been completed, but construction has not yet commenced? If such submissions are permitted, will they be assessed with a reduced level of priority or importance?

A3 Part 3(a) of the Synopsis states: “Projects in which the firm’s primary work (planning, full design as the A-E for a DBB procurement or the Designer of Record (DOR) on a D-B contract, or development of the RFP for a D-B procurement) was completed within the last 7 years will be given greater consideration and those projects in which the firm’s primary work has not yet been completed will be given less consideration”. In that context, we are defining “complete” as the firm’s primary work as designers, even if they had a role during construction. It is up to each firm to determine how to best utilize the ten projects in Section F (in conjunction with Section H) to demonstrate experience and competence across each of the requested selection subcriteria.

Q4 May a firm submit a Section F Project based on an engineering study/report or a DD

Form 1391 Preparation Planning Charrette, which does not encompass a final design or construction phase?

A4 It is up to each firm to determine how to best utilize the ten projects in Section F (in conjunction with Section H) to demonstrate experience and competence across each of the requested selection subcriteria. See prior response for more specifics.

Q5 Would you be able to share the list of respondents from the sources pre solicitation phase?

A5 At this time the USACE does not publish respondent data.

Q6 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A6 This is a new A-E MATOC IDIQ contract that will effectively replace two existing A-E SATOC IDIQ contracts (contract numbers W912WJ20D0001 and W912WJ20D0002)
