About this file
This document is an Amendment to Solicitation W912WJ24Q0108 for Access Road Repairs and Gate Replacement at Hodges Village Dam in Oxford, MA. The amendment provides responses to industry questions, clarifying that the contractor is responsible for removing any entirely separated asphalt pieces and that the gates are to be operated manually, not with sensors or mechanical operators. The solicitation closing date remains May 20, 2024 at 5:00 PM Eastern, and all other terms and conditions of the solicitation are unchanged.
The original solicitation is seeking small business vendors to provide labor, materials, equipment, and transportation to repair pavement cracks and replace three security gates at the Hodges Village Dam location. The magnitude of construction is between $25,000 and $100,000. The applicable NAICS code is 238910 with a $19 Million small business size standard, and all vendors must have an active SAM.gov registration to be considered.

SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been modified:
REQUEST FOR INFORMATION
QUESTION 1: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services?
RESPONSE 1: This is a construction contract and there is no previous incumbent for this work.
QUESTION 2: There are pieces of asphalt which have been entirely separated from the larger paved structure due to cracks on all sides. In these instances, is the contractor responsible for removing the dislodged piece?
RESPONSE 2: Yes, for large chunks that are entirely separated from the paved structure the contractor must remove the separated piece. The area left behind will be treated as a void and be filled with asphalt millings, then all newly added material shall be compacted. Please refer to Section III.2.b. of the Statement of Work and additional photo in the Revised Attachments for further information.
QUESTION 3: There is a photo in the Attachments with the note as “Example Product” and the photo shows a sensor operating gate. The specifications do not require such. Please confirm that the gates are to be operated manually.
RESPONSE 3: Gates are to be operated manually. The example product’s purpose is to provide the contractor a general idea of gate construction, color, and reflective requirements. A sensor and mechanical operator are not required in this Statement of Work.
